WINDY CITY FOOTBALL LEAGUE

RULES AND INFORMATION

2023




INTRODUCTION

Welcome to the 2023 football season of the Windy City Football League! This will be an eight team league with limited rules. All rules can be challenged by way of a vote. However if you want to see a rule change there needs to be a majority vote to overturn any rules or it will not be changed. All changes need to be done before the initial fantasy football draft.

The rules and information are outlined below.



FRANCHISE FEES

Each WCFL franchise will cost $200.00. All teams will be expected to pay $200.00 at the initial draft to secure their franchise rights for the season. The final payments will be due at the end of the season. Each team may use prize money to pay any franchise fees that may be due.


LEAGUE SUPPORT FEE

Each WCFL franchise will pay a League Support Fee of $18.00, due on Draft Day. The League Support Fee covers the following;

· Web Site and Stat Service (www.rtsports.com) = $100.00

· Regular Draft Kits (Stickers) =$30.00

· League Trophies = $15.00

After all prize money is paid out any extra money left over will be used for the end of the year party.



PRIZE MONEY DISTRIBUTION

There will be three ways of winning prize money:

1) TOTAL POINTS ACCUMULATED OVER THE SEASON

This is self-explanatory as each team will add up their total points over the 17 week season. This will be the primary contest between the WCFL owners as the prize money indicates:

1ST PLACE: $200.00

2ND PLACE: $150.00

3RD PLACE: $100.00 (Transaction Pool)

4TH PLACE:  $50.00 (Transaction Pool)

Any money remaining in transaction pool after all winners have been paid will go towards paying the loser playoff up to $25.00


2) HEAD TO HEAD COMPETITION

The head to head competition will consist of a 14 week season. There will be a schedule for the head to head matchups for the 14 weeks. If one team scores more points than the team it's scheduled to play that week, they will gain a win for their head to head overall record.

The WCFL playoffs begin in week 15. The head to head Division Champions will receive a first round bye. Teams #3 thru #6 will be seeded so that team #3 will face team #6 and team #4 will face team #5. If needed, tiebreakers will determine which seed each team will receive. The winners in the Wild Card round will advance to the Division Championship. Losers in first round will get reseeded into the loser playoffs with the #7 and #8 teams from regular season.

In Week 16, the Division Championship will take place with the winner advancing to the Windy City Bowl. Team #1 will matchup with the lowest seed team remaining from the Wild Card round and team #2 will matchup with against the highest seed team remaining from the Wild Card round. This matchup selection is a reward for home field advantage for Team #1.

Week 17 will have each Division Champion playing for the Windy City Bowl Championship!!

Loser's playoff will get seeded with the two teams knocked out of championship playoff wildcard round getting the #1 and #2 seed in loser bracket.  Then #1 vs #4 and #2 vs #3.  The winner of loser playoff will get to select the draft spot they want in the next year draft and then the second place team will get the next selection of draft spot and this will continue on down for all four teams in loser playoff.  

The tiebreakers for identical records at the end of the regular season will be in the following order; head to head record(s) against each other; total points; total number of weekly wins; flip a coin.  In event that there is a three way tie for record and there is no clear team ranking with traditional tie break rules you add up all head to head records of teams involved, then total points, weekly wins, coin flip.  Here are the playoff payoffs:

WINDY CITY BOWL WINNER: $ 450.00**
WINDY CITY BOWL RUNNER UP: $ 300.00**

BOTH DIVISIONAL CHAMPIONSHIP RUNNER UP: $ 50.00

CONSOLATION PLAYOFF WINNER:  $25.00 (Transaction Pool) if available in pot

 

3) HIGHEST WEEKLY POINT TOTAL

 A weekly bonus of $15.00 to the team with the highest point total in each week of our 17 week season.


