BYLAWS

ARTICLE 1

 

FUNDAMENTAL OBJECT1VES

 

SEC 1. The object of this organization is to draft and play players from the National Football League (NFL) that will score the highest number of points for your team.

 

SEC 2.  Each owner shall draft thirteen (13) players from any NFL position of players that can be on a roster:

 

Quarterbacks                                                     

Running Backs

Receivers (Wide Receivers or Tight Ends)

Place Kickers

Defensive/Kick Return/Special Teams

 

SEC 3. Each week the owner will activate a starting line-up of (9) players which shall consist of the following:

 

1 Quarterback

2 Running Backs

3 Receivers (WR/TE)

1 Flex  (RB/WR/TE)

1 Kicker

1 Defensive/Kick Return/Special Teams

 

ARTICLE 2

 

ORGANIZATION AND MANAGEMENT

 

SEC. 1. The current number of teams authorized in the SBAL is twelve (12). The league shall consist of the current authorized number of team owners that shall manage their respective team.  A new team joining the SBAL will be considered an expansion team.    The decision to admit more teams to the league, to substitute a team owner who has withdrawn, or for any other changes, shall be by majority vote of the remaining team owners.

 

SEC.2. The league shall be managed by one team owner designated as Commissioner.  The Commissioner shall have all powers granted by these Bylaws and shall manage the official website of the league as the designated Commissioner.  The Commissioner shall have the power to designate any other team owner as temporary Commissioner in the event of absence or other reason.  The Commissioner shall have all powers authorized by these Bylaws and such other powers as may be authorized by a majority vote of the team owners. The Commissioner is empowered to make any decision not already governed by these rules arising out of circumstances that arise outside of these rules due to the myriad of unforeseen circumstances that could occur in the management of the league, consistent with principles of fairness and equity as required in a given situation. Management decisions that do not affect point totals or outcomes of games but are required due to the nature of unforeseen circumstances are judgment calls of the Commissioner and fall within the exclusive authority of the Commissioner as manager of the league and shall not be subject to league vote, due to the possibility of biased judgment or voting in favor of a possible outcome.

 

SEC. 3. All other matters not specifically designated to the Commissioner that might affect the score or outcome of a game or an allowed appeal as set forth herein, are expressly reserved to the collective team owners, by appropriate majority vote.  In addition, no sanction against any team owner or the Commissioner, including removal, not already contained in these Bylaws, may be imposed by either the Commissioner or team owners without a majority vote of all team owners.  Each team shall have one vote to cast in favor or against any issue, or a team owner may abstain.  The Commissioner shall have the sole power to decide an issue, as a tie breaker only, in the event of a deadlock upon the vote of the team owners of an issue, notwithstanding the fact that the Commissioner has voted on the issue as a team owner.  The decision of the team owners, in the event of a majority vote, or the decision of the Commissioner, in breaking a tie, shall be final.

 

 

ARTICLE 3

 

AMENDMENTS AND CHANGES

 

SEC 1. All rules or scoring changes must be approved by a majority of the team owners. All changes will take place at the beginning of the following season, unless indicated to take effect immediately.  Anyone wishing to propose a rule change shall e-mail or text the Commissioner their request, which requests shall be placed on the agenda at the draft for the year.  No interim year changes to these rules shall be considered unless a showing of emergency and good cause is shown.  Upon such a showing, a vote will be had by e-mail or text and the Commissioner shall notify the owners of the result of the vote and shall amend these Bylaws when rule changes are properly approved.

 

ARTICLE 4

 

PLAYERS & SCORING

 

SEC 1. Quarterback (Passing Rules): The man who receives the snap from center. When he throws a Touchdown pass you score 6 points. There are no bonus points for a passing touchdown for a QB. Passing Yardage—0.04 points for each yard passing (Fractional points breaks ties = 1 point for every 25 years passing).

 

SEC 2. Running Back (Rushing Rules): A Fullback, Halfback or Tailback. If he scores from a handoff, pitchout, or direct snap from center you score 6 points. Points are doubled for a rushing touchdown of 30+ yards. Yardage – .1 bonus point for each 1-yard rushing. (Fractional points breaks ties = 1 point for every 10 yards rushing).

