1.0) GENERAL

1.1)   This association shall be known as the South Western Ontario Dynasty or SWOD.

1.2)   The purpose of the SWOD is to create the thrill of owning and operating a fantasy football franchise at a highly competitive level (because we all know we could never afford the real thing).

1.3)   The SWOD is open to all persons regardless of: sex, age, race, or any other discriminating factor. The association shall accept new members if there is a franchise available or the association has voted in favour of expansion. 

1.4) Expected franchise owner conduct- Owners will be expected to conduct themselves in a manner that will not disparage neither association nor its membership in any way, shape or form. Bragging rights is always a part of some owner’s personality and is to be expected, inflammatory or taunting acts will not be tolerated. The commissioner will have the authority in drawing the line between such issues. This will be strictly enforced. Franchise owners are to always keep the integrity in the association, good sportsmanship is a must. 

2.0) ASSOCIATION GOVERNANCE

2.1) The rules outlined throughout this constitution are the framework by which the SWOD commissioner will run our association. The  SWOD commissioner will use this framework to govern the association in a fair and just manner. Should there be a situation that arises during the season that is not covered in this constitution, It will be the job of the SWOD commissioner to rule on the matter. Then set a guideline that can be followed until the franchise owners can address the issue, on a permanent basis for following seasons.

2.2) A majority vote is defined as 50% of the membership votes plus one other vote.

2.3) The SWOD commissioner will have final say on all statistics and will attempt to publish standings, statistics, recent released players and new free agent signings every week.

2.4) In instances of conflict of interest (i.e. involving a commissioner’s own franchise) the remaining SWOD membership shall make the decisions (by way of league vote).

2.5) Any SWOD issues that arise after week 1 of the season, which are not addressed in this constitution, will be decided upon and at the discretion of the SWOD commissioner, and/or an amendment to such rules will be implemented by a majority vote of the franchise owners.

2.6) The SWOD commissioner has exclusive rights to expel a franchise owner at any time during the season or after in the event that it becomes necessary. Any decision to expel an owner requires a unanimous vote by the SWOD membership. Such action must be justified, usually too prolonged absence, malfeasance, and or repeated rule infractions.

2.7) SWOD Membership– shall consist of the entire association membership (all owners and appointed officials), and;

      2.7.1) will vote by majority to accept new membership.

      2.7.2) will vote by majority to change league fees.              

3.0 ) ANNUAL GENERAL MEETING (AGM)

3.1) The AGM will be conducted the same day as the RFA bidding process and/or before the annual draft (or if chosen any date before the annual draft), at a place and time to be established by the SWOD commissioner. The SWOD commissioner will announce such particulars when all is confirmed. 

3.2) The SWOD AGM is a forum to discuss amendments and implementation of the rules to this constitution.

     3.2.1) it is also the deadline date for restricted free agent signings and details. 

3.3) Amendments to any rules, or any new rules implemented at or before the AGM shall be in effect for the upcoming season.

     3.3.1) The exception is that of contracted protected players. This rule cannot be altered until the following season (due to draft preparation etc.).

4.0) FEES

4.1) The yearly dues for the association shall be set each year at the AGM. 

     4.1.1) Incidental costs (i.e. awards, administration) for the association will be taken from these funds at the discretion of the SWOD commissioner, as outlined in 25.3) AWARDS & WINNINGS.

     4.1.2) All remaining funds shall stay within the association’s bank account.

     4.1.3) A report detailing all fees shall be distributed to each owner at the annual draft.

4.2) The SWOD franchise fee is $80 per season.

5.0) FRANCHISE 

5.1) You may be the owner of only one franchise in our association. 

5.2)   All franchise owners must submit a franchise name, and contact information (Address, phone number, email address etc.) to the SWOD commissioner.

     5.2.1) All franchise owners must submit a franchise logo, their uniform colours and stadium name to the SWOD commissioner that their spouses, significant other and SWOD membership do not find offensive. The SWOD commissioner may have final approval on all logos, colours etc.

5.3) Replacement franchises – If a franchise owner chooses to leave the association and does not return, a replacement franchise owner shall be sought out. Priority will be given to prospective franchise owners that current franchise owners know. If a suitable franchise owner cannot be found, an advertisement will be placed in the paper and or over the internet. The new franchise owner may choose a name for their franchise, the new franchise owner will assume the franchise “as is” (all players, contracts, traded draft selections and salaries). 

