By-Laws

1. THE LEAGUE WILL BE COMPRISED OF 20 FRANCHISES. TEAMS WILL BE DIVIDED INTO TWO 10 TEAM CONFERENCES, EACH WITH TWO 5-TEAM DIVISIONS.

2. THE COST OF OWNERSHIP SHALL BE $60.00 PER FRANCHISE. PAYMENT OF OWNERSHIP, PLUS $125 TOWARDS FUTURE LOSSES,
TRADES, FINES , AND WAIVER ACTIVITY, & A NON-REFUNDABLE $15.00 MAIL, SUPPLY AND INTERNET FEE. (TOTAL OF $200) ALL MONEY IS EXPECTED TO BE PAID ON DRAFT DAY. ANY FRANCHISE ENTRY NOT PAID BEFORE THE 1ST GAME OF THE SEASON WILL INCUR A $10 FINE PER WEEK UNTIL IT IS PAID.  IF AFTER 4 WEEKS ANY ENTRY IS STILL OUTSTANDING, THAT FRANCHISE WILL BE ASSESSED LOSSES IN EVERY GAME UNTIL THE ENTRY IS RECEIVED.

(2a) THE $125 DEPOSIT FOR FUTURE LOSSES, TRADES, WAIVER ACTIVITY AND FINES IS THE RESPONSIBILITY OF EACH OWNER AND WILL     NOT BE ALLOWED TO GO INTO ARREARS.  AN ADDITIONAL DEPOSIT WILL BE REQUIRED FOR A TEAM TO CONTINUE TO MAKE TRANSACTIONS WHEN NOT ENOUGH FUNDS ARE AVAILABLE.  POTENTIAL FUTURE LOSSES ARE INCLUDED IN THE EQUATION AND THOSE MONIES WILL NOT BE AVAILABLE. (i.e. 4 GAMES LEFT, $20-32 NEEDS TO BE AVAILABLE) POTENTIAL PLAYOFF PAYOUT FUNDS ARE ALSO NOT AVAILABLE.

3. THE PLAYER DRAFT WILL INVOLVE EACH OWNER SELECTING HIS/HER ROSTER OF QUARTERBACKS, RUNNING BACKS, WIDE
RECEIVERS/TIGHT ENDS, PLACE KICKERS, AND DEFENSIVE/SPECIAL TEAMS FROM THE NFL ROSTERS.

4. SHOULD THERE BE ANY QUESTION AS TO A GIVEN PLAYER'S OFFICIAL PLAYING POSITION, THE POSITION SO LISTED ON THE
TEAM'S ROSTER WILL PREVAIL. SHOULD THERE BE ANY FURTHER DISAGREEMENT, THE COMMISSIONER'S OFFICE SHALL RENDER A
RULING.

5. IMPORTANT: ALL TEAMS WILL SUBMIT NUMBERS BETWEEN 1 AND 54. THESE NUMBERS WILL DETERMINE YOUR DRAFTING POSITION.
ON A PRE-DETERMINED TEXAS LOTTERY DRAWING NIGHT, THE FIRST BALL OUT OF THE TEXAS LOTTO MACHINE WILL BE THE DESIGNATED
NUMBER DETERMINING YOUR DRAFTING POSITION. CLOSEST TO THE NUMBER DRAFTS 1ST, NEXT CLOSEST 2ND, AND SO ON. THE NEXT 2
NUMBERS OUT OF THE MACHINE ARE TIE-BREAKER NUMBERS ONLY, AND CORRESPOND WITH YOUR #2 & #3 PICKS. NO ONE HAS AN
ADVANTAGE. LUCK OF THE DRAW PREVAILS. THE DRAFT WILL BE REVERSE ORDER 1-10, 10- 1, 1-10, ETC. ALL OWNERS WILL BE
NOTIFIED VIA EMAIL OF ALL DRAFT DATES AND TIMES, AS WELL AS THE LOCATION.

6. EACH WEEK PRIOR TO THAT WEEKEND'S GAMES, EACH TEAM SHALL SUBMIT A LINEUP ON THE WEBSITE (WWW.RTSPORTS.COM)
CONSISTING OF:
(1) QB (2) RB'S (3) WR'S / TE'S (1) KICKER (1) DEFENSIVE/SPECIAL TEAM AND (1) WILD CARD PLAYER**
**WILD CARD PLAYER CAN ONLY BE A WR, RB, OR TE.