 

SEC 3. Receiver: A Split End, Tight End, or Flanker. If he catches a Touchdown pass you score 6 points. Points are doubled for a receiving touchdown of 40+ yards. .1 bonus point for each 1 yards receiving. (Fractional points breaks ties = 1 point for every 10 yards receiving). PPR Points Per Reception- 1 point for every reception.

 

SEC 4. Place Kicker: The player who attempts Field Goals and Points after Touchdown (PATs). If he kicks a field goal from 0-49 yards you score 3 points. If the field goal is from 50-55 yards you score 6 points. If the field goal is from 56-59 yards you score 9 points. If the field goal is from 60-100 yards you score 12 points. Field goal yardage is measured from the spot where the ball is placed down on the field. If the P.A.T. is successful, you score 1 point.

 

SEC 5. Defensive/Kick Return/Special Team: You will play one (1) team from the 32 NFL teams. Each week you will start one of these teams. You receive points when the defense or special teams of your NFL team scores. You receive 8 points if your NFL team blocks a kick, intercepts a pass, or recovers a fumble and then scores a touchdown on the same play. If your team holds its opponent scoreless you score 10 points; holds its opponent to 1-6 points, you get 7 points; holds its opponent to 7-13 points, you get 4 points; holds its opponent to 14-20 points, you get 1 point. If your NFL team’s defense gets a safety, you score 4 points. If your team returns a kick (punt or kickoff) for a touchdown you receive 6 points.  If your team blocks a punt, kick, extra point or field goal that does not result in a touchdown on that play, you receive 2 points.  If your team makes an interception or a fumble recovery that does not result in a touchdown on that play, you receive 2 points. If your team records a sack, you get 1 point.

 

SEC 6. Two-Point Conversion: A player rushing for a two-point conversion receives 2 points. A player passing or receiving on a two-point conversion play receives 2 points.

 

SEC 7. The scoring rules for position apply to each position player, regardless of the position he plays on the play. Therefore, as examples, if a quarterback or receiver rushes, he gets the rushing yard points under the rushing rules. The same thing applies in passing rules or receiving rules, regardless of what position the player plays. If the place kicker fakes a field goal attempt, he is treated as a quarterback or rusher (i.e., 6 points for a touchdown pass or 6 points if he runs for a touchdown) or gets awarded yardage bonuses under all rules. As long as the player may legally perform the act in the NFL that results in the player scoring under these rules, that player will be awarded the points.

 

SEC 8. The official source used for all scoring statistics and player position designations will be website REAL TIME FANTASY SPORTS (www.rtsports.com).

 

 

 

ARTICLE 5

 

SPECIAL SCORING SITUATIONS

 

SEC 1. The owner receives points according to how his activated players score. The basic scoring is set forth in Article 2, Sec 1-7. Paragraphs 1-7 below set forth rules for certain scoring situations that raise doubts as to the proper way of scoring.

 

Para 1. An NFL teammate of one of your activated players is carrying the football and then it laterals to your player, who then scores a touchdown. You receive points for a rushing touchdown based on the yardage that the play covered. (Either 6 or 12 points).

 

Para 2. An NFL teammate of one of your activated players receives a pass and laterals to your player who then scores a touchdown. You receive points for a rushing touchdown based on the yardage that the play covered. (Either 3 or 6 points).

 

Para 3. If your activated player is the one who laterals in the plays described in Paragraphs 1 and 2 above, you receive no points for the touchdown, but would receive points for the prior rushing yards, receiving yards or PPR.

 

Para 4. If one of your activated players throws a touchdown pass, you receive points for a passing touchdown plus any yardage based on the yardage that the play covered.

 

Para 5. If one of your activated receivers takes a hand-off, and then score a touchdown, you receive points for a rushing touchdown based on the yardage that the play covered. (Either 6 or 12 points).

 

Para 6. If one of your activated players should fall on the football in the End Zone during an offensive play, and is thereby awarded a touchdown, you receive points for a Rushing Touchdown based on the yardage that the play covered.

 

Para 7. The designation of a player as offensive, defensive or special teams for scoring purposes is determined by the position the player is playing at the time the ball is snapped.

