By-Laws

Additional Rules:
Article I - Overview The CCFL exists solely for entertainment purposes. The purpose of the CCFL is to enhance the enjoyment of NFL games. Any and all rules, regulations, and scoring methods are to be kept simple to support this goal. CCFL game outcomes are based on the actions of real NFL games and players. As a CCFL franchise owner, general manager, and coach, you will draft a team, set a starting lineup, and make trades and free-agent acquisitions. Your team’s success will depend on the NFL scoring of the players you draft, trade, and start. If your team’s starting player’s score during their NFL games, your team receives points for those players' scores. The CCFL is comprised of 12 franchises. Any change in the number of franchises is subject to the approval of greater than fifty percent of the votes cast on a specific proposal. Changes to the aforementioned and all subsequent by-laws are to be in accordance with Article IX. An entry "fee" of 200 units is charged to each franchise, and is recorded no later than draft night. These units are distributed to franchises based upon weekly, full season, and playoff performances. Additional prizes of 25/100 unit (.25 units) are tallied each week based upon each team's total points relative to each of the other 11 franchises. These additional prizes are "collected" from each franchise with a lower full season point total, and "paid" to each franchise with a higher full season point total. The points prizes are distributed at the conclusion of the CCFL season. All units will be recorded no later than the NFL Super Bowl.

Article II - League Commissioner The League Commissioner position is elected by a majority of the franchises; those individuals who seek the position of League Commissioner will make themselves known at the Owners Meeting. If only one party or franchise "volunteers" for the position, a vote becomes unnecessary.

A. Responsibilities: (i) Coordinating Draft Night; (ii) Keeping CCFL Standings and Statistics o Logging Trade/Waiver Transactions; (iii) Logging Weekly Team Line-Ups; (iv) Serving as CCFL Unit Treasurer

B. Term of Office: The CCFL League Commissioner term of office shall continue for, or until, (i) life; (ii) resignation from position; (iii) election loss following the Owner's Meeting; or (iv) impeachment (see Article IX, Subsection B).

C. Fees/Administrative Expenses: o One hundred (350) units of the total franchise fee recorded is withheld from prize distribution in order to cover league administrative expenses. The League Commissioner may propose new services and will inform the franchise owners of the projected expenses of the same. Adoption of the new services is subject to majority approval.

Article III - League Schedule The CCFL will consist of three divisions, with each division containing four teams. Each team will play their fellow division teams twice each (for a total of 6 intra-divisional games), and will play teams in the other divisions once each (for a total of 8 inter-divisional games). Given the current NFL schedule of 17 weeks (with staggered bye weeks for each NFL team), the CCFL schedule will contain 14 regular season games, 2 weeks of playoffs, and the CCFL Super Bowl. The divisions are as follows: Eastern Division (draft positions 1, 4, 7, 10) Central (2, 5, 8, 11) and West (3, 6, 9, 12).  SCHEDULE WILL BE GENERATED by the Web commissioner. Playoff teams are comprised of: (i) 3 division winners and top 3 wildcard teams; (ii) top 2 division winners get first round byes; (iii) week 15 Wildcard Playoffs feature the #3 division winner plus the 3 wildcard teams; (iv) winners advance to week 16 and the Super Bowl is held in week 17.

Article IV - Playoffs / Prizes The Playoffs consist of the three division winners plus three wildcard teams. The wildcard teams qualify for the playoffs based on their won/loss record. In the event of a tie, the following tie-breakers shall apply: (i) Most wins; (ii) Head to head record; (iii) Record vs. division (ONLY if two teams from the same division); (iv) Total points scored; (v) Point differential; (vi) Coin flip:

A. Home Team Determination: The team with the superior won/loss record is always the home team. In the event of identical records, the same set of tie-breakers used to determine the teams qualifying for the playoffs will also be used here. In the event a playoff game ends in a tie, the "win" will go to the home team.

B. Playoff Seeding: The following playoff seeding exists: (i) #1 seed -Division winner with the best record; (ii) #2 seed - Division winner with the second best record; (iii) #3 seed - Division winner with the third best record; (iv) # 4 seed - Wildcard with the best record; (v) # 5 seed - Wildcard with the second best record; (vi) #6 seed - Wildcard with the third best record. Note: The seed structure remains constant for ALL rounds of the playoffs. In the first week of the playoffs, the top two seeds are granted byes, and seed 3 plays seed 6, and seed 4 plays seed 5. In the following round, the first seed plays the lowest remaining seed, and the second seed plays the higher remaining team. The higher seeded team is always the home team.

C. Prizes: There are two ways to earn prizes. The first way is through an awarding of the 200 units "entry fee" charged on or before Draft Night. The entry fee will be awarded as follows: DESCRIPTION UNITS

***** GRAND TOTAL ***** 2,400 For the Total Points Prizes, any ties in total points will result in the applicable position prizes affected by the tie being divided among the teams involved in the tie.