5.4) Change of ownership restriction – Should a current franchise owner wish to change ownership to an available franchise 

     5.4.1) The SWOD commissioner may block any franchise owner from changing ownership if the change is not in the best interest of the association.

5.5) FRANCHISE, the current franchise owner has priority from new franchise owners. However the available franchise that the current franchise owner will take ownership of must have finished lower in the standings than the franchise the current franchise owner is leaving in the previous season.

6.0) SEASON

6.1) Each SWOD season shall begin on the date of the AGM and end the last day of January. Each season shall consist of three sections.

     6.1.1) Pre-Season: Date of the AGM until week 1 of NFL regular season.

     6.1.2) Regular Season: Week 1 of the NFL regular season until the end of week 13 of the NFL regular season.

     6.1.3) Post Season: Week 14 through 17 of the NFL regular season until the last day of January. 

6.2) The SWOD off-season is from the last day of January until the AGM. 

6.3) The SWOD is based around a head to head schedule, wherein franchise owner’s start a group of players, at various positions, from their franchise roster to compete against another franchise owner’s roster.

7.0) SCHEDULE

7.1) The schedule is randomly generated by our website.

     7.1.2) The SWOD commissioner will have final say on scheduling of regular season and playoff games. 

7.2) The schedule will be a head to head format structured around:

     7.2.1) Regular season games

     7.2.2) Seeded playoffs based on regular season performance.

     7.2.3) SWOD Championship.

7.3) The SWOD regular season shall consist of 14 games starting on week 1 of the NFL regular season and ending after week 14 of the NFL regular season. 

7.4) The SWOD playoffs shall take place on weeks 15 and 16 of the NFL regular season. 

7.5) With the SWOD championship game being held week 17 of the NFL regular season .

7.6) No more than 8 franchises will participate in the playoffs. 

7.7) Win/Loss records & total points will seed all franchises for the playoffs.

7.8) The non-playoff franchises will participate in the SWOD Toilet Bowl Tournament.

7.9) The winner of the SWOD playoffs will be declared the SWOD champion.

7.10) The winner of the SWOD Toilet Bowl Tournament will be declared the SWOD Toilet Bowl champion and will receive next season’s 1st overall draft selection.

7.11) In Week 15, 16 and 17 the SWOD Toilet Bowl Tournament (for non-playoff franchises) will be held. The bottom two seeded franchises will play a best 2 out of 3 series for next season’s 1st overall draft selection, the top two franchises will play a best 2 out of 3 series for next seasons 3rd overall draft selection.

7.12) After being eliminated from the SWOD Championship, each team is relegated to the SWOD Consolation tournament. Highest seed will play lowest seed. Winner advances. At the conclusion of the SWOD Consolation Tournament the winner will receive the highest available draft selection and so on until the SWOD draft order for the upcoming season is filled.   

8.0) EXPANSION

8.1) The SWOD may choose to expand in the future.

     8.1.1) A vote of the committee of the whole must be of a majority in order to expand.

     8.1.2) Draw or coin flip will determine expansion draft selection order.

 9.0) DRAFT

 9.1) The SWOD draft will be conducted the third Sunday of August each season, live at a place and time to be established by the SWOD commissioner. The SWOD commissioner will announce such particulars when all is confirmed.

     9.1.1) Franchise owners now know in advance that this is the draft date each season, please make arrangements. 

9.2) The current SWOD champion shall take the traditional drink from the SWOD championship trophy prior to the start the SWOD draft. The Toilet Bowl champion winner shall supply the SWOD champion with the needed beverage of their choice to fill the trophy. 

9.3) SWOD Franchise owners must pay their annual association franchise fee in full prior to the SWOD draft.

     9.3.1) No franchise owner shall participate in the SWOD draft until the association franchise fee has been paid in full.

      9.3.2) No exception, NO PAY, NO PLAY 

9.4) Franchise owners must attend the draft or have a franchise representative attend the draft on their behalf. A current franchise owner may not act as a representative for the franchise owner (some exceptions may be approved by the SWOD commissioner).

     9.4.1) Any franchise owner missing two consecutive SWOD drafts, representation or not shall have their franchise revoked (some exceptions may be approved by the SWOD commissioner). 

9.5) The SWOD draft order shall be determined, based on the previous year’s SWOD playoff performance.

     9.5.1) Franchises will draft in the order based on 9.5). The SWOD draft format will be the same as the NFL draft format, a franchise will draft in the same draft slot each and every round (i.e. if your franchise drafts 1st in round one your franchise will draft 1st in every round).

