The Laws
I. League Management
a. Purpose
i. To provide prompt, accurate league administration
b. Commissioner
i. Coordinates dates for league meetings
ii. Records and approves all trades
iii. Tracks draft order
iv. Adjusts rosters as needed
v. Facilitates league communication and arbitration as needed
c. Deputy Commissioner
i. Supports the Commissioner in the aforementioned functions
d. Treasurer
i. Collects, holds, and disburses all league funds
ii. Supports the Commissioner and Deputy Commissioner in the aforementioned functions
II. League Inception
a. Admin Meeting in late mid April
i. Distribute and review Rules & Scoring packets
ii. Distribute Top Player lists for each position
iii. Random draw for Division placement
iv. Trades of any nature are prohibited prior to the September Start-up draft
b. The Draft
i. The Sunday prior to Labor Day
ii. League fees are due
iii. All trades are prohibited prior to or during this draft
iv. Draft order will be determine by Keeper total points scored from 2014. 2 minutes for selection
v. This will be a snake-style draft, reversing order each round
vi. 25 round draft, all offensive and defensive players are eligible including 2015 rookies
c. The Draft, Part 2 (The Rookie Draft) ***THIS NO LONGER APPLIES***
i. Late August/early September 2015, date TBD
ii. Draft order will be determine by silent auction - player selection will occur prior to auction of the next draft slot. 2 minutes for selection.
iii. This will be a snake-style draft, reversing order each round
iv. This will be the one and only year under this draft format
v. 15 round Draft, all rookie and remaining veterans are eligible
III. Rosters
a. Regular Season
i. Limited to 25 players; any combination of offensive and defensive players
ii. A 4 player injured reserve (IR) (aka - taxi squad) is available to each team for maximum of 29 roster spots. (Revision - 8/21/2020)
iii. Each team is permitted to designate 1 of 3 IR slots to return (aka - short term IR, rule change passed at annual draft league meeting, 9/4/2016). (Revision 8/21/2020)
1. Purpose - to allow a team to free roster spots due to injured players
2. Players placed on IR MUST HAVE an injury designation assigned by the league website to warrant placement on IR. This is enforced systematically by the league website. (Revision 8/21/2020)
3. Players may move from IR to the active roster as permitted by the website (e.g. a player must be injured to qualify for placement on IR, per #2 above, but is not required to move back to the active roster when healthy). One (1) player may be designated to return each league year. Owners must declare the designated player via the league message board. **THIS IS REQUIRED** Players under this designation are permitted to return to the teams active roster 8 weeks following designation according to the timestamp associated with the transaction on the league message board. Placing the player on IR DOES NOT satisfy the designated to return requirement. The owner(s) MUST post the designation on the league message board. (Revision 8/21/2020)
4. Once a player qualifies for and is placed on IR it is up to the owner as to when that player returns to the active roster, if ever.The short term IR (STIR) player must be placed on the IR, and the designation posted on the league message board, **BEFORE** the start of his game for the current week for that week to count. (Revision 8/21/2020)
Example #1 - Player A is placed on IR, and designated on the league message board, on Saturday before the start of his game on Sunday during week 2. Player A is eligible to return week 10, irrespective of his bye week, missing weeks 2-9.
Example #2 - Player B is placed on IR, and designated on the league message board, on Saturday following his game on Thursday night during week 2. Player B is eligible to return week 11, irrespective of his bye week, missing weeks 3-10.
5. Following expiration of the 8 week period the STIR player may return to the teams active roster.
6. If returned to the active roster the vacated IR slot may be leveraged as a regular IR slot according to #7-11 below.
7. Once on IR that player is no longer active for the remainder of the season.
8. Once on IR that player may NOT be traded during the active season.
9. Players placed on IR prior to week 6 kickoff are protected from Free Agency (see below, article VI) following the season
10. Following week 6 kickoff, the player is still reserved, but not protected from Free Agency.
11. Players are reactivated AFTER the Free Agency draw in late February.
b. Off-Season
i. Off-Season rosters are limited to 25 players after the Draft Lottery (Revision 8/21/2020)
ii. Off-Season rosters may not go below 15 players at any time
iii. Players trades are permitted during this period in accordance with the 29 player roster limit remains. Players may be dropped to facilitate trades; however, NO waiver wire additions are permitted during the off-season.
