FUTURE RULE CHANGE PROPOSAL PROCEDURE:
- Motion to change a rule must be submitted to the commissioner/s a minimum 1 week prior to the draft night and must have at least 2 other co-sponsors of the motion before it can be considered.
- The motion for change must include the current rule and the proposed changes along with a rationale for the change.
- The Commissioner/s will post all rule change proposals on the message board 1 week prior to the draft with the rationales from the motion's sponsor.
- On the night of the draft each motion will be read. The sponsor will say as few brief words in support. We will open the floor for 2-3 responses and questions for a max 5 minutes after which time a vote will be taken requiring 8 out of 14 members to vote in favour.
- Any motion which is passed will take place the year after the upcoming season and any motion that is defeated may not be brought back for a vote for a minimum of 2 years.
2023-2024 Proposals for Voting
- proposal for voting...waivers must be setup so that you cannot cut and pickup said player until said player has passed through the rest of the league and cleared...in essence a cooling off period so that you can avoid waiver wire manipulation that in essence allows that lowest team in the standings to run a 17 man roster instead of a 16 man one

2022-2023 proposals for voting

Special Rules
- One team represents both defensive and special teams units.
- Game tie-breaker option Regular Season & Playoffs:
- Highest scoring bench player (player must be on team roster prior to kickoff). (IR or Bench Players do not count in Tiebreakers)
- If tied keep going to next highest scoring player until tie is broken.
- If still tied we go to highest scoring player in starting lineup. Then next highest player etc.
- If still tied then equitable method to decide must be agreed to by the tied owners. For example. Flipping a coin or Rock/Paper/Scissors best 2 out of 3.
- Total Points Standings (points scored in all weeks counted one time per week)
- Head-To-Head Competition (winning percentage against all tied teams)
- Head - To - Head total points
Roster Composition
- Off-Season Total players per roster: 25 There are NO IR players in Off-Season.
- At start of Off-Season (on the Friday following week 18) the Roster much be at Maximum of 16 active players, Maximum of 3 PR spots.
- Season start cutdown must include 16-man active roster, a designation of which 3 players are on the active practice squad and any injured players that will be on the IR designated to return at some point in the season or following season
- In-Season Total players per roster: 16 & 3 Practice Roster Unlimited IR players
- Practice (Taxi Squad) Roster- only players drafted in the Fantasy draft are eligible for practice roster spot. They do NOT have to be rookies. They can remain with that designation for infinite amount of time.
- I/R rules: Follow basic NFL IR rules. Must be listed by the NFL and our site as PUP, IR, NFI- NOT Out, doubtful, questionable or suspended etc.
- After the last preseason game each year, all roster cuts will no longer become free agents but will be available on the first waiver wire of the season
IR Points of Clarification
- The point of clarity that people need is the last part so 2 examples need to be given.
- i.e) 1, Owner A drafts Johnston, Charbonet, prince, bigsby and Achane who is injured and is on the IR…at the start of the season Owner A must say whether Achane is on his practice squad and can stay there beyond the season and when he is healthy or whether he is activating him which means he is now an active player who is on the IR injured list and needs to be activated to the 16 man roster when healthy
- i.e), Owner A has 3 players on his practice squad from the previous season and drafts 1 player. One of his 3 practice squad players is hurt and on the PUP and the new player he drafted blew his ACL in training camp and is on nfl IR. Owner A must designate which of these players is on his practice squad and which one must be activated when he is healthy or at the end of the season.
- Player CANNOT be picked up with listed on NFL IR and then placed on IR for that fantasy team.
- There is no limit to the number of players that can be placed on IR, as long as the player was already on your roster or traded to you prior to going on IR or was already on IR when you acquired him via trade.
- Rookies need to be designated as either Practice roster status or IR status at beginning of the year.
- Once NFL status changes for an IR player to anything but IR, NFI or PUP he must be cut or activated to adhere to roster limits.
Free Agent & Waiver Wire Transactions
- Unlimited free agent acquisitions during In-Season.
- Free Agents and Waiver Wire do not exist in the Off-Season.
- Team owners may acquire free agents via the waiver wire process.
- A player dropped after Wed. noon (3 pm Eastern) is on waivers, meaning every team can only pick them up through a request using the waiver wire process.
- After the last preseason game each year, all roster cuts will no longer become free agents but will be available on the first waiver wire of the season
- Waiver process is a week to week worst to first (in league standings process). A request must be put in. Worst team gets first pick, best team by the league standings get last pick. etc.
- After the weekly waiver wire, team owners may acquire free agents anytime within league transaction times.
- Players who are not subject to the waiver wire are considered free agents.
- All Free Agent pick ups and drops are to be done on the add/drop feature on the site. Message board (no private messages) posts are ONLY acceptable in 3 instances.
- During the down time on the site from Monday night 9pm until Wed. 6pm. Site will not allow you to pick up a free agent.
- Add/drop is broken, not functioning.
- Quick drop exception…owner adds and then drops a player before in the same week prior to game kickoffs. Player needs to be unprotected by commissioner.
- All free agent transactions are suspended after FFL Playoff Week 4.
- Released free agents are available at the next waiver wire….Unless
- You can not drop a player that is starting that week regardless if he has already played, a starter can not be dropped till after the Monday night game(or final game of the week)
- Owners may place their own players on injured reserve.
- Deadlines for waiver wire request open weekly to Tuesday 12 PM EST. Waiver wire processing set weekly to Wednesdays 3 PM EST.
- All free agents as of game-time are considered waiver wire selections only. This is how most leagues do it so that other guys are not at a disadvantage during games if they cannot watch or follow the games.
Clarifying Point
- you can not put in a request for a player that you just dropped… as he has to clear waivers first and a 1 week cooling off period must be observed.
- The only exception to the rule is if a player is picked up after noon wed (waivers have been processed)and dropped before the 1st game that week he is a free agent and not on waivers
Trades
- Open trading is permitted, no approval required.
- Trading of future draft picks allowed in this league up to 3 years in advance
- Trades that put you over the roster limit are permitted as long as a drop of players to the roster limit happens shortly after.
Starting Lineups
- Owners may change their own starting lineups on the website each week.
Starting Lineup Deadlines: Prior to the Game Kickoff
- A competitive starting lineup MUST be fielded each week. NO inactive, injured, suspended players can be in the starting. Empty slots are also not permitted.
- Posting on starting lineups on website, social media, email or text are not accepted.
Clarifying Note- Integrity of the Starting Lineup (as voted on June 20, 2017)
All teams "MUST" start a full and competitive lineup each week or they will be fined by the league and appropriate action for acquiring players will be taken by the commish. Starting and benching players, cutting and picking up players and whatever else is required to ensure a full and competitive lineup is in place for each week of the season. Questionable and Doubtful starts that do not play are not excuses to start inactive players. If an owner is not around before game time then the league would like instructions left for the commish on the message board to avoid confusion or issues.

