Additional Rules:
A franchise may be purchased for $200.00. The League is composed of up to 15 teams. A simple majority vote determines whether an expansion team is accepted. Owners returning from a one-year absence draft after current owners, but before expansion teams.
Franchises may be individually or jointly owned. If jointly owned a managing partner must be designated. The managing partner is responsible for all official communications, i.e. transactions, roster changes, grievances, etc.
Rule Changes
Annual Meeting - At least 1 month prior to the upcoming season a RULES MEETING will be scheduled and conducted by League Commissioner. The meeting will be the forum in which Team Owners can openly discuss and propose rule changes for the upcoming season. Owners must be present to nominate a rule change (no proxies allowed). Any rule change considered for vote will require a nomination by a Team Owner and second by different Team Owner.
Approving Rule Changes – Rule changes can only be made by obtaining a majority approval of Team Owners when a quorum is present. A quorum is defined as more than 50 % of the Team Owners. For example, in a 14 Team League, a quorum must have representation of 8 or more Teams.
A rule can be changed at the Rules Meeting, if represented by a quorum. If a quorum is not present at the rules meeting, then voting on rule changes will be thru voting ballot distributed to all teams following the rules meeting and before the upcoming season.
Draft Night is conducted annually at the new and improved Dodrill Estate, 2579 S. Independence Street. ( About ½ mile east of the Morrison-Kipling Intersection). The Draft begins promptly at 6:00pm! Be on time. If you get lost, call 3.904.9768.
The draft will consist of no more than 13 rounds. SELECTION OF LOTS (team name drawn from hat) will determine DRAFT POSITION in the First Round and will be in reverse order for the Second Round (sepentine). LOT SELECTION for DRAFT POSITION in Rounds 3 ,5,7,9, 11 and 13 be conducted in the same manner (team name drawn for hat) and will reverse order for Rounds 4,6,8,10, and 12 respectfully. No 14th round .
Expansion team(s) will be allowed entry until the League reaches 15 franchises in size, and will be sponsored by a current owner, with available slots prioritized by League seniority of sponsoring owner.
Expansion team(s) will draft in the First round AFTER existing and option teams draft, in order determined by expansion team lot. Following 1st round, expansion teams will be included in entire league LOT for determination of draft order. In years with expansion teams, the 13th round will be in reverse order of round 1.

A team consists of 13 players (6 starters, 6 reserves, 1 NFL team). This rule was altered in 2021 to allow for a 14 player but will change back to 13 players/6 reserves in 2022.
Performances of reserves do not count. Reserves may be drafted at any position.
Teams are permanent fixtures of rosters.
A lineup consists of:
1 Quarterback, 2 Running backs, 2 Receivers, 1 Kicker, and 1 NFL team. One player cannot be listed at two (or more) positions. The Sporting News and TSN.com will determine the players positions.
Only starters will compile points.

A team is allowed unlimited transactions per week. If more than one team is interested in obtaining the available player, the team that is the lowest in the standings has priority. Therefore the last place team has the first option. The next most inept team has the next option, etc. Transacted players may be activated as per the following schedule: (Standard Activation method has the player obtained active the week following acquisition). NEW: The team on your roster may be "Dropped" and a new franchise put in place once per season. The new team must be "Immediately Activated" and the cost will be triple that the normal fee for that part of the season. (For example, a Week 14 Immediate Activation is priced at $20.00. For this special transaction only, the cost would be $60.00). In requesting a Team change thru RTS, waiver must submit Team Offense only. Website manager will adjust Team Defense manually in RTS system to insure there is no conflict in multiple Teams acquiring same Team during the waiver process. This order will assist commissioner in determining which Team has rights to the Team Change, in the case where multiple teams selecting the same team on waivers.

Lineups must be posted at the RKFL Website per timelines established on website, or emailed to Web Commissioner at least ONE HOUR before the kickoff of the week's first game (Thursday night game). Please use email process only if you are unable to access RKFL website. If a franchise fails to communicate the required information to the League Officials before the deadline, the line-up contained within the RKFL site will be used.
The winner of the league will be the team which accumulates the most total points during the NFL regular season. Points are awarded as per the attached scoring schedule. NFL teams on each roster will accumulate points as per the attached schedule.
Statistics for determining point totals will be compiled by the RKFL WebLeague Manager, The Sporting News, or TSN.com. Should any owner disagree, corroboration will be sought in the Denver Post, then in USA Today. Statistics are available daily on the RKFL Website.
A financial report will be distributed to all owners at the end of the season showing Point Totals, Prize Monies awarded and Administrative Costs. (adjusted the payout schedule below to reflect 100% of funding remaining after expenses and DK Bowl. Resulting in +1% added to each place - RTH1/10/23)

The DK Memorial Bowl
"The Darrell Krause Memorial Bowl" will be conducted annually. Bill Wright will administer this Tournament, establishing Brackets and updating brackets each week. This Bowl will commence week 15. Seating for the Bowl is in inverse order of week 14 Standings. The payout shall be $150 for 1st place and $100 to 2nd place. A 3rd and 4th place game shall be created, and the winner shall be paid $50.
Draft Night is annually held at the Garrett Dodrill Estate. Be on TIME!! All entry fees are due and payable at the Draft!!
