"No Code" Football League Rules 2023
Introduction
Welcome to Year XXXVIII of the “No Code” Football League. The league lasts eighteen weeks, beginning on Thursday, September 7, 2023 through the final week 18 game on Sunday, January 7, 2024. The players and defense drafted by each franchise will be awarded points each week based upon the player’s and defense’s performances that week in the National Football League. This year, each NFL team will have one bye week during the season. The NCFL, though, refuses to allow any franchises the luxury of a bye week during the NCFL season. Although some NCFL franchises could certainly use a bye week or two, this is football. No breaks!

Franchise Fee, Budget, And Distribution
A fee of $100.00 per franchise is required to be paid in the exact amount in cash or by check at the time of the draft.
The League Secretary shall not be assessed a league fee. The $1,500.00 is allocated as follows–

The Prize Money will be distributed following the NCFL season.
Prize Money Dispersal
- Head-to-Head
- Weekly winners will be determined by total points scored based on the “Scoring Grid.” Two points will be awarded for each win, one point for a tie, and no points for a loss. Each winning franchise will be awarded $3.00 per win.
- High Points
- The one franchise scoring the most points per week will be awarded $7.00.
- Division Winners
- The franchise with the best won/lost/tie record in each of the four divisions (as determined by two points for a win, one point for a tie, and no points for a loss) will be awarded $50.00 each.
- Top Six
- The franchise with the most points scored for the season will be awarded $125.00. Second Place will be awarded $60.00. Third Place will be awarded $40.00. Fourth Place will be awarded $25.00. Fifth Place will be awarded $18.00. Sixth Place will be awarded $10.00. Seventh Place through Sixteenth Place will be awarded no money.
- Ties
- Except for Division Winners, money will be split evenly between any teams that are tied. The tie breaker procedure to be used to determine a Division Winner will be as follows-
(1) Head-to-head (best won/loss/tied percentage in games between the tied clubs);
(2) Best won/loss/tied percentage in games played within the Division;
(3) Best net points in games played within the Division;
(4) Least net points given up in Division games; and if all else fails,
(5) Coin toss.

The Draft
- Twelve Players
- Each franchise will draft 12 positions consisting of 1 quarterback, 2 running backs, 2 receivers, 1 kicker, 1 defense, 2 bonus selections, and 3 back-up players. Any position may be selected in any round of the draft. Bonus selections and back-up players may be any “type” of player except a defense. A defense may not be a bonus selection or a back-up player. A franchise which drafts too many players in one category will automatically waive the last player chosen in that position.
- Modified “Snake”
- The draft will go 1 to 16 in the first round, and 16 to 1 in the second round. The third round will reverse and go 16 to 1, and the fourth round 1 to 16 and continue snaking for the rest of the draft.
- Draft Position (The Pea)
- All franchises except the League Champion will draw lots in inverse order based upon the previous season's finish (last place franchise will draw the first lot, etc.) to determine the franchise’s choice of drafting position preference.
- The League Champion is never given a choice concerning anything. In fact, the League Champion is lucky to even be told the date and time of the draft.
Example. The franchise drawing number 1 will be the first franchise to decide what drafting position it wants to draft, followed by the franchise drawing number 2, etc.
- Two Minute Time Limit
- A two minute time limit is imposed for making all selections during the draft. The failure of a franchise to select a player or defense within the two minute time limit will result in the tardy team being prohibited from making its selection until immediately after the following franchise has made its selection. The failure to immediately select a player or defense after the following franchise’s selection will result in the tardy franchise having to wait until the next franchise has been selected, and so on.
- “Keeper” Player
- A franchise will be able to keep up to two (2) “keeper” players it drafted the previous year. For the first “keeper”player kept, the franchise will lose its third round draft selection. For the second “keeper” player kept, the franchise will lose its fourth round draft selection.
- A player is only eligible to be a “keeper” player if drafted in the fifth round or later in the previous draft and is listed on the franchise’s roster at the conclusion of the preceding season. “Keeper” players will be identified by a franchise immediately before the commencement of the draft.
Example. If a franchise grabs Drew Brees in the 7th round and Shaun Alexander in the 8th round, and has both players on its roster at the end of the season, both players qualify as “keeper” players for the following year’s draft. If the franchise decides to keep both players, Brees would be the franchise’s third round pick and Alexander would be its fourth round pick in the following year’s draft.
Player Transactions
- 9 Starters + 3 Back-Ups
- A franchise may have up to nine starting players on its roster per week, as follows-
- 1 QB, 2 RB, 2 WR, 1 K, 1 Def, 2 BP. The bonus players may be any position except defense. A franchise is only allowed one defensive team on its roster of twelve.
A franchise may have up to three back-up players on its roster of twelve. A back-up player may be any position (QB, RB, WR, K) except a defense.
A franchise is responsible for choosing its starting and back-up players and correctly identifying them weekly through the Teams tab on the league's website.
A franchise may move players on its roster from starter to back-up to starter, etc. an unlimited number of times. There is no fee assessed for player movement within a franchise's roster.
- Player Transactions
- The “Duties of an Owner” section of the Fantasy Commissioner Web Manual outlines the method to be used to select starters and back-ups, add or drop players, and enter trades. Owners should carefully review this manual.
All transactions must be submitted using the NCFL website through the Fantasy Commissioner Website. A franchise is responsible for its player transactions.
- Deadline
- Lineup and Roster Deadlines are the kick-off of the first NFL game of the week.
- Waiver Wire
- A free agent will be awarded to the selecting franchise based upon the reverse order of (1) total points scored by that franchise, and if a tie, (2) the franchise's overall record, and if a tie, (3) the franchise's division record. The waiver process will be run by the website based on owner selections properly entered.
- Trades
- Trades are permitted. The Commissioner must approve all attempted trades. The
Commissioner’s decision is final.
- Injured Reserve
- The NCFL does not have an injured reserve.
- Veto Power
- The Commissioner may veto any player transaction deemed to be not in the best interests of the League. The Commissioner's decision to exercise the veto power is final.

Statistical Reference
The League is a member of Fantasy Commissioner Web maintained by rtsports.com. The statistical reference used by Fantasy Commissioner Web is the sole statistical reference used by the League for determining a player’s and defense’s performance and the points to be awarded.
Errors
Although the League is computerized, a rare error may occur in the weekly statistics. If an error is discovered, the Commissioner must be notified no later than the following week’s Deadline For Attempted Roster Changes. Failure to so notify the Commissioner constitutes a waiver of any error. The previous week’s statistics will be retroactively corrected if deemed appropriate by the Commissioner.
Rule Changes
These rules are final for the 2023 NCFL Season, and may not be amended during the season.