 

SEC 2. Dispute Resolution. If the scoring rules set forth in Article 2, Sec 1-6, and Article 3, Sec 1 or other rules contained herein do not settle a scoring or other dispute which determines the outcome of a game or otherwise affects play, the official website scoring decision shall be final, but subject to protest. Upon a protest, the final decision shall rest with the Sutter Buttes Armchair League Rules Committee. (This committee shall consist of all other owners in the league not involved in the dispute in question). If an owner disputes a decision made by the website, the Owner may demand a vote on the issue in controversy by the SBAL Rules Committee.  However, the protesting owner must pay $10.00 into the League pool if the protest is unsuccessful. A successful protest requires a simple majority vote by the SBAL Rules Committee of those actually voting on the issue. Any protest of an event, score, trade or other transaction as allowed by these Bylaws must be initiated by the owner in writing by e-mail or text to the Commissioner prior to the start of the next week’s games or is waived.

 

SEC. 3. Tie Breaker. SBAL now uses fractional points per yards gained which is designed to break all ties. However, in the unlikely event two teams are still tied, the tie will be broken by total yards by position, starting with the activated quarterback and if still tied comparing the total yards of each position moving down from the top of the starting line-up of each team until the tie is broken. The Commissioner shall add on the website (0.04) point (1 passing yard) to the score of the team with the most yards, declaring the winner of that game. In any situation not set forth in these rules in which a "tie" occurs under a situation not specifically covered by this rule, the Commissioner shall have the sole authority to utilize a methodology already set forth in these Bylaws most analogous to the tiebreaker situation and employ that method as a tiebreaker. Any such decision of the Commissioner shall be final, subject to a protest to the Rules Committee as set forth in Article 5, Section 2 of these Bylaws. The overall intent of these rules is that there be no “tie” in any fantasy football contest in the SBAL League.

 

ARTICLE 6

 

DRAFTING AND TRADING

 

SEC 1. The draft shall be held at an agreed upon place, and all owners must have a representative present. Owner’s fees shall be paid no later than the time of the draft.  No one shall draft a team until his owners fees are paid in full. Subject to the discretion of the Commissioner, any player that drafts without sufficient funds in a returned check or other circumstances within the discretion of the Commissioner is subject to lockout and removal upon reasonable notice from the Commissioner to tender all league fees owed.

 

SEC 2. The drafting order shall be determined by a random draw at the draft.  The team owner that selects the one will have the first pick in the first round, and owners will continue to choose players based upon their draw until all owners have selected one player in the first round. The second round is commenced with the team selecting last in the first round making the first selection in the second round, and the draft shall proceed in this serpentine fashion until all 13 rounds are completed.

 

SEC 3. During the draft a team owner may fill any position on his roster in any order that he chooses. No player or team can be drafted by more than one team owner.

 

SEC 4. After the initial draft is completed, new players may be added to rosters in the following ways:

 

Para 1. Any player not drafted shall be in free agency after the Week 1 games are played and the “Waiver Wire” begins. Any team owner may at any time pick up a player off the ‘Waiver Wire” (Undrafted Players). The cost to pick up a player off the “Waiver Wire” shall be Five Dollars ($5.00).

 

Para 2. A player lottery shall be held on Tuesday following the previous week’s last NFL game. Team owners must make a request to the website using their team access prior to 11:00 p.m. Pacific Time on Tuesday and provide the name of any player or players the team owner wants to pick up. The website shall determine by lottery which team is to receive the rights to pick up the player. The preference for award by the website shall be by preference to Worst to First by standings. After the player order is determined, the owner with the highest priority will get one pick and the picks shall move on until the rounds are completed. After the Waiver Wire for the week, pickups may be made by Unrestricted Free Agent moves by accessing the website after 6:00 a.m. on Thursday. Pick-ups may be made at any time if you have a roster spot available and that position has not already been played by you. However, no pick-up of any player can be made after that player’s game has started regardless of the time the pick-up is attempted.

 

Para 3. When a new player is picked up from the Waiver Wire or Fee Agency, the team owner must release a player from his current roster to make room for the newly picked up player.