HOW TO PLAY:

Franchise owners must call in their line-up to the commissioner or enter their lineup via the web site before the kickoff of the players game. If there is a Thursday or Saturday game, each team may call in or submit via the web site just the players they are starting in those games.  Be warned that if a lineup is not called in or entered on time, then the previous weeks lineup will be used, NO EXCEPTIONS!! You must activate the following starting lineup:

1 QUARTERBACK (max 2)

2 WIDE RECEIVERS 

1 TIGHT END

2 OFLEX (QB,RB,WR,TE)

1 KICKER

YOU DO NOT RECEIVE POINTS SCORED BY YOUR RESERVES (NON-ACTIVATED PLAYERS). The roster size is 22. The active roster size is 12. The 10 positions not in the starting lineup are considered your reserves. You can stock your roster with whatever players you want. No owner may exceed 22 players on their team. All excess players must be dropped immediately. No transaction is final until the commissioner has been notified and approves the transaction.



SCORING

Please review the scoring rules outlined at the bottom of this rule section.

- Offensive players can only score points for offensive plays

- Defensive players (IDPs) can only score points for defensive plays 

- If the quarterback or kicker runs or catches a pass for a TD, then he would score points the same as a running back or receiver.

- If the running back, receiver, tight end, or kicker were to throw for a TD pass, it would be scored the same as a Quarterback.

- A lateral is considered the same as a hand off and therefore the player lateraling scores no points. It is the player who scores the touchdown and the player who, if thrown, throws the forward pass that is credited with points.  

- Fumbles count the same way . . . if Dominic Rhodes caught a 17 yard pass and then fumbled into the end zone, and Marvin Harrison fell on the ball in the end zone, then Harrison is credited with 6 points for a 0 yard touchdown. Dominic Rhodes and Peyton Manning owners are going to bum out.

- Passing yardage by a running back, wide receiver or tight end will be counted as part of their total yardage.

- If you own the player returning kickoff and punts you will not be awarded any points for yardage or touchdowns for that return

- If you have an offensive player that plays on special teams and they receive a catch for a touchdown you will be awarded all the points as if the offense was on the field

- If you have a defensive player that plays on special teams they will be awarded any all the points as if the defense was on the field

 

WEEKLY RESULTS

All results are tabulated and viewed by logging on to the Windy City Football League Web site at www.rtsports.com. If there should be any dispute as to who was activated, or what they actually scored, bring it to the commissioner's attention immediately.  Once the next week has kicked off all scores are final. 


INITIAL ROSTER DRAFT

The draft order will be determined by the order of finish from the loser playoff from the previous WCFL season.  The 1st place team in the losers playoff will get to select any draft spot they wish 1-8 on August 1st.  The 2nd place in loser playoff will then get second selection of all remaining spots left and so on through all 4 teams in the loser playoff.  The 4 teams that were in the championship playoffs will then select their draft spots depending on order of finish in previous years playoff with the 4th place team getting the first pick available and the first place team getting the last pick available after all 4 loser playoff teams make their draft spot selections.  Once the draft order has been established, each team will select from the NFL rosters at the initial draft party.  There will be 22 rounds in the draft.

You may select any number of each position for your roster as long as you have the correct players to field for your starting lineup. There is no special order of drafting players by position. Select your team in whatever order you wish. As we draft, each subsequent round will be in reverse order. For example; Round One - 1,2,3,4,5,6,7,8 / Round Two - 8,7,6,5,4,3,2,1 / Round Three - 1,2,3,4,5,6,7,8 and so on.

Each team will have five minutes to make their selection or the pick will pass to the next team. A PLAYER CAN ONLY BE DRAFTED ONCE.   


KEEPERS

Teams may keep up to three players from the previous seasons roster.  Teams must name their keepers 72 to 48 hrs prior to the initial roster draft party prior to the draft beginning. Keepers can be traded to another team and still have their keeper rights.

Keep 3 player from your final roster from last year as long as they are not ranked inside of the top 8 QB, RB, WR, and top TE in ppr rtsports rankings

Players ranked outside of the top 8 QB, RB, WR and top 5 TE will be slotted into three different tiers based on their ranking on rtsports ppr rankings.

