First and foremost, this is a highly competitive league, and the owners chosen for it have either proven they can succeed in such a league or have come highly recommended by our peers that they too are capable of thriving in such a league. That being said, this is not a monarchy and any ideas to make this league better will be brought to the group and decided on as a group. No changes will be made mid-season but any changes agreed upon by a 2/3 majority will be instituted the following season.
Any owner starting a bye-week player or known injured player will be subject to a 10-point penalty that week and his status in the league will be reviewed on a case-by-case basis. All owners have proven this not to be a problem in the past and I don't foresee it as a problem in the future, just wanted to state the policy so it is on record. Any owners subsequently removed from the league will have their roster managed by both commissioners so as not to create a conflict. This will continue until a suitable replacement owner can be found.
Collusion, or stacking of rosters, will also not be allowed and in severe enough cases be deemed as reason for dismissal from the league. Any trade officially brought into question by an owner as unfair or imbalanced can be brought up to a vote. To overturn a trade requires 2/3 majority and must be brought to the league for vote within 72 hours of trade completion. Any results accrued from that trade, i.e. a player involved in said trade starting for his new owner, will be removed manually and the 3rd highest eligible player at said position will have his score inserted in place of the traded player in question. All official trade offers are valid for 24 hours only. If an owner has offered a player to multiple owners within 24 hours in official proposals and both wish to accept, the original owner decides which offer to accept but the owner whose offer was not accepted will be rewarded either $20 in FAAB money from the offending owner or a 3rd round pick in the subsequent year's draft. If one is unavailable due to trade or FAAB money already spent, it defers to the other. If both are unavailable that compensatory pick is rolled over to the following league year.
Any active player who unfortunately dies while on an owners roster will officially be removed from the roster and, if deceased player has played within the last calendar year, his owner will be compensated with a pick at the end of the 5th round. If he has not played within the last calendar year, his owner receives no compensation.
Trading is officially allowed between the day after the Super Bowl and the kickoff of the first game in week 12. Once week 12 has begun no trades are allowed. Free agent acquisition bidding (FAAB). Will be open from the day after the draft through the beginning of week 16. Once week 16 has kicked off no FAAB moves are allowed and the only method to acquire players is via trade or through the rookie draft itself.
This 12-team league will be broken into 3 divisions. These divisions will be drawn for at the draft. During the 14-week regular season you will play all teams within your division twice and all other teams once. The playoffs will begin in week 15 with the 3 division winners and one wildcard team. The team with the best record/tiebreaker advantage will play the team with the worst record/tiebreakers. It is possible and likely the wildcard team will not necessarily have the worst record/tiebreakers.

After the Super Bowl is played bidding is closed on free agents and players can only be added via trade. You are able to trade draft picks but you will only have access to the following year's picks during the regular season and two years ahead after the Super Bowl to insure league integrity. Roster deadline is the Sunday before the first game of the regular season at midnight(This is usually Labor Day weekend). Any team not under the roster limits will be docked 10 free agent bidding dollars per day until the roster meets the limits set in place.
All trades must be agreed to by Saturday night at midnight in order to be processed for that week. That statement holds true when Thursday night games begin with the understanding that any player involved in a trade cannot be placed in a lineup for a game that has already occurred. I.E. Team A trades for and starts a RB for the Atlanta Falcons on Saturday when the Falcons played two days before in a Thursday night game
Now that the legal stuff is out of the way let's get down to the specifics of this league and it's rules/scoring/roster compostion.
**THE INITIAL DRAFT**
Our initial draft will be 40 rounds and will be held on August 28th at 1 pm at Kevin's house (directions to come). Tables and wireless will be available but we do ask that you bring your own chair for optimum comfort. The first 10 rounds will be auction style with a $100 cap with $1 minimum bids. All players will obtain ten players for their active roster during the auction process. Any money left over from the auction portion of the draft will be added to said owners Free agent bidding budget detailed in the next paragraph. After the 10-round auction it will be a 30-round snake draft to complete the roster. Draft order and division alignment will be determined at random at the draft. Divisions will also be changed at random every four years to keep things fresh and to make new rivalries.
**FREE AGENT BIDDING**
Free agent acquisitions will be determined by a blind bidding system that runs Tuesdays, Wednesdays, and Saturdays. The way it works is if you are interested in a free agent you put in a bid for the player. After the next deadline date whoever bid the highest for the player is awarded the player. If you bid $10 and no one else bids anything the player is awarded to you and $10 is removed from your budget. If there is a tie for the highest bid the player with the lowest point total for the season is awarded the player. Every team starts with 100 dollars to bid on free agents plus any additional money left over from the 10-round auction detailed above. All rookies will be automatically added to the owners practice squad by the commissioner after each bidding period. You are expected to adhere to all roster limits listed below and to respond promptly if you are over the total roster limit or specific position limits after a certain move is made. Because of the blind bidding system the guidelines are a little loose to allow for the larger roster as well as practice squads when making roster moves.
**PRACTICE SQUAD/ROOKIE DRAFTS**
The practice squad is a 15-man roster separate from the active roster of each owner. The only players eligible for the practice squad are rookies and second-year players. A rookie, when acquired may be sent to practice squad only when he is initially acquired. Second-year players are only eligible for the practice squad if they were initially acquired there as a rookie, remain there throughout their rookie year and are stilll on it in their second year. Any 2nd-year player acquired off FAAB bidding is NOT eligible for Practice Squad. He may stay on the practice squad through the end of his second year but once promoted to active he may not be moved back to practice squad unless released outright and reacquired. There will be a ten round rookie draft every August where owners will be able to draft incoming rookies as well as current free agents. The rookie/free agent draft will be non-snake and the owner with the worst record will pick first in each round, second-worst record picks second and so on. After the initial draft the practice squad will be open and available to add any rookies including those selected in the initial draft. The practice squad will have no specific position limitations, meaning if you wanted to have DL occupy all 15 spots on the squad, you are free to do so.
**ACTIVE ROSTER**
The active rosters for each owner, not including the IR spots or practice squad members will consist of the following position minimums and maximums. Please note this is the actual position limits for the active roster. The automated limits at the bottom of the bylaws are expanded to allow for greater roster movement during free agent acquisition bidding and for the period before final roster cuts are due.

**INJURED RESERVE**
There will be up to 5 roster spots to be split between the active roster and practice squad for players on injured reserve (IR). The only players eligible to be placed in an IR slot are players who have actually been placed on injured reserve by their respective NFL teams or players placed on Physically Unable to Perform list(PUP) by their respective NFL team. Players out for an extended period of time but not placed on IR, suspended players, or players not on an NFL roster are NOT eligible for an IR spot.
**FEES**
Initial dues for the first year of the league will be $20 per owner. This fee will go towards paying for the site as well as the purchase of a league trophy to be passed on to the owner for display for approximately one year after he wins. Subsequent years will be $10 per owner. This fee will go towards paying for the site as well as the cost of engraving the trophy with the new champions name and the year of their championship.

Players will be awarded points on a weekly basis based on the criteria below. Please keep in mind we do have decimal scoring and negative scoring for negative plays outlined below. Scoring is universal across all positions, meaning a LB also used in the passing game will accumulate stats in the same manner as an offensive player
