Additional Rules:
CAPITAL CITY
FANTASY FOOTBALL LEAGUE 2018
The Rules
As with any successful undertaking, we will need active participation from ALL owners. This is a democratic league. All challenges and/or proposals will be put to the league for "majority" vote. That means any challenge or proposal needs 7 votes to be approved.
Rosters will consist of twelve (12) players in the following positions Quarterback (QB), Running Backs (RB), Wide Receivers (WR), Tight End (TE), Place Kicker (PK), and Defense/Special Team (D/ST). Each week 8 players will start. The starting lineup may consist of 1 of the following 3 formations:
1 QB, 2 RB, 2 WR, 1 TE, 1 PK, and 1 D/ST
1 QB, 2 RB, 1 WR, 2 TE, 1 PK, and 1 D/ST
1 QB, 1 RB, 2 WR, 2 TE, 1 PK, and 1 D/ST
1 QB, 1 RB, 3 WR, 1 TE, 1 PK, and 1 D/ST
1 QB, 2 RB, 3 WR, 0 TE, 1 PK, and 1 D/ST
Note: The defense includes special team performance. The team roster will be completed with 4 additional reserve players at any position. However, no team roster will contain more than 2 QBs, 3 RBs, 4 WRs, 2 DEFs, 2 PKs or 2 TE. This is to allow for adequate player availability throughout the league.
Divisions The league will consist of three divisions (Evil East, Sinful Central, and Wicked West). Each season we will realign team placement within divisions by a random drawing. The draft will consist of nine rounds. If anyone is unable to make it to the draft, they must designate a proxy to pick on their behalf. Preferably, the designated proxy will not be another CCFFL owner. The draft order will be determined by previous seasons final team standings. The last place team drafts first and the first place team drafts last. If a team changes owner, the new owner inherits the draft position earned by the previous owner. During the draft, each owner must select their starting positions first, (1 QB, 2 RBs, 2 WRs, 1 TE, 1PK, and 1 DEF) in any order, prior to selecting reserve players. Again, this gives every owner a chance to field a competitive team with valuable players in each position regardless of draft order.
Keepers This is a keeper league meaning each owner will be allowed to "keep" 3 players from his/her previous season's final roster. Protected players may be of any position, as long as the roster maximums are not exceeded per position. The deadline to declare keepers is 1 August. Changes may be made to designated keepers due to injury.
Position eligibility will be determined by what position the player is listed as at http://www.nfl.com (the official web site of the NFL). In the event of a player being listed in multiple positions, the player is available to be inserted in the starting lineup at any of the positions eligible, provided that is what the owner lists him as. For example, if Tyrone Wheatley is listed as a TE and RB, he may be put into either position on a team, but not both. Suppose the owner has him as a RB, but wants him to play TE. The owner must declare him to be a TE.
IR There is a provision for injured reserve. If a player is injured and listed as DOUBTFUL or OUT, the owner may place that player on injured reserve and acquire another player from the free agent pool. The maximum IR players on any team at one time is 2. Once an injured reserve player's status is upgraded to QUESTIONABLE or higher, that player must be activated and the team's roster must be reduced back to 12 players (providing the team only has 1 IR player) without exceeding position maximums. The roster adjustment must be made prior to the kickoff of the next NFL game after the player injury upgrade. Failure to make the appropriate roster adjustments will result in the IR'd player being automatically dropped.
The weekly timetable is very important. All times are Eastern Standard Time (EST). Starting line-ups must be submitted no later than 11:00 AM. Exception: When there is a Thursday game and a team has starting players in the Thursday game, then only those players must be named by 5:00 pm Thursday. The same applies for Saturday games with starting players named by 5:00 pm Saturday. The remaining line-up may be turned in later. If an owner fails to submit a starting lineup by the deadline, the previous week's lineup will be used regardless of the players' status (injured, bye week, traded, or dropped).
Waiver requests must be submitted by Wednesday 11:00 PM Eastern. If more than one owner requests the same player, selection will be determined by worst over all record, then fewest total points, then worst division record, then lowest total points, then coin toss. Dropped players are ineligible for one NFL week (Tue-Mon). RULE ADD 2018: There is an unrestricted free agent pick period Thursday 5:00 AM through Sunday 12:59 PM.
Each team is allocated 5 "FREE" drops/pick-ups starting in Week 2. The 6 th and subsequent drops/pick-ups will incur a $2 per transaction fee. Picked-up or traded players must remain on your roster for one NFL week. Any questionable trades may be brought to the attention of the league for approval. Rosters will be frozen after the 13th week with the exception of injuries. Players injured (listed as questionable or higher) after week 13 can be dropped and replaced.
Points will be determined as follows:

Defense Scoring
Points allowed per game:
0 ............................ 8pts
1-9 ........................ 6pts
10-19 .................... 3pts
20-29 .................... 1pt
30-39 .................... -3pts

400 and above ... -3pts
Any score 50 yards and over will receive double point value. For example: a defense sacks the QB, causes a fumble, picks it up and runs 60 yards for a TD. The owner who started the defense would receive 1 pt for the sack, 3 pts for the fumble recovery, and 12 pts for the over 50 yard TD for a total of 16 pts on one play.
Scores are compiled automatically each week. Weekly winners will be determined from total points scored by starting line-ups. Scoring challenges must be made within one week of the affected game. Owners are encouraged to compile their own scores as well as their opponents score. Records will consist of Wins, Losses, and Ties.
The season is 14 weeks with the playoffs taking place during weeks 15 and 16. The CCFFL Superbowl will be held in week 17. Six teams will qualify for post-season play. They are the three division winners and 3 wild card qualifies (next 3 best records regardless of division). The teams with the two best records will receive a bye. Play-off seeding tie-breakers are (in order of importance) overall record, head-to-head, division record (if in the same division), total points for, total points against, highest single game score, coin toss.