     9.5.2) If expansion franchises exist, they will draft after the SWOD Champion.

     9.5.3) The expansion franchise owners will draft in reverse order from which they drafted in the expansion draft.

9.6) Players eligible to be drafted are any unrestricted free agents (any players not currently under contract by a franchise), and any college players who have been declared eligible for the NFL entry draft. 

9.7) Each franchise owner has two 2-minute time outs to use at their discretion anytime during the SWOD draft. 

9.8) Franchise owners will have a time allotment of 2 minutes to make their selection. If a selection is not made within 2 minutes and a timeout is not called, the next franchise in the draft order may draft and so on until the franchise who’s time allotment expired makes their selection. 

     9.8.1) If the time allotment for a draft selection expires it shall be whichever franchise owner announces their draft selection first, will receive such draft selection.

     9.8.2) The 2 minutes for the draft selection for the franchise owner recording draft information will begin once they are finished recording. 

9.9) Franchise owners may draft from the following positions: QB, RB, WR, TE, PK, and Team Defence.

     9.9.1) Positions defined as "Team", are teams you draft, rather than an individual player. Refer to 11.0) FRANCHISE ROSTERS for details on mandatory roster positions.

9.10) When making a draft selection, the franchise owner must announce their franchise selection’s name, position, and productivity value (PV) and NFL team.

9.11) The franchise owner’s draft selection is finalized once they have announced their draft selection and once the time allotment for the next franchise owner’s draft selection begins. 

9.12) The next franchise owner’s draft selection time allotment will begin once the official recorder has recorded the previous franchise owners draft selection and once the time allotment clock has been started. 

9.13) If a player has already been selected, and a franchise owner announces their draft selection as that same player, the time allotment will continue to run until that franchise owner has made the proper selection. The franchise owner will be notified immediately that another franchise owner has already selected the player they have just announced. The franchise owner that makes such a mistake will be ridiculed instantly (which is all in good fun) and repeated mistakes of this magnitude will result in fellow franchise owners to summon their spouse or significant other to the draft location and will relieve the offending franchise owner of their draft duties. 

9.14) The following items may be exchanged for another franchise owner’s draft picks in the draft.

     9.14.1) Players currently on their franchise roster

     9.14.2) Draft picks in the current SWOD draft

     9.14.3) Draft picks in a future SWOD draft

     9.14.4) Combination of the above

10.4) Special notes on scoring;

     10.4.1) Passing touchdowns, both the passer and the receiver get 6 points.

     10.4.2) Running touchdowns from handoff or lateral, only the runner gets 6 points.     

     10.4.3) Kick-off & Punt returns for touchdowns, only return man gets 6 points (These are not considered a DT score).

     10.4.4) Two-way players have only their offensive points recorded; defensive touchdowns are awarded to the DT of that player.

11.0) FRANCHISE ROSTERS

11.1) Total franchise roster size shall not be limited. Franchise owners must not exceed the salary cap as outlined in 12.0) SALARY CAP.

     11.1.1) Franchise owners must have a minimum of 1 QB, 2 RB, 3 WR, 1 RB/WR/TE, 1 TE, 1 PK and 1 Team Defence on their roster at all times to comply with 19.2) LINEUPS.

11.2) A franchise owner may place a player on IR (injured reserve).The following guidelines must be followed.

     11.2.1) All players on IR after the conclusion of the SWOD championship game will return to a franchise’s active roster. Due to the fact that it is after the conclusion of the SWOD championship game 12.6) SALARY CAP will override 11.2.5)FRANCHISE ROSTERS.

     11.2.2) Players are not eligible for IR until the Saturday before NFL week 1 games. 

11.3) A franchise roster freeze will take effect the second Sunday of August at 11:59 pm each season.

     11.3.1) A roster freeze is just that, a franchise may no longer cut any players from their franchise roster, nor trade any players from their franchise roster until the franchise roster freeze is withdrawn.

     11.3.2) A roster freeze is just that, a franchise may no longer cut any players from their franchise roster, nor trade any players from their franchise roster until the franchise roster freeze is withdrawn.

     11.3.3) Any player released or bought out of a contract after the roster freeze shall be in accordance with 15 .0) CONTRACT BUYOUTS.

     11.3.4) This roster freeze shall be withdrawn the day of our annual draft, 30 minutes prior to the draft start time. 

