Carter didn't take a step forward his second season in the league. He had fewer carries, yards and touchdowns, rushing just 32 times all season. He had double-digit carries just once all season. It is looking more and more like Carter isn't in the future plans for the Colts, likely serving as the No. 3 or 4 back for the team this season. Carter is more of a power back. He has good size and does well between the tackles. He also doesn't have bad moves in the open field and can make people miss in space. Carter lacks elite speed, though, which holds him back from having a bigger role. He just doesn't make many plays to the outside. He also isn't a great receiver (six receptions in two seasons), which hurts his chances of finding the field.
FANTASY OUTLOOK
Carter is young enough to get going, but we just don't see it. He doesn't bring much to the table, lacking a lot of big-play ability. He might improve on last year some but that isn't saying much. He really isn't worth drafting.

He tore a ligament in his thumb on the right hand during organized team activities (OTAs) in April, and he had surgery. 'I don't feel like it's a big setback because we don't have pads on yet,' Carter said. 'The only thing I feel is setting me back is not really getting out there and running routes with the defense, having to do it on my own. It's different with a defender over you.'