DRAFT
- Draft date 1st Tuesday in June annually
- Draft rules resemble the NFL draft rules.
- reverse standing is the foundation of the draft order. Regular season record inpacts draft order, BUT when a team loses in the playoffs will also affect the draft order.
- non playoff teams are locked into the 1st - 6 pick-reverse order of standing.
- playoffs teams will be slotted in when a team is knocked out of playoffs will impact draft order
- playoff semi finalist will hold last 4 draft slots. Fantasy bowl champion and runner up will draft 13th and 14th spots respectively
****Commissioners are empowered by the league as a whole to make a judgement call on lineup changes should an owner be unreachable and mitigating circumstances exist. This includes but is not limited to picking up and dropping players to make room for an eligible player to start******
The reasons for this are simple:
- Tanking...we do not want to have to put in a draft lottery but if players and teams tank we would have to look at it.
- This lineup issue also can alter the balance of who makes the playoffs and who doesn't as well as seedings for both the playoffs and draft.
- Part of the movement of assets is roster management. You cannot hoard players and must cut players to make room for competitive lineup players. This a basic function of the league that cannot be compromised. This is how good and young players end up on the waiver wire which redistributes talent around the league.
EG, team A has only 1 tight end who is questionable and does not want to drop someone if the tight end does indeed play but he wont be around to make the change on game day. He goes onto the site and leaves instructions to drop player A and pick up the best available tight end at game time for his lineup.
Note: blocking pickups or picking up players to block other teams from getting them for your matchup will be monitored and addressed if it occurs. Eg, team A and team B play each other and team A says he might not have a tight end that week if his guy is hurt so team B goes out and picks up the best available tight end with no intention to start him but simply to block Team A from getting him on Sunday.
Then guys can then take advantage of those players if they chose.

- All owners must take a turn as Commish during the regular cycle of changeover