11.4) Each franchise must have enough salary cap space to complete a transaction (i.e. from IR). Therefore any franchise moving a player from IR must have the salary cap space before said player can join the franchise’s roster.

     11.4.1) Player transactions are one player at a time. One transaction must be made before the next (i.e. player must be removed from IR and added to the roster before another player can be moved to IR). 

12.0) SALARY CAP

12.1) The maximum value of all players and defences contracts on a franchise’s roster when play begins each week shall not exceed $15,000,000.

     12.1.1)This value also includes contract buyouts and or released players. 

12.2) The SWOD commissioner will disallow any roster moves that result in the salary cap of a franchise to be exceeded.

     12.2.1) If, at a later date, it is found a franchise (intentionally or otherwise) exceeded the salary cap. Upon first offense the franchise shall be warned. Upon the second offense the franchise will forfeit its first round draft selection next season. Upon third offense the franchise will have its salary cap reduced by 10% next season.

     12.2.2) The franchise will also forfeit any games played while over the salary cap. 

12.3) No portion of a franchise’s salary cap may be traded or otherwise transferred to another franchise. 

12.4) Any salary remaining under the salary cap one season may not be used in subsequent seasons. 

12.5) If a player is traded, the player’s salary goes with them. (i.e. if a player with a $1,0000,000 contract is traded 1/4 of the way into the season, the full value of the contract is placed under the cap of his new team, not just $750,000).

12.6) During the SWOD off-season (immediately after the conclusion of the SWOD championship game) each franchise salary cap shall be raised to $30 000 000. The reason behind raising the salary cap is to allow owners to make trades and roster moves during the off-season without having to worry about staying under the salary cap.

     12.6.1) August 1st of each season, the salary cap will be lowered to its original mark of $15,000,000. All franchise owners will have from that time until the roster freeze to make the necessary moves etc. to abide by 12.0) SALARY CAP. 

13.0) PLAYER SALARIES

13.1) Minimum player salary is $100,000/season. 

     13.1.1) If a player plays in 4 or fewer games, their Productivity Value shall be based on the previous season or the association minimum, whichever is greater. If a player appears in 4 or fewer games in 2 consecutive years, their PV reverts to the association minimum. 

13.2) Players' salaries will be determined by a Productivity Value (PV) calculated based on the following:

     13.2.1) Position players (QB, WR, RB, and TE): each touchdown scored will have a PV of $100,000 (i.e. A QB runs for 5 touchdowns and passes for 15 touchdowns, the minimum salary for the next season is set at $2,000,000).  

     13.2.2) Rookies have their PV based on where they were selected in the NFL entry draft:

Players selected with picks 1-10:$1,000,000

Players selected in the balance of the 1st round: $750,000

Players selected in rounds 2&3: $500,000

Players selected in rounds 4&5: $250,000

Players selected in rounds 6&7 or undrafted players: $100,000

13.3) In determining a player’s PV, any stat etc. can come from various football books. However, should there ever be a discrepancy in a player’s PV, the SWOD commissioner will use NFL.com to look up such player and that information will be used.  

13.4) Any player drafted in the August draft of free agents shall have their PV based on last season's schedule. 

13.5) Players not under contract by a franchise after the AGM are considered an unrestricted free agent. 

14.0) CONTRACTS

14.1) INTRODUCTORY PLAYER CONTRACT: Contract automatically offered to any players drafted or free agents signed off the waiver wire. This consists of one year + team's option. i.e. A franchise drafts an RB, they pay the RB $300,000 for the season, and the RB gets 10 TD's. At the end of the season the franchise has the option to cut the RB (the RB becomes an unrestricted Free Agent) or sign the RB to a one or multi-year contract at $1,000,000 per season. i.e. A franchise signs a TE for $800,000 in Week 8, the TE gets 5 TD's. At the end of the season, the franchise has the option to cut him (becomes an unrestricted Free Agent) or sign the TE to a one or multi-year contract at $500,000 per season.

14.2 ) defenses and kickers can be contracted and treated the same as any player.

14.3) ONE-YEAR CONTRACT: Single season contract offered to a player after the player’s Introductory Contract has expired. The player is a restricted free agent at the end of this contract. 

14.4) MULTI YEAR CONTRACT: Multiple season contract offered to a player after the player’s Introductory Contract has expired. The player is a restricted free agent at the end of this contract. 