Any Player drafted in 1st rd of previous yr is ineligible to be kept

TIER 1 = QB, RB, WR ranked 9-12 and TE ranked 6-10 on rtsports ppr ranking

- Drafted previous year in rds 2-3 lose 1 rd higher than where drafted

- Drafted previous year in rds 4-10 lose 2 rds higher than where drafted

- Drafted previous year in rds 11-20 lose 3 rds higher than where drafted

- Undrafted previous year (waiver wire) lose your 5th rd pick

 

TIER 2 = QB, RB, WR ranked 13-20 and TE ranked 11-15 on rtsports ppr ranking

- Drafted previous year in rds 2-3 lose 1 rd higher than where drafted

- Drafted previous year in rds 4-10 lose 1 rd higher than where drafted

- Drafted previous year in rds 11-20 lose 2 rds higher than where drafted

- Undrafted previous year (waiver wire) lose your 7th rd pick

 

TIER 3 = QB, RB, WR ranked 21+ and TE ranked 16+ on rtsports ppr ranking

- Drafted previous year in rds 2-20 lose 1 rd higher than where drafted

- Undrafted previous year (waiver wire) lose your 10th rd pick

Any player drafted after 10th rd must remain on any roster to retain their keeper rd value for the next season.  If a player drafted in previous year after 10th rd gets cut to waiver wire for any reason and then picked back up later in year will fall under the undrafted waiver wire rule.  The tier system will then be applied to them for keeper rights in the next season.

If you keep two players with the same value then you will forfeit the round they are valued at and the second player will be bumped up a round higher in the draft.  If you keep three players with the same value then you will forfeit the round before and the round after the actual rd value for the three players.  An example if you keep two players with the rd value of 10 then you will lose rounds 9 and 10.  If you keep three players with the value of round 10 then you will lose rounds 9, 10, 11.  The ADP on Rtsports website when we lock in Keepers will be used to determine which player falls into which draft spot.  The player with the highest ADP will fall into the earlier draft rounds i.e round 9 in previous example. 

Any player that gets injured before draft and gets put on IR and does NOT return during season will be ineligible to be kept in next season (i.e Kevin White, Kelvin Benjamin) even if they get drafted

Any player that gets injured during draft or regular season that gets put on IR and does NOT return from injury must remain on any roster through whole season to retain keeper eligibility and value.  However once that injured player gets cut to the waiver wire they will no longer have any keeper rights

Being put on the IR and not returning during regular season is the key to the injured guys.  If they are injured but not put on IR then they will retain their keeper rights for anyone that picks them up before they get put onto IR.  If a guy gets put on IR and then returns during regular season and is picked up through waivers they will follow the undrafted waiver wire keeper rule or the round drafted in previous year whichever is higher.

If you are unsure if a guy is eligible ask!!

If you think a guy has been unfairly disqualified from keeper eligibility then it can be discussed and Commish and Co-Commish will make final ruling!

IDPs and Place Kickers are not eligible to be keepers.

You may have the same keepers year after year as long as they still meet the previously stated criteria. Once a player moves in to the non-keeper criteria you will lose them. This is to prevent any one franchise from having all the top players.

 

TRANSACTIONS

TRADES

The trading deadline is when the first kickoff of NFL week 12 occurs. After that time, no trading will be allowed in until the next season. Trading will commence at the completion of each WCFL Season.

Trades can be made with any owner, for any player. All trades are not considered done deals until the Commissioner has been notified and approves the trade.

Each team can propose and accept or decline trades on the web site. All accepted trades completed on the web site will still require the Commissioner to approve before the trade is completed.

Only the trading of players and/or waiver budget and/or initial draft picks and/or keeper players will be allowed.

No team will be allowed to trade for next season's draft picks.

Under no circumstances can players ever be bought outright. Trade offers can not include a dollar amount, or an agreement to pay the other owners trade fees. You can not trade Drew Bledsoe for Joe Blow and $20.00 cash. 