 

Para. 4.  In addition to the regular roster, instead of dropping a player to pick-up another available player, you may place 1 player on your roster on “injured reserve” status. This roster spot may be used regardless of whether the player does or does not have an injury status in the NFL. However, the fee is $5.00 to place a player on injured reserve.  There is no fee to re-activate that player should you choose to do so. You may not use the Waiver Wire or Unrestricted Free Agent move to pick up a player directly to the I/R position. You must first free up a roster space by placing a player on I/R or dropping a player from your active roster. The Commissioner has the discretion to allow a second I/R position as used in the NFL for special circumstances such as COVID-19 or other designations as used by the NFL under temporary rules to be used by all to make games more fair and equitable. 

 

Para 5. Any released player/team will be placed on the waiver wire and may be picked up by any other team owner. Current transactions and team rosters will be available from the league website.

 

Para 6. Any player/team may be traded by the team owners. The cost of each trade transaction shall be Five Dollars ($5.00) per roster position, which shall be assessed to each owner involved in the trade.  The trade deadline is Thursday at 1:00 p.m.

 

Para 7. A team owner who fails to replace an idle NFL player/team in the starting lineup with either a player/team from the team owner’s roster or with a waiver wire pickup, shall be assessed a mandatory $10.00 penalty for not actively managing their team. (See Article 7, Sec. 3.)

 

SEC 5. No players can be traded following the completion of the Monday night game played the tenth week of the season. Players can be picked up off the waiver wire through the playoffs.  No players may be “dropped” by teams not in the playoffs or have no mathematical chance of making the playoffs to assist another team in the playoffs with a better player to avoid the trade rule stated above.  The Commissioner must approve all trades and has the power to void all trades or roster moves which are clearly collusive and not in keeping with the spirit of fair play within these Bylaws. However, a trade may not be denied merely because it appears unfair or lopsided to one side or another. There are many factors that define given needs at any time and Owners should retain a wide latitude of freedom to make trades which appeal to their benefit, even though appearing uneven. At times, due to needs of a situation, one side can seize upon an advantage and leverage a trade that seems one-sided but is negotiated at arm’s length. Collusion is the intentional thwarting of the fairness of the game and is the exclusive standard to judge a trade. The decision on approving a trade by the Commissioner is final, subject to protest by league vote by a majority of the owners not involved in the trade, including any trades by the Commissioner acting solely as an Owner, as set forth in Article 5, Section 2 of these Bylaws.

 

ARTICLE 7

 

WEEKLY ACTIVATIONS

 

SEC 1. Team activations for the week must be made at the website by Monday night. This gives you maximum flexibility to decide your lineup up until the Monday Night game.  However, a player may not be benched or started once that player’s game has begun.  Therefore, be sure to activate players needed for games prior to that game beginning.   If there is an early game, such as a Thursday game, activations for players involved in the early game must be made prior to the start of the early game.

 

SEC 2. The team roster activations cannot be made or changed after the deadlines set forth in Section 1.

 

SEC 3. If a team owner fails to make player activations by the deadline, then the activations used for the prior week will be used again.  An owner who has on their roster for a given week a player who is inactive due to that player’s NFL team having a bye week or the player obviously known to be injured and not available to play or is otherwise known to be inactive for any other reason (drug suspension, league suspension, etc.) will be assessed a penalty of $10.00 for each infraction. While circumstances may dictate that a person has no available substitutes, and it seems pointless for the player to continue spending money to acquire a replacement from the waiver wire due to their record at the time, the intent of this rule is to get everyone to actively play their team and not just leave the same roster activated and not managed.  This is not fair to those owners that are legitimately contending for playoff spots.   Assessment of a fine under this rule shall be mandatory. Finally, The Commissioner is empowered to take any other action reasonably necessary with a person’s roster to field an available player when the Owner refuses to do so, in a situation that could affect the outcome of a game as to playoff spots, seeding, etc. so as to avoid collusion or unfair play.

 

ARTICLE 8

 

EXPENSES

 

 

SEC 1. There will be an initial owner’s fee of Three Hundred Dollars ($300.00) to enter the Sutter Buttes Armchair League. The entry fee will go into a fund from which the end of season team winners shall be compensated.  In addition to other expenses set forth in these Bylaws, a team shall be assessed a charge of $5.00 for each loss it incurs.