14.5) SIGNING BONUSES: Is a bonus of money that will be included in the player’s total salary. If you give a player a multiyear contract or any other contract you can also give that player a signing bonus. This bonus will be in addition to the player’s salary and will be counted towards the franchise’s salary cap for that season. i.e. You sign a RB to a 3 year contract at $2 000 000 you also give that RB a signing bonus of $2 000 000. This makes the RB’s total contract worth $ 8 000 000. This may help in the RFA bidding process, however you do not have to give a player a signing bonus if you do not wish to. 

14.6) All players on a franchise’s roster must be under contract. 

     14.6.1) The maximum duration of a player’s contract cannot exceed 4 years. 

14.7) The minimum value of new contracts shall be the previous season's PV. 

14.8) Players drafted or signed via the waiver wire shall automatically have introductory contracts and may be retained by that franchise until that franchise contracts are announced at the next year's AGM. 

14.9) There shall not be more than 8 players on any franchise's roster that have been signed to multi-year contracts. 

14.10) Contracts expire the last day of January. All players who had one year remaining on their contract become Restricted Free Agents. Players with expired contracts can be re-signed by their original franchise under the terms outlined in 18.0) Restricted Free Agents.

     14.10.1) All other players have their contracts reduced by one year. 

14.11) Franchise owners wishing to sign players coming off an introductory contract to a multi-year contract must do so by September 1st at 11:59pm of each season. 

14.12) Franchise owners have until August 1st at 11:59pm of each year to release any players not on multi-year contracts. Releasing players after this deadline shall be in accordance with 15 .0) CONTRACT BUYOUTS.

14.13.1) If a player retires, said SWOD contract will become null and void. The franchise owner of such player can be released immediately from the contract and will not have any right to this player. 

     14.13.2) If a player is suspended or imprisoned, and if such time is greater two calendar years. Said players contract will become null and void.  The franchise owner of such player can be released from the contract and will not have any right to this player. 

     14.13.3) If a player cannot medically play and has yet to retire, and if such time is greater than two calendar years. Said player's contract will become null and void. The franchise owner of such a player can be released from the contract and will not have any right to this player. 

15 .0) CONTRACT BUYOUTS

15.1) The deadline for contract buyouts shall be Saturday, 11:59pm (the day before week 14 Sunday games). 

15.2) A player on a one-year or introductory contract may be bought out for 50% of the contract's value for that season. No contract buyouts are permitted by any franchise between the Trade Deadline and the SWOD Championship. i.e. A player signed to a one-year contract for $1,000,000 may be bought out before the trade deadline for $500,000 off the current salary of its franchise.

15.3) A player on a multi-year contract may also be bought out, but the penalties for this are more severe (so franchises are less likely to tie players up for ridiculously long periods of time). Multi-year contracts may be bought out any time by paying the player his contracted rate for the current season plus 50% of the remaining value of the contract. i.e. A franchise is paying a QB $2 000 000 per year for 3 years. To buyout the contract in year one of that contract would cost $4 000 000 off of the current season's salary. For this exercise, it is important to remember the SWOD season runs from the AGM until the last day of January. 

15.4) If bought out, a player becomes an unrestricted free agent and is immediately put on waivers.

16.0) FRANCHISE PLAYER 

16.1) Owners are allowed to designate one player as their “franchise player” each season.

16.2) If your players contract expires you will be allowed to let the player reach restricted free agency and match the highest bid.

     16.2.1) Franchise owners bidding on a player that have been assigned the franchise player tag must realize that if this player is successfully won during the bidding process, the franchise must send their next two highest 1st round draft selections to the player’s original franchise as compensation.

     16.2.2) If their next two highest 1st round draft selections cannot be determined, it will be the choice of the owner losing the franchise player as to which 1st round draft selections are given (i.e. the owner has four 1st round draft selections). 

16.3) You may reassign the “franchise player” designation if you waive or trade the player.

     16.3.1) Once a “franchised player” is traded the franchise tag is removed, and if the new franchise owner wishes they may assign a franchise tag to this traded player. 

16.4) Removal of the franchise designation makes the player an unrestricted free agent, without allowing the franchise owner a right to match the highest bid. 

16.5) The franchise designation is limited to one player per franchise.

     16.5.1) A player may not be designated as a franchise player in consecutive seasons by the same franchise.

16.6) To bid on a franchise tagged player in a particular year, a franchise owner must have at least one 1st round draft selection in that same year.

16.7) Franchise tagged players must be announced by August 1st, at 11:59pm of each season.