c. 15 man roster reductions
i. Each team will carry a maximum of 15 players into the annual draft (see Article VII below)
IV. Line-ups
a. Starting Line-ups
i. Shall consist of 12 players - seven offensive and five defensive.
ii. Owners are NOT required to submit a full lineup. (Revision 8/21/2020)
iii. Offense
1. 1 QB, 1 RB, 1 WR/TE, 3 RB/WR/TE (flex), 1 K
iv. Defense
1. 2 LB, 2 DB, 1 DL/LB/DB (flex)
v. Player's assigned position will be determined by our hosting website (www.RTSports.com). League Management will contact site support to obtain clarification but their assignments stand.
vi. Starting line-ups must be set prior to the start of each players game.
vii. Once a game has started that player remains in the line-up.
viii. Illegal Line-ups
1. In the event an owner starts an illegal line-up (e.g. 2 QBs, 3 RBs, 4 WRs, 3 TEs, 4 LBs, DBs or DLs) the highest scoring player's points will be removed from the offending position and NOT replaced
V. Scoring
a. See scoring on league website
b. Purpose: Comprehensive scoring is intended to accurately reflect a player's full contribution to his NFL team.
c. Moreover, the scoring system aims to equally value player contribution across the roster composition spectrum.
VI. In-Season Transactions
a. Trades
i. The in-season trade period begins immediately following the regular draft
ii. The in-season trade deadline is the Thursday preceding week 10 of the NFL regular season
iii. All trades must be submitted via the League Message Board no later than 9 pm each Thursday or one hour prior to kick-off of that weeks first game (which ever comes first).
1. Both Owners must confirm the trade
2. Oral confirmation will be accepted by any of the three league management positions (i.e. Commissioner, Deputy Commissioner, Treasurer), but at least one owner involved in the trade MUST make a post to the League Message Board prior to the deadline.
3. The post should be made to each of the league management positions, but only the Commissioner is required.
4. If one or both of the teams must drop a player to facilitate the trade, the player to be dropped should be listed on the trade announcement. If not, it will delay execution of the trade until that info formation is received. If that info is not submitted before line-ups are due on a given week, then the trade will be delayed until the following week.
iv. Future draft pick trading is permitted, but only for the following season (e.g. for the 2014 season, only future picks from the 2015 season may be traded).
1. Trading future pick(s) will require payment of league fees to the league treasurer PRIOR to execution of the trade according to the following scale:
- 1st round pick - $200
- 2nd round pick - $100
- 3rd round pick - $50
- 4th round pick and later - $25
2. These monies are non-refundable upon exiting the league, as the whole point is to make the franchise, minus high pick(s), salable to a replacement owner.
3. Money is only refundable in an instance where the traded pick is later replaced with a better pick(s) in the same or higher round.
4. Trade frees are only required for In-Season transactions
v. Trade vetoes
1. If a trade is deemed grossly unfair or collusion is suspected, any League Management officer may nominate a trade for veto.
2. 6 of 10 owners must agree to veto the trade
3. This process must be pursued via the League Message Board or via special meeting with former being the preferred method.
b. Waiver Wire
i. Waiver Wire shall begin the Wednesday following week 1
ii. The final Waiver Wire of the season will follow Week 18 (always Wednesday)
iii. Waiver Wire transactions shall be automated through the league website.
iv. Waiver Wire order shall be determined based on winning percentage (revision 9/3/17); That is, worst record first, best record last. The same tiebreaker criteria applies.
v. Team Waiver Wire priority must be set by 9pm each Wednesday.
vi. No team may acquire more than 7 players in a given week.
c. Injured Reserve (IR)
i. see article III, section a, part ii for additional information
VII. Off-Season Transactions
a. Free Agency (NOTE: Section "a" no longer applies per league vote executed 9/2/18; skip to section b)
i. At the conclusion of each league season, Free Agency will be drawn to populate the regular draft pool.
ii. Each team will have the opportunity to protect MOST of their best players as follows:
1. Each team shall protect five (5) players at their discretion.
2. All prior season rookies are automatically protected from Free Agency.
3. Up to three (3) players from a team's IR squad, if placed there prior to week 6 of the previous season, are automatically protected.
iii. Each team's entire roster will be numbered, player by player, including protected players.
iv. Four numbers are then drawn.