 

SEC 2. Fees incurred after the intitial league draft fees during the season will be collected at the end of the regular season.

 

SEC 3. All money collected from the team owners shall be put into a league fund and administered by the Commissioner. The league fund shall contain the owner’s entry fees plus the money collected from losses, trades, pickups, assessed penalties and other charges set forth in these Bylaws.  Any Owner who has any league funds unpaid after being reasonably notified by the Commissioner of funds due shall be ineligible to participate in the league the following year. Any shortage due to non-payment by a player shall be attempted to be collected by the Commissioner, but if unsuccessful, shall simply not be counted in the overall pool.

 

SEC 4. The final league funds collected, after any league expenses incurred by the Commissioner for the league, shall be distributed at the conclusion of the Sutter Buttes Armchair League season as follows:

                        SWEEPS: Each week total points Winner:  Credit to winner $50.00 even if you are not in the playoffs or eliminated, field a team each week through the final week of the regular NFL season for a chance at Sweeps.

 

Super Bowl Winner:               45%

Runner-Up:                             22.5%

Second Round Losers (2)       10%

First Round Losers (2)             6.25%

 

ARTICLE 9

 

SCHEDULE AND PLAYOFFS

 

SEC 1. Listed in the website will be the Master Schedule to be used to determine weekly team match-ups. The SBAL regular season will be 14 games long, commencing on the first weekend of the NFL season. Each SBAL team will play each other team in their division twice during the regular SBAL season (five (5) games).  The other nine (9) games will be played against all other teams outside of that team’s division.

 

SEC 2. The winners of each division (three (3)) plus three (3) wild card teams will qualify for the play-offs (six (6) teams in the playoffs). The wi1d card teams will be the teams with the best records, in any division, that do not win a division.

 

SEC 3. The first round of the play-offs will be held during the 15th week of the NFL season. The six teams will be seeded according to finish.  The two division winners with the best records will receive seed 1 and 2 and will have a bye the first week of the playoffs.  In the first round, the remaining division winner will receive seed 3 and will play the wild card team with the worst record, seeded as 6. The wild card team with the best record (seed 4) will play the wild card team with the second best record (seed 5). The second round of the play-offs will be held during the 15th week of the NFL season. The division winner with the best record (seed 1) will play the first round winner with the lowest seed. The other division winner (seed 2) will play the other first round winner. The winners of the second-round play-off games will play each other in the SBAL Super Bowl championship game which will be held in the l7th week of the season. The final week of the NFL season is reserved for Sweeps only. The Commissioner shall determine all playoff seeding and schedules according to these rules and the following tie breakers:

 

  1. Best winning record
  2. Total points scored
  3. Head to Head
  4. Random draw.

 

The decision of the Commissioner in the seeding and playoff schedule shall be final.

 

SEC 4. In the event teams finish tied in their respective divisions, either for the division title or for a wild card spot, the order of finish shall be determined as follows:

 

  1. Division title:
  2. Division record (best winning percentage);
  3. Total points;
  4. Head to head
  5. Random draw

 

  1. Wild-card:
  2. Total points;
  3. Head to head
  4. Random draw

 

 

SEC 5. Divisions will be determined by the draw at the draft for draft order.  The team drawing the number for draft order shall be placed in the following divisions:

SEC 6.  A loser’s bracket is established known as the El Baño Bowl for the 6 teams who did not make the playoffs.  Those teams will be charged a mandatory $50.00 to participate, which is put into a separate pot.  Each team will use their normal roster after Week #14, including any persons on IR.  Owners in the loser’s bracket may use the Waiver Wire and the Unrestricted Free Agent pool as normal. Each player fields their teams by lineup as normal in Weeks 15-18, but will have no opponent.  This is a total points game, not head-to-head.  The total point winner for the 4 weeks takes either the pot or gets their league fees paid for the following year and becomes the winner of the El Baño Bowl perpetual trophy for that year.  In case of a tie, the tiebreaker will be the total score head-to-head, starting first in Week #15, and if the tie is still not broken, then successively each successive week, until the tie is broken.  If still not broken, by the flip of a coin.