17.0) TRADES

17.1) A franchise owner during a trade may use the following items;

     17.1.1) Players currently on their franchise roster

     17.1.2) Draft picks in the current SWOD draft

     17.1.3) Draft picks in a future SWOD draft

     17.1.4) Combination of the above

17.2) There is no limit on the number of trades made by a franchise owner. However, the franchise owner must maintain the salary cap as outlined in 12.0) SALARY CAP

17.3) All franchise owners can only trade draft picks for the upcoming season and for the next season following.

     17.3.1) Trading of draft picks beyond the upcoming two seasons is prohibited during the current season.

     17.3.2) During the offseason, and as of March 1st, owners will be allowed to trade draft picks beyond 2 seasons (cap of 3 years) 

17.4) The trade deadline shall be Saturday, 11:59pm (the day before week 12 Sunday games).

17.5) Our web site does have an option to propose, accept, and decline trades. However to avoid possible problems, it would be advised to talk directly to the franchise owner that you are proposing the trade to. Thus everyone involved will know all the details of the trade (i.e. draft picks).

     17.5.1) If for some reason the accept button is clicked accidentally, then that franchise must notify the SWOD commissioner immediately and state such.

     17.5.2) Each franchise owner is responsible for knowing all the details of a proposed trade (players and or draft picks). Once a franchise owner accepts a trade proposal both franchise owners must notify the SWOD commissioner immediately by posting the details of the trade privately to the SWOD commissioner on the message board.

     17.5.3) Once the SWOD commissioner has been notified by both involved franchises, and once the SWOD commissioner is satisfied that both parties know all the details of the trade, only then will the trade be finalized.

     17.5.4) Once a trade is finalized there will be no coming back at a later date and saying that you were unaware of the extras of such trade (i.e. draft picks). 

17.6) After the trade deadline has passed. The only trades that can be made are those after the conclusion of the SWOD championship.

18.0  UNRESTRICTED FREE AGENTS (UFA)

18.1) Any player not on a franchise roster is considered to be an Unrestricted Free-Agent (UFA) and available to be signed by any franchise owner.

18.2) There is no limit on the number of unrestricted free agent signings made by a franchise owner. However, the franchise owner must maintain the franchise's salary cap.

18.3) Unrestricted free agents will be bid on and awarded weekly.  Bidding will close Wednesday at 5:59pm.

     18.3.1) When bidding on unrestricted free agents franchise owners must begin their bid at that player's PV. Bidding on unrestricted free agents may be of any increments of $50,000 (ie. A player's PV is $100,000, the franchise owner must bid at least $100,000) and in increments of $50,000 thereafter.

     18.3.2) in the event that two franchise owners have the exact same bid, the franchise that submitted the bid first shall win said player.

18.4) Bids will be awarded via the website shortly after 6pm on Wednesday

18.5) Any salary cap moves required to place that won player on its franchise's roster must be made immediately to the commissioner upon being informed of a winning bid. Failure to do so will result in that player returning to free agency, or if other bids have been received, to the next highest bidder. See 12.2) for the penalties for making an incorrect move regarding the salary cap (so you'd better know exactly how you will get that player on your roster before you make a bid).

18.6) For each new player (picked up via the draft or the waiver wire), the player will automatically be signed to an introductory contract. This means the franchise holding the player's rights is guaranteed the opportunity to sign the player to a multi-year contract before other franchises have can bid on the player (i.e. any players drafted or signed from the waiver wire during the season do not become restricted free agents at the end of the season because the franchise drafting the player has not had the opportunity to offer the player a long-term contract). The franchise holding the player's rights has the opportunity after the season to sign the player to a new contract or release him.

18.7) Once a player is released from a franchise, such released player must remain on waivers for a minimum of a one week waiting period.  The one week waiting period is to allow all franchise owners to be aware that such player is now a free agent and available for bidding.

18.8) The deadline for free agent signings (via waiver wire) is the Saturday of the week 16 games. Franchise owners may bid on FA up until this deadline.

     18.8.1) Free agent signings after the waiver wire deadline will not be allowed.

18.9) A second opportunity to obtain free agents will open Friday and close Saturday at 5:59pm *NEW

19.0) RESTRICTED FREE AGENTS (RFA)

19.1) All players on a franchise's roster will have their existing contracts reduced by one year on the last day of January. If a player's contract expires (drops to zero years), the player is considered a restricted free agent (RFA).

