Welcome the 9 returning GM's, 2 new team owners, and several co-GM's, to the glory that is Cincinnati Time Waste. Before we get started with some of the rules and regulations, I'd like to emphasize two things. First, this is meant to be fun. Believe me, I get as pissed as anybody when my team shits the field (I'm looking at you, Torry Holt), but regardless of the outcome the whole point is so that our group of friends has something to talk about. There will be plenty of trash talk in person, and there will probably (hopefully) be some offensive material on our league's message board as well. My long-winded point is that it's really no too serious, and if there is anything that is legitamately detracting from you having fun doing this, please voice your opinion and if something can be done to fix it I will. Secondly, impropriety or cheating or whatever you want to call it will not be tolerated. I'm not even going to list examples of it, since I believe it is very obvious when it happens. In addition to the teams that will go on to our postseason, we will also be having a "Toilet Bowl" for the 6 teams that miss they playoffs, and there will be an opportunity for the 2 teams in the final Toilet Bowl game to earn a small amount of money as well. There is no reason why you shouldn't be fielding a quality team, making reasonable adds & drops, and trying to win up until the last game you play. It may not matter to you when you feel your team sucks, but competitive balance is something I take very seriously and it affects the validity of the entire league. Any issues on this will be voted on by the remaining league members and appropriate actions will be taken.Â
Now that this stuff is out of the way, below are the rules and regulations, and if any rule changes occur midseason, they will be added on as amendments to our league.Â

ENTRY FEE-This year it is $86 to play. That is $75 per team that goes into the league for end of the year payouts ($900 total). and $11 per team to help me recover the cost of the league and draft board. Payments are due ASAP.Â
ADDS/DROPS/WAIVER WIRE- This will be a little different than last year. There will still be a waiver claim system that runs through the week, and the priority will run worst to first. Please make sure to put an adequate number of waiver claims in on the weeks when you are short players to ensure you fill the spot. Every pair of adds/drops will cost you 1$ each for the first 5, 3$ for the next 5, and 5$ each for everything after that. Essentially, 5 adds and drops during the course of the season will only cost you an additional $5, and this should cover the bye weeks and a few injuries.  If you don't want to go that route, there will be a general free agency period on the weekends. Starting Friday and up until gametime Sunday, you can add any player you like. However, each transaction done using this method will cost you double what it would via the waiver wire method. Confused? Yeah, i am too. If you have a question just ask me.Â
TRADES- Trades are allowed by any tream, and they do not currently require league or comissioner approval. Any trade that is viewed as unfair should be brought to the attention of the comissioner, and as a group we will decide what to do after that. Trades will cost you an extra dollar for every player you add in the trade.Â
PAYOUTS-Again, I'd just like to point out that we have a lot of ways for you to earn some money back in this league, so there is really no reason that you shouldn't be trying. They payouts are as follows:
Positional payouts-Players who lead their various positions in points at the end of week 16. Positional payouts total $180 (20% of entry fees). ***Amendment added 12/16/09 and posted. Just an FYI for everybody-If we happen to have or more players tie for the positional payouts, we will be handling it as follows. The owners involved will of course have the right to split the money. Both (All) owners must agree for this to take place. If the owners do not agree to this, or if the payout is small enough the owners do not really care, we will let week 17 act as the tiebreaker. (Remember that payouts run through week 16 only, as week 17 means nothing in this league.) I will contact you if this is the case, and as always any questions contact me.

4 division winners-$20 each
POSTSEASON- Teams will qualify for the postseaon the same way that the NFC & AFC rankings work in the NFL. 6 teams will qualify. Top two teams get a bye week. Wild Card teams and division winners will be decided on a tie breaker priority of:
#1 Over all record
#2 Head to head record
#3 Division record (If the 2 teams are all in the same division)
#4 Overall Points scored
#5....Ummm...I guess a coin flip. Seriously, it's not going to come down to that.Â