1. Corresponding unprotected players are immediately released back into the pool of available players for selection in the regular draft.
2. If a protected player is drawn, that player remains on the franchise's roster.
v. In the process, a team may lose zero (0) to four (4) players to Free Agency. No minimum exists.
b. Trades
i. Off-Season trading begins immediately following the League Championship Game and continues until the 15 player cuts are due (see below).
ii. Off-Season trading concludes at 9pm the day before 15 man cuts are due.
iii. Players on IR may NOT be traded (this applies until Free Agency, then there are no IR players during the off-season).
iv. As noted in article V, section a, part iii: All trades must be submitted via the League Message Board.
v. The trade veto process remains the same
vi. Off-Season trades can be submitted any time of the week and will be executed within 48 hours of both owners confirming the trade.
vii. only the picks for the next league year draft are eligible for trade.
viii. Trade fees are not required for off-season trades.
a. Trading prior to the start-up draft will NOT be permitted.
b. Players and picks may be traded following the start-up draft.
i. This means some franchises may enter the 2015 veteran draft with less than 15 players. This is the only season where this scenario will be permitted (see below - iv).
c. 15 man cuts
i. Each year, exactly one week prior to the normal draft, each team must cut down to 15 players.
ii. Any combination of offensive and defensive players is permitted.
iii. All cut players join the annual draft pool
iv. All trades are on moratorium as of 9pm the day preceding the 15 roster cut deadline (see VII, b, ii) for one week until the day of the Draft. This is required for roster stability in preparation for the Draft prior to the new League year.
d. The D12 Annual Draft
i. Trades are allowed on draft day and are executed immediately in the presence of the league
1. Future picks are eligible to be traded as of this day (e.g. at the 2015 draft, 2016 picks are eligible in accordance with article VI above - so bring extra cash to the Draft if you plan to deal future picks).
2. See article VI, section a, part iv for guidelines regarding trading future picks.
ii. The Draft will be 10 rounds.
iii. Draft order for all non playoff teams is determined by lottery based on order of finish the previous season. (Revision 8/21/2020 - lottery system implemented; 9/5/2022 - clarified lottery odd based on regular season winning percentage).
iv. Draft order for all playoffs teams is determine by reverse order of playoff standings with the league champion receiving the last pick in the draft order.
1. Non-playoff teams follow playoff order tie breaking criteria to determine draft order.
2. Playoff teams pick the order they finish in the playoffs, first through forth or fifth.
3. Draft Lottery odds for the #1 pick are as follows, based on reverse order of standings and are subject to change based on the number of teams that qualified for the playoffs (4 or 5):
4. The Draft Lottery will be executed late March following the conclusion of the NFL season.
5. The specifics of the Draft Lottery execution will be published along with drawing dates for the league to participate in.
6. The Draft Lottery will be executed with at least one other owner present, with the Commissioner, to ensure execution is fair and impartial.
a. In the case of Wild-card losers, the higher seed picks lower in the draft order.
iv. The Draft order will be NFL style, lowest finisher to champion in each round.
1. EXCEPTION --> Start-up year will be snake draft style; standing will be utilized going forward.
v. There is no limit to the number of picks a team may hold, but a team cannot use a pick it does not have a roster spot for.
1. 29 total roster spots: 15 keepers, 10 draft picks, 4 IR spots.
VIII. Divisions and Playoffs
a. Divisions
i. There will be one division of 10 teams (Revision 8/21/2020)
ii. Tie Breakers are as follows:
1. Head to Head Record (if more than 2 in the tie, then use record vs. everyone in the tie)
2. Total Points Scored
3. Points Scored Head-to-Head
4. NET points for
iii. Each team shall play divisional opponents twice
iii. Start-up: Division assignments will be based on the Start-up draft order (see article II), as follows:
1. The Red Division
a. random draw at start up draft
2. The Blue Division
a. random draw at start up draft
b. Playoffs
i. Up to 5 teams may qualify for the playoffs with the same tiebreaker criteria specified in article VIII (Revision 8/21/2020; 5th wild card team Revision 12/16/2021).
ii. Playoff qualification will be determined as follows (Revision 9/5/2022).