If the commissioner or WCFL franchise owner feels a trade is shady or looks like collusion by a couple of owners, then the league will put together a 3 owner subcommittee (Commissioner to choose neutral owners, as much as possible, to be on committee) to determine if the trade should be allowed. Your fellow owners will make this touchy decision if needed.


WAIVER WIRE

The waiver wire will become active after the completion of NFL week 1 and will go thru NFL week 17. All waiver picks must be submitted via the web site or by phone before the waiver deadline. 

WCFL will use a blind bidding system for awarding waiver wire transactions.  Each team will be given $100 budget for the year.  Each bid must be a minimum of $1 and be in increments of $1 for high bids

If you do not have any money left in your budget then you can not acquire a player until you get more money.

You can trade for more waiver budget money from another owner

Bidding tie breakers will be determined by lowest total points.

Each week teams will be allowed to pick up a total of three new players from waiver wire.  However, there will be two waiver wire sessions per week.  First one will be on Wednesday night at 5pm and the second will be Saturday night at 5pm.

 

INJURIES

Injuries, unfortunately, are a part of this game. If a player on your roster gets injured, and you decide to start him with the hopes he will play, be prepared to get no points from that player that week, he may not play at all. If a player on your roster gets placed on the injured list, you have several options. You can play your reserve players until he gets healthy, you can drop the injured player from your roster, you can make a waiver pick-up to replace the player or you can trade them to a team willing to wait out the injury. Otherwise, you are stuck with the injured player.

 

2020 COVID RULES

COVID has made this season and player statuses as unpredictable as ever.  We will implement a few rules to assist with maintaining competitive balance for each franchise and owner.  There may be rules that need to be adopted during the season as different circumstances occur.  If rules need to be adopted or if situations arise that do not allow for competitive balance to remain then all owners will be contacted to vote.  If all owners are not able to be available then majority vote will make decision.

- Unlimited injured reserve spots (COVID Exclusive)

- Emergency WW picks when lineup shortage occurs due to COVID player
 
Criteria to utilize emergency WW pick is:
  1. All WW opportunities for the week must have passed
  2. If needing additional players beyond how many picks you have for the week to field a full lineup
  3. When you do not have enough players to complete your starting lineup.  All available players on current roster must be used before getting an emergency pick
  4. Must pick up the same position of the player you are losing due to COVID.
  5. Can not pick up a player that was cut and no other team has had a chance to pick up.  Meaning if you need a player Sunday morning you can not pick up a player that was dropped Saturday night because there has not been a fair opportunity for each team to bid on them.
  6. All emergency WW pickups will cost $2 per player towards your bid budget
  7. Once kickoff has occurred no players can be picked up from teams that have or are playing
  8. Must declare by text to league as soon as you identify you are needing an emergency player and must declare who you are picking up. 
  9. If more than one team needs emergency picks players will be awarded by first come first serve.
  10. All players must be declared as soon as possible to minimize late pickups and lineup changing from commish.  However rosters and lineups can be changed after kickoff if I am unavailable prior to kickoff but again this must be declared publicly so everyone is aware that this is going to occur.  If this is not made publicly prior to kickoff then sorry you will not be allowed to complete this transaction.
  11. Players on IR need to be moved onto active roster prior to Saturday WW or they can not be used until after that weeks game.  All players that are on the IR need to be moved onto active roster immediately upon playing in a game.

 

COMMISSIONER  

The Commissioners job is an obvious and endless one. He must get and verify each teams weekly lineup, tabulate and disburse all results, collect and track all fee's, distribute all prize money, and perform those duties that will ensure a fun and worry free season for all eight franchises.

The Commissioner is also the final word on all league rulings that have to take place. To overturn the commissioner's decision, at least 5 franchise owners affected must notify the commissioner by e-mail that they disagree with a decision. At that point the decision will be overturned.

Most leagues use a portion of the prize money to pay the commissioner for his time and dedication to these duties. Instead, the WCFL will grant their Commissioner free transactions. The 2022 WCFL Commissioner will be:
