1. DRAFT:

A) Draft will be held:
     i. American Conference, Sunday September 5th - 7pm MTN
    ii. National Conference, Monday September 6th, 7pm MTN

B) There will be an option to draft electronically; you must be in contact with Commish at least one week prior to
draft and by 5:00 PM on draft night
C) Commish will monitor draft and conduct draft online





2.FEES:


A) Entry Fee is $75.00
B) Min. $25.00 due to receive draft position
C) $5.00 per "positive" pick-up, i.e., acquiring player from waiver wire, no fee for dropping a player off roster
D) $2.00 per weekly loss (regular season only)
E) $25 for Salary Cap Luxury Tax (See: Article 6, sub-section J, for further clarification)
F) All Entry Fees ($75.00) are due week 4, or payment plan made
G) All other fees are due week 13 
H) You must be current by deadlines or risk forfeit

i. Note : Forfeit will leave a team dead to ALL. No Drafting off a dead team.






3.LEAGUE FORMAT:

A) There are 24 men allowed in this League
B) There are two, twelve-man conferences; American and National
C) There are three Divisions in each Conference:
    i. American: East, West, North
   ii. National: Mountain, Desert, Coastal






4.SEASON FORMAT:

A) Length of season is 17 games, a full NFL regular season
B) "Regular" fantasy season goes from weeks 1-13
C) Fantasy "playoffs" go from weeks 14-17
D) All weekly match-ups are head-to-head
E) Each team will play members of its own division twice. (2x 3 = 6)
F) Each team will play all remaining members of their connferece once, except for one team (1 x 7 =7)






5. TRADES:

A) All trades are free
B) Trades are proposed by players, but ultimately approved by Commish
C) The Commish has the right to VETO any trade
D) Players have the right to OBJECT to any trade
E) In the event of OBJECTION: owners will debate through 'message board', vote via 'homepage poll' between APPROVE,
DENY, or ABSTAIN
F) Majority vote by first kickoff, will rule, with one (1) chance of appeal.
G) Appeal will be handled similar to an objection, DIFFERENCE BEING a "2/3rds Majority" vote needed to overturn
     i. "2/3rds Majority" being 7 owners or more
H) Trading back the same player to his original team of origin, cannot occur until 3 weeks has passed from trade date
I) Trade deadline is the end of week 8

J) No future first (1st) round draft pick can be traded


ii. Note: Bye weeks and injuries don't allow for a "weekly swap out" with another owner. PLAN ACCORDINGLY! You must
abide to all trading rules.







6. WAIVER WIRE AND BLIND BIDDING AUCTION
:

A) Salary Cap via Blind Bidding - Explanation:
i.Owners submit a blind bid for free agent(s) they seek. This one time (weekly) bid will establish the amount of cap that will be taken, if, awarded. Once a free agent has been awarded to the winning (highest) bidder, all other bids are considered closed and discarded as lost. Uncontested bids are still awarded at highest offer. Luxury Tax is offered for teams that choose to expand their cap. Salary Cap can be traded.

B) Each team starts with T1000 of Salary Cap
C) Free Agents are acquired through a bi-weekly silent auction
D) All owners are entitled to bid
E) The minimum offer of T25 must be met
F) A maximum offer is simultaneously submitted, indicating blindly, owner's willingness or offer (in terms of cap), to
acquire free agents
G) ALL BIDS ARE FINAL, NO adjustments will be made after deadline.
H) All awarded free agents cost $5 to acquire, in addition to cap (see: article 2, sub-section C)
I) Waiver Wire Deadlines:
i.Waiver wire will run 3-times a week in accordance with NFL TV Schedule, Wedsnesday, Friday and Saturday at 9:45pm MDT
ii.Final Week of Waiver Wire is Week 13

J) Waiver Wire/Salary Cap LUXURY TAX:
i.Luxury Tax is $25
ii.Luxury Tax opens the cap back to T975, but no more than

K) Waiver Wire Tie Breaker:
i.Ties are automatically awarded by RTSports, to the Owner with the worst record
ii.NOTE: Commissioner will manually change and/or adjust, if needed, based on POWER RANKINGS (See: Article 8)
iii.POWER RANKINGS (Article 8) override any RT Sports Decision




L) Q & A
Q: What if I just want an unknown free agent that nobody else will bid on?
A: You can most likely get him for the very minimum! T25 for example.

Q: After a couple of transactions I am screwed? I can't pick up anymore players? The overall pot will be smaller??!!
A: Just like any salary cap system, you can pay a luxury tax to expand cap. This actually creates more money
in the pot!! Remember: you have to pay $5 for each transaction, so this added $25 fee would actually boost the pot!

Q: What if I bid the exact same on a free agent as another owner?
A: It goes to Power Rankings after arbitration. (See: Article 6, Sub section K)

Q: Can I use my free agent cap/chips in a trade?
A: Absolutely. You can trade a player and add some "cap chips" to the package for incentive. -BUT- No owner can exceed
T975 at any given time.






7. NFL SIDE GAME:


Preface:
i.Each weekly loser in Fantasy Football is charged $2, totalling for a $12 weekly pot--per conference. ($12/week x 2 conferences x 13 weeks = $312 Total)
ii. For an Owner to have a chance to win HALF ($6) the weekly pot, he must submit his predictions on that week's NFL games, to be eligible.