7. (a)THE DEADLINE FOR SUBMITTING YOUR LINEUP IS EXACTLY 1 MINUTE BEFORE THE KICKOFF OF THE FIRST GAME OF THE WEEK.
LINEUPS ARE ENTERED THROUGH THE WEB SITE AND YOU WILL BE LOCKED OUT AT EXACTLY 1 MINUTE TO KICKOFF. IF YOU DO NOT GET
YOUR LINEUP CHANGED IN TIME, YOUR PREVIOUS WEEK'S LINEUP IS AUTOMATICALLY USED. (see 7b) EACH INDIVIDUAL OWNER IS RESPONSIBLE FOR GETTING HIS/HER LINEUP ENTERED.

7 (b) OWNERS FAILING TO SUBMIT A LEGITIMATE STARTING LINEUP (STARTING PLAYERS ON BYE WEEKS) WILL INCUR A $10 FINE FOR THE 1ST OFFENSE AND $20 FOR THE 2ND OFFENSE.  A 3RD VIOLATION WILL RESULT IN THAT OWNER/TEAM BEING GIVEN THE FFFL DEATH PENALTY. (NOT BEING INVITED BACK INTO THE LEAGUE THE FOLLOWING YEAR.)

7 (c) INJURED PLAYERS THAT END UP NOT PLAYING AT THE LAST MINUTE DO NOT FALL INTO RULE 7 (b).  HOWEVER, A BLATANT ATTEMPT TO USE AN INJURED PLAYER (PLAYERS LISTED AS DOUBTFUL OR OUT BY THE LEAGUE INJURY REPORT) TO FILL A STARTING LINEUP SPOT WITHOUT MAKING A NEEDED ROSTER MOVE (i.e. SAVE $5) WILL BE VIEWED AS A VIOLATION OF RULE 7 (b). However, fines for having inactive players in your lineup will be $5. ALL INACTIVE LISTS ARE MADE PUBLIC OVER AN HOUR AND A HALF BEFORE GAMETIME. 

(NOTE: FOR ANY GAMES PLAYED PRIOR TO SUNDAY, YOU MAY START PLAYERS IN THOSE GAMES AND STILL MAKE LINEUP CHANGES UP
UNTIL KICKOFF OF THE MONDAY NIGHT GAME. PLAYERS WHO HAVE ALREADY PLAYED ARE LOCKED OUT BY THE WEB SITE AND CANNOT BE ENTERED

8. SCORING SYSTEM: THE SCORING SYSTEM CAN BE VIEWED ON THE WEB SITE BY CLICKING "LEAGUE" THEN "RULES" IN THE
SUB-HEADING. (NOTE: GAME FINAL SCORES ARE NOT OFFICIAL UNTIL THE NFL OFFICE REVIEWS FILM, USUALLY BY THURSDAY. IT IS POSSIBLE SCORES COULD CHANGE.  i.e. SACKS TAKEN AWAY FROM A DEFENSE, A FORWARD PASS CHANGED TO A LATERAL, ETC.)

9. WAIVERS: ANY PLAYER MAY BE PICKED UP ON WAIVERS AT ANY TIME FROM THE POOL OF FREE AGENTS (THOSE PLAYERS NOT ON
ANY TEAM'S ROSTER OR I.R. LIST) THE COST FOR EACH WAIVER PICKUP SHALL BE $5.00 EACH. OUR WEB SITE OFFERS EASY ACCESS
TO THE LIST OF FREE AGENTS IN EACH DIVISION. THESE PICKUPS CAN BE DONE MANUALLY FROM THE SITE.

10. INJURED RESERVE LIST

IN THE EVENT OF AN INJURY (TO WHATEVER DEGREE) TO ONE OF YOUR TEAM'S PLAYERS, THE FOLLOWING PROCEDURE SHALL PREVAIL:

IF YOU WISH TO PLACE SUCH PLAYER ON YOUR INJURED RESERVE LIST AND MAKE ROOM FOR ANOTHER PLAYER, THE COST IS FREE. BUT
THERE IS A RISK INVOLVED. IF THAT INJURED PLAYER SEES ACTION IN THAT WEEKEND'S GAMES (AND HE WAS PLACED ON THE I.R.
LIST), THAT PLAYER SHALL AUTOMATICALLY BECOME AVAILABLE FOR $5.00 TO ANY OTHER INTERESTED OWNER. THIS IS ON A FIRST
COME, FIRST SERVE BASIS. A PLAYER THAT IS PLACED ON IR CAN COME OFF AT ANYTIME (FOR A $2.50 FEE) AND BE PLACED IN THE
LINEUP IMMEDIATELY.  HOWEVER, ANY PLAYER ON I.R. DURING THE LOCKED OUT PERIOD FROM SUNDAY TO TUESDAY A.M. CANNOT BE REMOVED AND CAN BE CLAIMED. ALL I.R. MOVES CAN BE DONE ON THE WEBSITE.

