WALK THE TALK FANTASY FOOTBALL LEAGUE BYLAWS
 
1.  PREAMBLE
  • These bylaws are to set forth the policy and procedures of the Walk the Talk Fantasy Football League.  They are designed in the futile attempt to prevent any bickering, whining, or other form of discontent.
 
2.  PRESEASON SCHEDULE:
  • The draft will be held as close as possible to the start of the regular season as possible, considering all owner's availability.  Preference will be given to draft times that maximize participation in the draft.
  • If an owner cannot attend the draft, and cannot find someone to draft for them, the owner is still expected to participate in the league, filling out their roster with any players still available after the draft.
  • The commissioner will determine whether preseason free agency takes place, when, and whether owners who did not attend the draft or left the draft early have an opportunity to complete their rosters before free agency begins.  (Completing rosters will not count against the owner's transactions.)
 
3.  AUCTION DRAFT:
  • NOMINATION:
    • In turn, each team will nominate a player and bid a price.
      • The last placed team (based on regular season record) from the previous season will nominate the first player.
      • The order of nominating players will proceed in a clockwise manner.
      • The order for nominating players will remain the same for succeeding rounds.
    • Teams will no longer nominate players when their roster is full.
  • BIDDING:
    • The team that nominates a player will identify the opening bid price.
      • Bids are in whole dollar increments, with a minimum bid of $1.
      • The order of bidding on players will proceed in a clockwise manner from the nominating team.
      • On their turn, a teams may place a higher bid for the player or pass.
        • If a team passes on a player, that owner is out of the bidding for that player.
        • A team may not place a bid on a player that places the team over their salary cap (or uses money reserved for empty roster spots).

 

4.  ROSTERS:

  • Active roster size is 16 players.
    • Each team must keep enough money under the cap to fulfill the roster requirement of 16 players (at least $1 for every open roster position).
    • Each roster must have at least one TE (or an empty roster spot available for a TE).
  • Injured Reserve:
    • A team may place up to three players on injured reserve (IR).
    • Once placed on IR, a player will stay on that team's IR until the end of the season.
    • Players placed on IR may not be traded or released.
    • The salary of players on IR count towards the team's salary cap.
    • Eligibility:
      • Players suspended for the full season by the NFL.
        • Subsequent cancellation or postponement of the suspension has no affect on the player's IR designation.
      • Players placed on the NFL Injured Reserve.
        • Subsequent reinstatement by the NFL team has no affect on the player's IR designation.
    • After the season, all players on a team's IR will be moved to the team's active roster.  Subsequently, IR spots are unavailable until waivers or free agency begins.
  • Keepers:
    • One week before the draft (exact time to be defined by the commissioner), teams will identify their keepers.
      • Keeper players may be revised until the deadline.
      • After the keeper deadline, all players identified as keepers are on the roster until after the draft (but may be traded to another team).
    • Maximum number of keepers:  Eight (8)
    • Minimum number of keepers:  Zero (0)
    • Keepers must fit under the salary cap, with $1 available for each empty roster spot.

 

5.  SALARY CAP:

  • Each team will have a salary cap of $160 for their team roster.
    • The salary cap does not apply after completion of the playoffs and before keepers are due.
  • A player's salary will be determined by method obtained:
    • DRAFT:  Market value by bidding process in the auction draft.
    • WAIVERS:  Salary when released from a roster.
    • FREE AGENCY:  $1
    • KEEPERS:  Salary will increase $5 over the player's salary from the previous season.

 

6.  STARTING LINE-UPS:

  • Starting lineups will consist of eight (8) players using one of the following combinations:
    • QB   RB   RB   WR   WR   TE   K   D/ST   (Standard Pro Set)
    • QB   RB   RB   WR   TE   TE   K   D/ST   (Short Yardage Set)
    • QB   RB   WR   WR   WR   WR   K   D/ST   (Run & Shoot Set)
    • QB   RB   WR   WR   WR   TE   K   D/ST   (Three Receiver Set)
    • QB   RB   WR   WR   TE   TE   K   D/ST   (Double TE Set)
  • Final line-ups are due each week at 10am, Sunday.
    • Status for players in games that start before 10am Sunday will be decided by whether the player is in the team's starting line-up or on the team's bench at the time their game is scheduled to start.
    • If a team fields an illegal line-up (specifically, QB RB RB WR WR WR K D/ST), the commissioner will remove the points of the highest scoring RB or WR.

 