19.2) The SWOD bidding process will be on the third Sunday of August each season, live at a place and time to be established by the SWOD commissioner. The SWOD commissioner will announce such particulars when all is confirmed. REVISED

     19.2.1) Franchise owners now know in advance that this is the bidding process date each season, make please arrangements.

     19.2.2) Franchise owners must attend the bidding process to be eligible to make bids or to match bids. Failure to attend voids these privileges.

     19.2.3) Franchise owners must attend the bidding process or have a franchise representative attend the bidding process on their behalf. A current franchise owner may not act as a representative for the franchise owner (exceptions may be approved by the SWOD commissioner).

     19.2.4) Any franchise owner missing two consecutive SWOD bidding process, representation or not shall have their franchise revoked (exceptions may be approved by the SWOD commissioner)

19.3) The RFA bidding process will be in auction format.

     19.3.1) Each RFA player will be assigned a number.

     19.3.2) The SWOD commissioner will place all numbers in a container and pull numbers randomly.

     19.3.3) the number pulled will correspond with a RFA player, that RFA player will then be up for bidding.

     19.3.4) Bidding will continue until one franchise owner is declared the winner.

     19.3.5) Franchised players will be bid on first before all other RFA players.

19.4) During the bidding process salaries and contracts are calculated over the span of the contract and not on an individual year basis.

     19.4.1) the total salary (including any signing bonuses) will be used to determine which franchise owner will receive the RFA.

19.5) No staggering of per year salaries (i.e. 2 year, $3,000,000 contract must be $1,500,000 each year, not $1,000,000 for the first year, 2,000,000 for the second).

19.6) The highest total value of the contract shall be considered a winning bid (1.e. 2 years at $2,000,000/season beats 1 year at $3,500,000)

19.7) Franchise owners will bid on RFA players in an auction format

     19.7.1) to bid on a player, a franchise owner will verbally announce a bid (salary and years).

     19.7.2) Bid must be announced in dollar amounts. (.e. $2,000,000 which can be either $2,000,000 per season or $1,000,000 for 2 years.)

     19.7.3) Dollar amount for said bids will begin with the RFA player's salary. (i.e. the players salary is $500,000 per season. Each bid must start with at least $500,000 and $500,000 more each year that is added to the contract/bid)

     19.7.4) there are no limits to the amount of bids per franchise owners on a RFA player.

     19.7.5) there may be numerous franchise owners bidding on a RFA player. Franchise owners without the rights to such RFA player will continue to bid on such player until there is one franchise owner "left standing".

     19.7.6) The franchise owner that is "left standing" will then take their bid to the owner of such RFA player.

     19.7.7) The franchise owner of that RFA player has the right to match the bid or decline.

     19.7.8) By matching a bid the owner must contract the bided player for at least the total dollar amount that was bid. It may be higher, but never lower.

     19.7.9) if the bid is matched by the franchise owner of that RFA player he process (19.7.5) will continue until there is one franchise "left standing.

     19.7.10) The franchise owner "left standing will then decide and announce the particulars of

the bid and what the actual contract is (e. $8,000,000 bid, can be broken down into a yearly contract like $2,000,000 for 4 years). 19.7.11) The matched bid (contract) must be announced before the next RFA player can be bid on.

19.8) If the original franchise owner decides not to re-sign a RFA player, and no other franchises have bid on such players, such player will be placed into UFA.

19.9) Player won via the RFA bidding process cannot be traded until week 4 of the NFL season (after the completion of all week 3 NFL games).

     19.9.1) Players won via the RFA process may be released at anytime and will be subject to 15.0) CONTRACT BUYOUTS

20.0) LINEUPS

20.1) Players may only be inserted into a franchise's line-up at the position for which they are listed on our website. i.e. A QB cannot be inserted into a franchise's line-up as a RB.

20.2) Each franchise owner will submit a line-up each week.

     20.2.1) Franchise owners may make last minute changes to their line ups. Intra-roster moves (switching players between active and reserve) can be made until five minutes before the start of each player's game. No player involved in a move can have played or is within five minutes of their games start time.

     20.2.2) The commissioner may make these roster moves for the franchise after the deadline, this is only if the franchise has a reasonable explanation for missing the deadline. This option will not become frequent policy.