For example:

(i) If two teams tie for first in total points, those two teams would evenly split the first and second place prizes. The third and fourth place prizes would be unaffected assuming no other ties. o If two teams tie for second in total points, those two teams would evenly split the second and third place prizes. The first and fourth place prizes would be unaffected assuming no other ties.

(ii) If two teams tie for first in total points, and two teams tie for third, then the top two teams would evenly split the first and second place prizes, and the teams tied for third would evenly split the third and fourth place prizes. o If two teams tie for first in total points, and two teams tie for fourth, then the top two teams would evenly split the first and second place prizes, and the two teams tied for fourth would evenly split the fourth place prize. The third place prize would be unaffected assuming no other ties. o If three teams tie for first in total points, those three teams would evenly split the first, second, and third place prizes. The fourth place prize would be unaffected assuming no other ties.

(iii) If two teams tie for first in total points, and three teams tie for third, then the top two teams would evenly split the first and second place prizes, and the three teams tied for third would evenly split the third and fourth place prizes.

(iv) That's probably enough examples, huh?

(v) The second prize does not come from the franchise fee; rather, it comes from the .25 units per point award/charge. For each point a team scores, it receives .25 units from every other team. Conversely, each team is charged .25 units for each point scored by the remainder of the league. All units are tracked by the League Commissioner, and a statement is to be included in the weekly scoring update. The net of all units must be settled with the League Commissioner no later than the NFL Super Bowl, and the League Commissioner will distribute all prizes one week later. In the event that one of the franchises declares personal bankruptcy or disappears from the face of the earth, all units will be adjusted on a pro rata basis. The defaulting team will be ineligible for future inclusion within the CCFL should they once again become solvent, are resurrected, or like Elvis....reappear. This and similar situations are covered in Article IX.

Article V - Draft Night  It is the intention of the CCFL to conduct its draft in the week prior to the first regular season games - preferably on the Thursday or Friday of that week. Besides the drafting of player personnel, the league's franchises will also vote on whether or not to adopt any of the proposals made during the Owner's Meeting. For a proposal to be approved, greater than 50 percent of the votes cast must be for the approval. It is at the discretion of the owners to determine which aesthetics (e.g., what brand of beer) should be present at Draft Night. It is not contingent upon the League Commissioner to provide a listing of draft candidates. Franchise owners may bring whatever supplies they would like to the draft proceedings.

A. Team Representation o Franchise owner(s) may substitute a proxy for himself/herself. Such action requires notification to at least one other Franchise owner. All decisions made by the proxy are binding upon that Franchise owner.

B. Draft Assistant(s) o The CCFL League Commissioner and/or any of the franchise owners may seek an assistant (or assistants) for Draft Night. Thus, if the League Commissioner has a good relationship with Pat Sajak, he/she would be allowed to have Vanna White assist at Draft Night. At the discretion of the owners of the league, local, non-celebrity type assistants would also be allowable.

C. Draft Sequence o The draft sequence is determined by drawing numbers out of a hat, selecting cards at random (e.g., Ace through Deuce for selections one through twelve), or some similar method. o The draft order is based upon the "back and forth" methodology; that is, the team that drafts last in the first round drafts first in the second round, the team that drafts first in the first round drafts last in the second round, and so on. Draft order continues to alternate through each successive round. o Franchises are allotted two minutes per selection in rounds 1 though 8, and one minute per selection in rounds 9 through 17. If a franchise fails to make a selection during its allotted time, the next team in sequence is free to make its selection immediately. o No trading is permitted before of during the draft.

D. Division Assignments The CCFL is comprised of three divisions containing four teams each, for a total of 12 teams. In order to achieve an equitable assignment of teams within each division, teams will be assigned to divisions based upon their draft order. Therefore, divisions will be assigned as follows: o Franchises selecting 1st, 4th, 7th, and 10th in the first round of the draft will be assigned to the Eastern Division. o Franchises selecting 2nd, 5th, 8th, and 11th in the first round of the draft will be assigned to the Central Division. o Franchises selecting 3rd, 6th, 9th, and 12th in the first round of the draft will be assigned to the Western Division.

E. Draft Night Roster Integrity On Draft Night, 17 players are selected with the intent to fill the following roster:

5 Running Back

5 Receivers

2 Kickers

2 Defensive/Special Teams

Article VI - Weekly Line-ups

A. Line-up Each week, each franchise can designate players from its roster as "starters". Points will be awarded to the franchise based upon the scoring achieved by those players designated as "starters" for that week. Below is the line-up format that each franchise may designate as "starters":

1 Quarterback

2 Running Backs

3 Receivers

1 Kicker

1 Defensive/Special Team

Players may only be played in the positions for which they were drafted.