#1 Seed - Team with the best win/loss record during the regular season.
#2 Seed - Remaining Team with the most points scored during the regular season.
#3 Seed - Remaining Team with the best win/loss record during the regular season.
#4 Seed - Remaining Team with the most points scored during the regular season.
iii. A 5th and final wild card team may be awarded if that team has a winner percentage greater than .500 (Revision 12/16/2021).
ii. The two (2) division winners
iii. The two division winners plus *three (3) wild card teams, regardless of division.
iv. A .500 record is required to qualify for the playoffs.
v. Wild Card criteria:
1. If the teams in the tie are from the same division, apply the Division Tiebreaker, otherwise:
2. Head-to-Head record (if more than 2 in the tie, then use total points scored)
3. Total Points scored
4. Points Scored Head-to-Head
5. NET points for
v. The league playoffs will occur during the NFL playoffs.
1. Each team will be permitted to carry their roster into the playoffs.
2. The starting lineup configuration will remain unchanged.
3. A playoff draft will be held. Date, venue & format (live, online, text/email draft) will be determined by the playoff qualifiers no later than the Tuesday morning following conclusion of the final week of the NFL regular season (Revision 8/29/18).
4. Trades are permitted during the playoffs. Trade discussion is permitted during the playoff draft; however, all trades must be executed at the conclusion of the draft (Revision 8/29/18).
5. All trades must be fully executed by 9pm the day before the first round of the NFL playoffs begin (Revision 8/29/18). Example: if the wild card round starts at 4pm on Saturday, all trades must be fully executed by 9pm Friday night.
6. Additional playoff nuances will be agreed to at the playoff draft.
vii. Prize Structure (Revision 9/5/2022)
1. Places:
a. Champion - $800
b. Runner-up - $375
c. 3rd Place - $225
d. Commissioner's Trophy (Best Overall Record) - $100 (REV. 2/27/16 - Division Tie Breakers apply)
e. All playoff qualifiers split $500 ($500 split between 4 or 5 teams)
2. A total prize pool of $2000
3. Website and trophy update fees (regular and postseason) total ~$200
IX. League Meetings
a. Two mandatory league meetings shall be held per league year. If owner(s) can not attend, they must arrange a competent proxy, fully prepared to represent their interests.
i. First, in late March following the League Championship Game
1. League Payouts will be distributed at this meeting
2. Next years dues will be collected at this meeting
3. The Draft Lottery will be executed (see above, article VIII).
4. This meeting shall be determined by a league survey, management will attempt to accommodate everyone, choosing the date for maximum attendance.
ii. Annual League Draft (see above article VI)
1. To be held year on the Sunday preceding Labor Day. Draft time and venue will be determined at the Winter league meeting.
2. The draft day/date shall be determined by league management. Management will attempt to accommodate everyone, choosing the date for maximum attendance.
X. Rule Changes
a. Rule(s) Changes
i. All rule changes should be properly thought out, composed in writing and submitted, publicly, to the league via the message board a minimum of one week prior to any League Meeting.
1. This facilitates discussion and allows for any changes to the proposal as deemed necessary.
ii. Changes may be suggested and voted on at any of the two annual league meetings and take effect IMMEDIATELY following adoption.
1. EXCEPTION --> Start-up year will have three meetings, rule changes are only permitted for the second two.
iii. Owners, or a representative, must be present at the meeting to vote on a rule change.
iv. Rule changes are passed with a simple majority vote.
v. Rules Change veto
1. This process must be done immediately at the meeting in which the change occurred.
2. For extreme cases only, when the Management Committee (Commissioner, Deputy Commissioner and Treasurer) deems a rule change to not be in the interests of the league as a whole, despite the majority vote.
3. 3 out of 3 of the Management Committee must, at the meeting, agree to veto an approved rule change.
4. Veto Override
a. Immediately following a veto, 8 of 10 owners may, at the meeting, vote to override.
b. By a role call vote - 8 'yes' votes will override the veto, effectively passing the rule change.