7.  TRANSACTIONS:

  • TRANSACTIONS:
    • Transaction fees go to the league prize fund.
    • Each transaction costs $5.
      • Transactions:
        • Waiver claim.
        • Free agency claim.
        • Trade (transaction fee is per team for the trade, regardless of number of teams or players involved)
      • Exceptions (no fee):
        • Off season trades.
        • Filling empty roster slots after draft.
        • First three transactions after the start of free agency.
        • Releasing a player.
  • WAIVER WIRE:
    • All players released from a team roster are subject the waiver wire.
    • A player's salary remains the same when claimed off waivers.
    • The team claiming the player must be able to fit the acquired player under the team's salary cap.
    • Waiver claims are made between 6am, Tuesday, and 7pm, Wednesday.
      • These times may be adjusted based on the NFL schedule for the week.
    • Multiple claims by the same team:
      • A team that makes multiple claims must prioritize claims.
    • Submit the claim to the oommissioner.
      • Identify the player being claimed.
      • It is not required, but it is preferred that the player to be released is also identified.
    • Players available:
      • Players released by 9pm Monday are available for claim.
        • A team may not place a claim on a player they released.
    • If multiple teams claim the same player off waivers, the team with the worse record will get the player in all cases.
    • Once a waiver claim is made by a team, it may not be revoked.
      • NOTES:
        • The claiming team may revise the player to be released prior to the waiver claim deadline.
        • [A vote to eliminate this rule will take place before the 2017 season.]
  • FREE AGENTS:
    • If a player clears waivers, they become a free agent.
    • All free agents have a $1 salary.
    • Undrafted players are considered free agents.
    • During the fantasy league regular season, free agents are available anytime, with the exception of times excluded by the website for weekly updates (i.e., overnight Monday).  Check the league website for specific times.
      • NOTES:
        • The claiming team must have an active roster spot available for any claimed free agents.
        • Once a player is locked into the team's starting line-up (at that team's scheduled game time), that player may not be released to obtain a free agent.
  • TRADES:
    • All trades must work within the limits of each team's salary cap and roster size
    • The off-season trading period will begin the Monday after the NFL Superbowl and end with the end of the draft.
    • The regular season trading deadline is the 9pm, Saturday, Week 10.
    • All trades must work within the limits of each team's salary cap and roster size.
    • Any trade viewed as one-sided, questionable, or unethical, is subject to approval by the Rules Committee.
    • Teams eliminated from playoff contention must obtain approval for trading.
  • POST-SEASON WAIVERS & FREE AGENCY:
    • To claim a player via waivers or free agency during the post-season, the team must release a player.  Key limitations:
      • Release does not mean place on I.R..
      • The released player must be at the same position as the player acquired.
      • The released player must be listed on the NFL injury report (suspended and inactive due to non-injury do not qualify.)
    • Players acquired via waivers or free agency after week 13:
      • Are not eligible to be kept.
      • Must still fit under the salary cap and roster cap limits.

 

8.  THE REGULAR SEASON:

  • There are 12 teams divided into three divisions of four teams each.
    • Divisions:
      • Shula
      • Landry
      • Parcells
    • Alignment:
      • Teams are placed into the three divisions based on initial playoff seedings from the prior season.
        • Landry:  1st, 4th, 7th, 10th
        • Parcells:  2nd, 5th, 8th, 11th
        • Shula:  3rd, 6th, 9th, 12th
  • The regular season is the first 13 weeks of the NFL season.
    • Each team plays division opponents twice.
    • Each team's remaining games are played against non-division opponents, one game against each (with no game against one team).
    • The regular season schedule shall be set at random, if available on the league website.

 

9.  POSTSEASON:

  • The league playoffs bracket begins NFL week 14.
  • The Toilet Bowl bracket begins NFL week 15.
  • In each game, the higher seeded team is the home team (the home team is awarded 3.01 points as "home field advantage").
  • Seeding (see also "TIE-BREAKERS"):
    • The three division winners are the first three seeds.
    • The next five teams are seeded into the playoffs.
    • The last four teams are seeded into the Toilet Bowl bracket.
  • Advancing:
    • In each game, the higher seeded team is the home team.  The home team is awarded 3.01 points as "Home Field Advantage".
    • In the playoffs bracket, the winner advances to the next round (loser out).
    • In the Toilet Bowl bracket, the loser advances to the next round (winner out).
    • For subsequent rounds, the top seeded remaining team always plays the lowest seeded remaining team.

 

10.  SEEDINGS (WITH TIE-BREAKERS)

  • Determination of team rank for seeding & waivers.
    • Division Champion (determined before Wild-Card seeding) and tie-breaking within a division:
      • Overall record
      • Head-to-head record
      • Total points scored
      • Division record
      • Total points against
    • Seeding order of division champions (3 teams):
      • Overall record
      • Total points scored
      • Head-to-head record
      • Division record
      • Total points against
    • Wild-Card seeding (9 teams):
      • Overall record
        • [Resolve common division tiebreaks using Division Champion tiebreaks, above, then, apply tiebreaks below for remaining teams.  Repeat for each seeding.]

    • Waiver priority:
      • Establish waiver priority by ranking teams 1 through 12 based on the criteria below, then reverse the order (so that the 12th ranked team has highest priority).

      • Awarding players.
        • Process claim by team with highest priority.
        • After a team is awarded a player, drop that team to the bottom of the list.
        • Repeat.
      • NOTES:
        • Skip teams that do not make a claim.
        • **** [This was not the original process in the Bylaws, but is the process that has been used for years and will continue to be used.  We will vote on it after the 2016 season.  The original process in the Bylaws awarded the team with highest priority all of their claims, then moved to the next team.]

 

11.  EARNINGS:

12.  NEW OWNER

  • If an owner decides not to play the following year, his/her team will be first offered to the current owners in the league.  Priority for claiming the team is by reverse order of regular season standings.

 

13.  LEAGUE RULES:

  • All members are required to cast a vote for or against all proposed rule changes.
  • Rule changes require approval by two thirds of teams.

 

14.  RULES COMMITTEE:

  • The rules committee consists of three league members.
    • All questionable trades and transactions during the season are subject to approval.
    • A minimum of two out of three votes are needed to pass any proposal or veto questionable transactions.
  • **** If a conflict of interest exists for the committee members, other league members or former league members may be requested to serve on the committee.  [Not voted on, but added based on precedent.]

15.  FEES:

    • 25 yards Passing = +1pt
    • 10 yards Rushing/Receiving (combined) = +1pt
    • Reception = +0.5pts
    • Interception = -1pt

  • Special quarterback injury rule:
    • If a team's quarterback is injured during the course of a game and does not return to the game, the NFL team's backup quarterback's statistics will be combined with the starters and the player's points will be recalculated.  The team's weekly score will be adjusted based on the difference, plus or minus.