B. Deadline o All line-ups must be communicated to the League Commissioner no later than 12 noon each Sunday). In the event that games are played earlier in the week (e.g., Thursday night or Saturday afternoon), players which will be participating in those games must be communicated to the League Commissioner no later than fifteen minutes prior to the applicable game. Conversely, any players who play in a Thursday or Saturday game and who will not be started that week by the CCFL team, but who started the previous week, must be communicated to the Commissioner as a non-starter. Without that communication, that player will automatically be deemed to be carried forward, and considered to have started. Communication of the replacement is not required at that time unless the player's replacement is also playing in the Thursday or Saturday game. For non-Sunday games, it is only required to submit roster changes for those games; the remainder of the roster may be submitted as the per the Sunday line-up deadline. o The PREFERRED method of submitting line-ups is through the CCFL website. All line-ups submitted through the CCFL website are automatically dated and time-stamped with the date of submission. In the event of a problem with the website, line-ups may be communicated through a phone call to the Commissioner. Phone calls must either be made directly to the Commissioner, or a responsible member of the Commissioner's family, or to a designated answering machine. The answering machine should have the ability to time-stamp each message. If required, an acceptable answering machine will be specified by the commissioner.

C. "Riding" the Same Line-up o If a franchise has no line-up changes from one week to the next, they do not need to re-submit their line-up. The League Commissioner will assume that the previous week's line-up will be played again intact. If a one-for-one player trade was made that week, it will not be assumed that the new player will be the replacement for the traded player. If an updated line-up is not submitted, the position of the traded player will remain vacant for that week.

Article VII - Scoring

The CCFL is what is traditionally known as a "scoring" league. Points are only awarded when a player or team scores points in the NFL game. Points are not awarded for yardage ("performance") with the exception that bonus points are given for scores - offensive touchdowns or field goals - of greater than pre-defined yardage amounts (see Scoring Table). Notes: * Offense is defined as the team that initiates the play (i.e., the team that snaps the ball). ** A return includes fumbles, laterals, interceptions, punt returns. kickoff returns, and blocked kick returns for defensive team, and fumble recoveries for the offensive team. A lateral on an offensive play will be treated as a rushing touchdown. Specific Scoring Situations

A. A fake field goal or a fake punt is considered an offensive play, and if that play results in a touchdown, points will be awarded to the passer/receiver/rusher in the same manner as any other offensive touchdown. Rationale: The team hiking the football is considered the offensive team unless possession of the football changes on that play. Field goal and punt formations are just other offensive sets, in the same way that Split I and Four Receiver Spreads are offensive sets.

B. A field goal or punt in which possession of the football moves to the defending / receiving team, and in which possession is regained by the kicking / punting team (e.g., through a fumble or interception of a lateral), resulting in a touchdown for the kicking / punting team, will be awarded as a defensive / special teams score. Rationale: Once possession was taken by the defending / receiving team, the kicking / punting team became the defending team.

C. An offensive play resulting in a touchdown and in which a lateral led to the touchdown, is treated as a rushing touchdown, with points for yardage awarded based upon the field marker at which the lateral occurred. Therefore, laterals from any offensive player to another result in points only for the player scoring the touchdown. This includes laterals from any player to another, including hook and ladder plays.

D. An offensive play in which the football is fumbled, recovered by the offensive team, and results in a touchdown, will be scored as a rushing touchdown but with no points awarded for yardage. This is considered a fumble "advance" rather than a fumble "return".

E. An offensive play in which possession of the football moves to the defending team, and in which possession is regained by the offensive team , resulting in a touchdown for the original offensive team, will be awarded as a defensive / special teams score. Rationale: Once the defending team took possession, the offensive team became the defending team. The official NFL scoring for that play determines all yardage bonus points. Any disputes regarding the awarding of points should be brought to the attention of the League Commissioner within one week of the occurrence. Resolution will be pursuant with Article IX, Subsection E.

Article VIII - Roster Changes / Transactions This section covers player pick-ups during the waiver wire, player trades, and non-roster integrity following Draft Night.

A. Non-Roster Integrity (Following Draft Night) Immediately following the conclusion of the draft, all trades may occur without regard to the Roster Integrity detailed in Article V. Additionally, team rosters may be increased to a maximum of 20 players, in order to accommodate 2 for 1, 3 for 1, 3 for 2, etc., trades. When a team procures greater than 20 players as a result of multiple player trades, players must be dropped or traded prior to the week's first game, such that the team remains at the 20-player maximum.

B. Waiver Wire Selections

(i) The Waiver Wire is an opportunity for each franchise to add players not on the roster of any other franchise. Available players include those players not previously selected during Draft Night or previous Waiver Wires, as well as those players which had been on the roster of a franchise but dropped during a previous Waiver Wire. Players dropped during the current Waiver Wire cannot be selected by another team until the next Waiver Wire.