IMPORTANT: A PLAYER MUST BE INJURED TO BE ON THE I.R. LIST. THERE IS A
LIMIT OF 2 PLAYERS THAT CAN BE ON THE TEAM'S I.R. LIST AT ONE TIME. THE LIST NEEDS TO BE UPDATED WEEKLY.

DEFENSES ARE NOT ELIGIBLE FOR THE I.R. LIST. SUSPENDED PLAYERS CANNOT BE PLACED ON I.R. ANY OWNER ATTEMPTING TO
CIRCUMVENT THE I.R. RULES SHALL BE FINED $10.00 BY THE COMMISSIONER. THE FINE DOUBLES FOR EACH SUBSEQUENT VIOLATION
DURING THE SEASON. THE I.R. RULE WILL BE STRICTLY ENFORCED BY THE COMMISSIONER.

11. TRADES

PLAYER TRANSACTIONS BETWEEN TWO OR MORE CLUBS MAY BE MADE UP UNTIL THE START OF WEEK #11 , PROVIDED EACH OWNER INVOLVED PAY THE SUM OF $5.00 AS A CASH CONSIDERATION. UPON COMPLETION OF A TRADE, ALL OWNERS INVOLVED MUST NOTIFY THE COMMISSIONER'S OFFICE AS TO THE PLAYERS INVOLVED IN THE DEAL. (THE WEBSITE HAS A TRADE BUTTON THAT CAN BE USED TO OFFER TRADES AND ACCEPT TRADES) AT THE CONCLUSION OF EACH TRADE, ALL PARTIES MUST MAKE NECESSARY ADJUSTMENTS TO THEIR ROSTER SO AS NOT TO BE OVER OR UNDER THE ACTIVE PLAYER LIMIT OF 17 PLAYERS. ANY TRADE MUST RECEIVE FINAL APPROVAL BY THE COMMISSIONER'S OFFICE. THIS IS TO PREVENT UNFAIR TRADES AND TEAM FIXING . NO PLAYER MAY RETURN TO A TEAM FROM WHICH HE HAS BEEN PREVIOUSLY TRADED. NO TRADES CAN INVOLVE CASH.  PERIOD.  ONLY FANTASY ASSETS (PLAYERS, DRAFT PICKS) CAN BE TRADED.

12. GRIEVANCES

ALL GRIEVANCES WILL BE FILED VIA PHONE OR EMAIL TO THE COMMISSIONER'S OFFICE. A RULING WILL BE MADE WITHIN 24 HOURS.
IF THE COMMISSIONER DOES NOT ACT ON THE GRIEVANCE OR IS IN NEED OF OTHER OPINIONS, HE SHALL SEEK THE HELP OF 2 OWNERS
OF HIS CHOOSING. A RULING WILL BE HANDED DOWN BY THOSE PARTIES AS A RESULT.

13. REGULAR SEASON SCHEDULE (14 GAMES):

A SCHEDULE WILL BE AUTOMATICALLY GENERATED BY THE LEAGUE WEBSITE. EACH TEAM WILL PLAY TEAMS WITHIN THEIR DIVISION TWICE AND THE OTHER DIVISION IN THEIR CONFERENCE ONCE.  WEEK 14 SCHEDULE WILL BE FLEXED TO GENERATE AS MANY "MUST WIN" AND DIVISION WINNERS AS POSSIBLE.  (PER LEAGUE VOTE)

FOR EACH LOSS INCURRED, THE OWNER OF THAT FRANCHISE AGREES TO PAY TO THE LEAGUE POT THE FOLLOWING SCHEDULED AMOUNT:
$5.00 FOR LOSSES 1- 7, $10.00 FOR LOSSES 8 AND ABOVE.

14. TIE-BREAKERS

THERE WILL BE NO TIE GAMES. IN THE EVENT THAT THE SCORES OF BOTH TEAMS EQUATE THE SAME, THE FOLLOWING WILL DETERMINE
A WINNER:
(a) TOTAL RESERVE PLAYERS
(b) TOTAL TOUCHDOWNS SCORED
(c) TOTAL OFFENSIVE YARDS
(d) TOTAL SCORING PLAYS

TEAMS TIED FOR A PLAYOFF SPOT AT THE END OF THE YEAR WILL DECIDE PLAYOFF POSITION BY THE FOLLOWING TIE-BREAKER:
(a) HEAD TO HEAD PLAY (IF TIES OCCUR, WINNING PCT AGAINST ALL TIED TEAMS)
(b) DIVISION RECORD                                                                                                                                      (c) TOTAL POINTS SCORED 
(d) POINTS SCORED HEAD-TO-HEAD 

15. WEEKLY POINT WINNERS

THE HIGHEST SCORING TEAM EACH WEEK WILL RECEIVE $10. WINNERS WILL BE PAID IN ALL REGULAR SEASON GAMES, BUT NOT
INCLUDING THE PLAYOFFS. IN CASE OF A TIE, THE WEEKLY WINNINGS WILL BE SPLIT EQUALLY.