20.3) Valid line-ups consist of a total of ten players, they are as follows:

  1. Quarterback (QB)
  2. Running back (RB)
  3. Running back (RB)
  4. Wide Receiver (WR)
  5. Wide Receiver (WR)
  6. Flex (RB, WR, and/or TE)
  7. Flex (WR, and/or TE)
  8. Tight End (TE)
  9. Place Kicker (PK)
  10. Team Defence (DT)

20.4) If a franchise owner has players on their franchise roster who play in early NFL games (such as Thursday or Saturday games). The franchise owner must activate those players on their franchise roster prior to kick-off of that week's early NFL game. If players are not declared active prior to the early game, they cannot be started.

20.5) If a franchise owner fails to submit their line-up prior to the deadline, that franchise owner will automatically play their previous week's line-up.

     20.5.1) If a franchise owner neglects their line-up for a second straight week the SWOD commissioner will set the team in violation.

     20.5.2) Franchise owners who neglect their franchise and do not participate and do not submit line-ups three or more weeks in a row will have their franchise revoked and, will not be invited to participate in future SWOD seasons.

20.6) Each franchise owners must submit a line-up of good caliber, "tanking' a game or season is prohibited.

     20.6.1) Any franchise owner guilty of such an offence will be subject to penalty.

     20.6.2) Any franchise owner guilty of such an offence will forfeit its first round draft selection(s) next season. Upon the second offence the franchise will have their franchise revoked and will not be invited to participate in future SWOD seasons.

20.7) Owners who neglect to substitute for a player on bye week for a player not on bye week will incur a salary cap penalty of $100,000.

     20.7.1) This will be a $1000,000 penalty for each position and each occurrence.

21.0) TIE BREAKERS

21.1) Tiebreakers are determined by our website.

21.2) In the event two franchises are tied in head to head competition during the regular season it will be considered a tie.

21.3) If, at the end of the regular season, two or more franchises finish with the same overall record, the following system will be used to break the tie. If still tied after using the first tiebreaker the next tiebreaker will be used, and so on until a winner is declared.

  1. Overall winning percentage.
  2. Head-to-head record.
  3. Head-to-head Fantasy points scored.
  4. Total fantasy points scored.
  5. Fantasy points scored in Week 12.
  6. Fantasy points scored in Week 13.

21.4) In the event that a playoff game ends in a tie, the following system will be used to break the tie. If still tied after using the first tiebreaker the next tiebreaker will be used, and so on until a winner is declared.

  1. Most fantasy points by starting QB.
  2. 2. Most fantasy points by starting RB(s).
  3. Most fantasy points by starting WR(s)
  4. Most fantasy points by starting TE.
  5. 5. Most fantasy points by starting Defence/ST.
  6. Most fantasy points by starting PK.

22.0) WEB-SITE

22.1) We will be using rtsports.com as our web site. All rules etc. outlined in various sections throughout this constitution (which are accessible through the website under by-laws) will be enforced through this web site.

23.0) AWARDS and WINNINGS

23.1.) Rtsports.com is a website which we must pay a fee towards.  This fee is incorporated into each franchise owner's entry fee.

     23.1.1) The SWOD Champion will have their name and the year of winning engraved on the SWOD championship trophy.

23.2) The SWOD Toilet Bowl Champion will have their name and the year of winning engraved on the SWOD Toilet Bowl Championship trophy.

23.3) Winnings- Association entry fees shall total $960. The $960 shall be awarded and distributed as follows (amounts displayed are for a 12 franchise association).

23.4) The presentation of the SWOD championship trophy will be during the NFL Super bowl festivities, or when the SWOD commissioner deems fit.

23.5) The presentation of the SWOD Toilet Bowl championship trophy will be during the NFL Super bowl festivities, or when the SWOD commissioner deems fit.

23.6) The SWOD Champion, will for the duration of the off-season and until a new champion is declared, be in the possession of the SWOD championship trophy. That is, if the champion wishes.

23.7) The SWOD Toilet Bowl Champion, will, until a new champion is declared, be in the possession of the SWOD Toilet Bowl championship trophy. That is, if the champion wishes.

23.8) The presentation of the season's winnings will be at the conclusion of the SWOD championship.

     23.8.1) Such winnings shall be hand delivered or email transferred to the recipients by the SWOD treasurer.

23.9) Each week a franchise will have the opportunity to win a weekly prize of $10. Each week is a different game.

     23.9.1) There is no limit as to how many weekly prizes a franchise may win.

     23.9.5) Most accurate starting line-up is what it means, which owner put in the best possible line-up and received the most possible points for a starting line-up.