(ii) A franchise may or may not choose to select a player during the Waiver Wire. If a franchise does choose to select a player, it must also drop a player currently on its roster.

(iii) The order of selection for the Waiver Wire is based upon the reverse order of the total points standings. The team with the lowest number of total points at the time each Waiver Wire is conducted selects first, and the team with the highest total points selects last. If there are two or more teams tied with points, the team with the poorest Won/Lost record will pick first among those teams. If the Won/Lost records are also the same, the team with the fewest Weekly Wins will pick first. If the Weekly Wins are also the same, then whichever team picked first in the Draft will pick last in the Waiver.

(iv) Teams may trade for future Waiver Wire selections belonging to other teams.

(v) There will be four Waiver Wires during the season. Each Waiver Wire will take place on a Wednesday evening, and will occur in the weeks following the 3rd, 6th, 9th, and 13th weeks of the season.

(vi) The League Commissioner should be notified of all Add/Drops at a time designated by the Commissioner. The Commissioner will post the results of the Waiver to the other league owners. o A team may call in multiple players on its Add list, and will receive the first player on his/her list still available when his/her selection comes up.

(vii) Conditional Drops are allowed. For example, a franchise may choose to drop Player "A" if it receives Player "1" as its selection, and may wish to drop Player "B" if it receives Player "2" as its selection. C. Player Trades

C. Trades

(i) All trades must be reported to the League Commissioner at least one hour prior to the first NFL game of that week. If the first game is Sunday at 1pm, then the trading deadline for that week is noon on that Sunday. If the first game is Thursday at 8pm, then the trading deadline for that week is 7pm on that Thursday. Trades reported to the League Commissioner after the trading deadline has passed will not be effective until the following week.

(ii) Owners may trade only players on their current roster or their own Waiver Wire selections. Teams receiving a Waiver Wire selection as part of a trade pick in the order where the team originally owning that Waiver Wire selection would have picked.

(iii) Trades may not be for CASH, POINTS, or FUTURE YEAR SELECTIONS! o Any objection to a trade can only be made by a franchise not participating in that trade, and must be made within one week of being notified of the trade. (Objections are explained further in Article IX). o No trades will be recognized following the trading deadline for Week 14.

(iv) The Commissioner reserves the right to void any trades which appear to be questionable in nature. (See Article IX - Unusual Circumstances, "Best Interests of the League" Clause.) Note: The term player refers to any QB, RB, TE, WR, K, or Defensive Team.

Article IX - Other

A. Changes to By-Laws All changes to these by-laws must be approved by greater than 50% of the votes cast. Each franchise has one vote, regardless of the number of owners for that franchise. Proposals are generated based upon the Owner's Meeting, where attendees can bring proposals to the attention of their fellow franchise owners. Certain votes, such as CCFL expansion, may have to occur prior to Draft Night. In these cases, the League Commissioner will contact all franchise owners in the most appropriate and expedient manner (e.g., telephone, mail, e-mail, etc.). Administrative changes, even if detailed in the by-laws, remain at the discretion of the League Commissioner.

B. CCFL Commissioner Impeachment A majority vote can impeach the existing CCFL League Commissioner. Upon removal of the Commissioner, those voting for impeachment must also have a majority approved selection for the incoming replacement.

C. "Best Interests of the League" Clause o The CCFL League Commissioner may invoke the subject clause to void a questionable trade. The Commissioner must allow the participants to be heard prior to voidance of the trade. o The Commissioner may hear trade objections from non-participants and will follow the same process as in the prior point. o The Commissioner will serve as the "conscience" of the league, as will all other franchise owners. Through this power, all CCFL members may challenge an issue based upon the "Best Interest of the League". Any and all actions taken by a franchise owner under this clause will be pursuant to Subsection A of this Article.

D. Franchise Bankruptcy/Disappearance In the event of an unusual circumstance - such as a franchise leaving the league just prior to Draft Night - the CCFL League Commissioner will be responsible for handling the issue. The League Commissioner will also be responsible for handling unusual circumstances which occur during the regular season, such as the refusal or inability of a franchise to settle any outstanding amounts due.

E. Scoring Disputes All scoring disputes brought forth by any of the CCFL franchises will be reviewed and resolved by the CCFL League Commissioner. F. Other Other items not explicitly noted within these by-laws will be subject to ruling by the CCFL League Commissioner, with consideration always being given to the "Best Interests of the League".

CLARIFICATION OF RULES ON TRADES:

The rules per the website require that a specific trade deadline must be established, currently by 7pm on Thursday.  The true deadline is one hour prior to first game of the week, so for purposes of games during Thanksgiving week, the deadline is 12 noon on Thursday.