THE HIGHEST SCORING TEAM IN TOTAL POINTS AT THE END OF THE REGULAR SEASON (14 GAMES) WILL RECEIVE A $140 BONUS.


16. PLAYOFFS (BEGINNING ON NFL WEEK #15):

THE TOP 2 TEAMS IN EACH DIVISION WILL ADVANCE TO THE PLAYOFFS WITH THE DIVISION CHAMPION PLAYING THE OTHER DIVISION'S RUNNER-UP.  THE WINNER'S WILL THEN SQUARE OFF FOR THE RIGHT TO ADVANCE TO THE SUPER BOWL. 

ALL TEAMS NOT MAKING THE PLAYOFFS WILL ENTER INTO THE SHITHOUSE SHOOTOUT. THOSE TEAMS WILL CONTRIBUTE $10 PER TEAM TO VIE FOR PRIZES. (SEE PAYOUT BELOW)                            ****No transactions are allowed for these teams.  All free agents are reserved for teams in the playoffs.

17. ALL RECEIPTS EXCEPT MAIL, SUPPLY, AND INTERNET FEE WILL BE DISTRIBUTED FOLLOWING THE SUPER BOWL AS FOLLOWS:
($260 FOR HIGH SCORE WINNINGS COMES OUT OF THE LEAGUE POT) 

  • Division Champions (Regular season) - $200 / each
  • Division Runner-ups (Regular season) - $100 / each
  • Super Bowl Winner - 60% of remaining money in the pot
  • Super Bowl loser - 40% of remaining money in the pot

    Keeper Rules

    1. Each team can Franchise (keep) from 0-2 players from their previous end-of-season roster.

    2. Players drafted in the first 2 rounds of a draft cannot be kept in the following season. This prevents the top tier of players from being kept and creating massively unfair teams. Due to rule 4 below, the first 2 rounds technically couldn’t be kept anyways.

    3. A player can only be kept a maximum of 3 consecutive times. This is so that one team can’t pick up a future mega-star off waivers and then get to keep him throughout his entire career. (The year acquired [drafted or picked up as UFA] + 2 additional years)

    4. For each player that is kept, that manager must give up a draft pick 2 picks higher than where the player was initially drafted the year before. (This includes players acquired via trade)

    Example: Wide receiver Odell Beckham Jr. was drafted in the 11th round last year. If kept, this year he would account for the team’s 9th round pick. If kept again, the following year he would be considered the 7th round pick.

    5. Any player that went undrafted the previous year (UFA) , but is being kept, will count as a team’s 3rd to last draft pick – This rule is there to slightly reward good drafting, as keeping free agent pickups are a little pricier than last round draft picks.

    Example: Marques Colston was picked up off free agency last season by a team. Our league has 17 rounds in our draft, and the manager wishes to keep Colston, he must give up his 14th round pick the following season (as opposed to a player drafted in the 15th round, who would only count for the 13th pick).

    6. If you do not have a draft pick for a round to give up to keep a player, you must give up the next higher pick – This might happen if you trade away a draft pick during preseason or have 2 keepers that have the same draft status from the previous year. One tip to consider if you have 2 players vying for the same draft spot is to make sure the player most likely to be kept the next year is taken with the higher pick. This makes his keeper “price” cheaper for the next draft.

    Example: You wish to keep two free agents that you picked up during last season. Because both of them would qualify for your 14th pick, one must count as the 14th pick, but the other will have to be your 13th pick.

    7. To be franchise eligible (keeper) a player must have been on your ACTIVE roster for a minimum of 4 weeks and on your ACTIVE roster to end the regular season. (Playoff weeks do not count. Any player that went undrafted and was picked up as a free agent [UFA] are EXEMPT from the 4 week rule, however NO players are keeper eligible if they end the regular season or final roster on I.R. ) This rule is put in effect to discourage stashing high end players on your injured reserve list for the sole purpose of franchising them.

    8. Traded franchise players (keepers) have their status transferred to the other team – Another words, a player can only be out of the draft pool 2 consecutive years. (You draft player A then franchise him the following year. During that season you trade him to team X. Team X can only franchise him 1 time as he was held for 2 consecutive years prior) So you have to be aware of a players status during trade negotiations.

    9. Any team owner wishing to trade draft picks for the following season will have to pay a $50 deposit towards their entry fee for the following season. The owner has 48 hours to pay the fee or the trade will be voided. There will be no refunds towards the owner who pays the deposit then decides not to return the following season. So please make sure you are certain to return before you trade away next season’s draft picks.