A) The Owner who picks the most games correctly for that particular week, gets $6 credited to his account
 i. Two winners each week, one per conference. ($156 Total)
B) In the event of a tie, winner is awarded by tie-breaker system: CLOSEST COMBINED, or total score, from the Monday
night game
C) The remaining $156 will be filtered thru to place winners in each conference and the Super Bowl Champion

D) NFL Side game runs during the Regular Fantasy season only
    i. NFL Weeks 1-13

E) Each owner will be given one "mulligan". Where if, you are out-of-town, or simply forgot to set your NFL weekly picks, The Commish will select all the favorites on your behalf (Again, only once per owner)

 



8.POWER RANKINGS:

A)

Divisional RankingsConference Rankings
  1. Best won-lost percentage in games played within the division.
  2. Head-to-head (best won-lost percentage in games between the clubs).
  3. Best won-lost percentage in common games (games played against the same opponents).
  4. Best won-lost percentage in games played within the conference.
  5. Strength of victory (the combined won-lost percentage of all the teams that a club has defeated).
  6. Strength of schedule (the combined won-lost percentage of all the teams that a club has played against).
  7. Best combined  ranking among conference teams in points scored and points allowed.
  8. Best combined ranking among all teams in points scored and points allowed.
  9. Best net points in common games.
  10. Best net points in all games.
  11. Best net touchdowns in all games.
  12. Size of your CoCK!
  1. Apply division tie breaker to eliminate all but the highest ranked club in each division prior to proceeding to step 2.
  2. Head-to-head, if applicable. (For ties between 3 or more teams, this step is only applied if there is a head-to-head sweep; i.e., if one club has defeated each of the others or if one club has lost to each of the others.)
  3. Best won-lost-tied percentage in games played within the conference.
  4. Best won-lost percentage in common games, minimum of four.
  5. Strength of victory (record of all the teams they defeated that season).

9.PLAYOFF STRUCTURE
:

A)Playoffs are weeks 14, 15, 16, 17
B)Playoff seeding:
i. Winner of EACH division gets into the playoffs as the 1,2,3 seeds respectfully.
ii. The 4,5,6 seeds will be the three best remaining teams, REGARDLESS of division.
iii. The bottom six (L6) teams qualify for the "Loser Bracket"
iiii. Often, teams will finish a season with identical records. It becomes necessary, therefore, to use Power Rankings either to determine which teams will qualify for the playoffs, or to determine seeding in the playoff tournament. Power Rankings are followed in order until the tie is broken. If three teams are tied for one playoff spot and the third team is eliminated at any step, the tie breaker reverts to step one for the remaining two teams. If multiple playoff spots are at stake, the rules are applied in order until the first team qualifies, then the process is started again for the remaining teams.

C)You must win to advance in playoffs
D)You must LOSE to advance in the Loser Bracket
i. Note: You must have a complete roster at all times

E) Conference Seeding
:
  i. The top six (6) teams will be seeded in the Playoffs by Power Rankings
  ii. The bottom six (L6) teams will be seeded in the Loser Bracket by reverse power rankings

Conference Playoff Schedule:

Week 14:
F) The number one(1) seed, and the number two(2) seed, get a BYE week # 14 of the PLAYOFFS
i. Note: They are guaranteed no worse than fourth place overall.

G) The "loser" number one(L1) seed, and the "L two"(L2) seed, get a bye for week # 14 in the LOSER BRACKET
i. Note: As the two worst teams.

H)The number three(3) seed, plays the number six(6) seed, week # 14, in the PLAYOFFS
I)The number four(4) seed, will play the number five(5) seed,week # 14 in the PLAYOFFS
J)The number "L six"(L6) seed, plays the number "L three"(L3) seed in the LOSER BRACKET week # 14
K)The number "L five"(L5) seed, will play the number "L four" (L4) seed, in the LOSER BRACKET week # 14



Week 15:
L)The number one(1) seed, plays THE LOWEST seed to advance from week #14
M)The number two(2) seed, plays THE REMAINING seed to advanced from week #14
N)The number "L six"(L6) seed, plays THE HIGHEST seed to advance from week #14
O)The number "L five"(L5) seed, plays THE REMAINING seed to advance from week #14



Week 16:
P) The two winning teams to advance from week #15, play each other in the 'Conference Championship Game' to occur week #16
Q) The two losing teams from week #15 of the PLAYOFFS, play in the 'Conference 3rd Place Game', to occur week #16
R) The two remaining teams to advance from week #16 of the LOSER BRACKET, play each other in the 'Conference 12th Place Game'

 
Two Conference Matchup:

Week 17:
S) The two Conference Champions play each other in the 'SuperBowl'
T) The two Conference 12th places play each other in the 'Toilet Bowl'






10. PAY OUTS:

A) Conference's fees are first counted seperately, then compared side-by-side
B) If the total collections from each conference are within range of each other, the prize pool will merge into one grand pot
C) If the total collections from each conference show discrepency, the payout will be distrubuted using a weighted system
D) Payouts could vary, typical parameters:
    i. Super Bowl Champion -  7.5% total prize pool (week 17)
   ii. Conference Champion - 72% conference pool
  iii. Conference 2nd Place  - 19% conference pool
 iiii. Conference 3rd place   -  9% conference pool
 IV. Last Place - Toilet Bowl "winner" -  1.75 of Jack Daniels

E) Payout Deductions:
    i. $120 fee for the services of rtsports.com ($5 per owner)
   ii. $312 Weekly NFL Pick Winners






11. DEFINED SCORING RULES:

A) Line Ups:
i. Only Starting Line-Ups apply towards total score
ii. Reserve Player's count towards reserve points only
iii. I/R Players are void, no points can be scored

B) Tie:
i. Definition:
When two teams meet head-to-head, finish with the same score by their starters
ii. In the event of a tie, we move to each owner's RESERVE roster
iii. Commissioner will ensure each owner's reserve roster has been been properly set
iv. Owner with the most "reserve-points" wins the tie-breaker
v. If the reserve rosters still result in a tie, we move to Power Rankings. (See Article 8)
