Ratliff heads from the Jets to the Browns. He could compete for the starting job but is likely to serve as the No. 2 or 3 quarterback. He knows coach Eric Mangini, though, which could help his case. Ratliff still seems a long shot to start because of his lack of experience. He hasn't attempted a pass in the NFL yet. Ratliff is a pretty accurate passer with a plus arm.

Ratliff might be worth a late-round flyer if you have a pick to spare or draft three quarterbacks. Ratliff lacks a lot of experience, though, which is a big concern for the coming season even if he were to get some playing time |
