Section I

League Setup
1.00 The Real American League of Fantasy Football is comprised of 12 teams, as of 2001, and is currently broken down into three divisions: the Steve, the Wayne and the Heaney. We are currently at full capacity for teams, so if you have any friends, family or otherwise wanting to gain entrance, tell them no. And Lago, stop promising girls in bars that you can get them in.
1.01 Each year the divisions are arranged based on previous season’s finish. All four D-Cup Semi-Final teams are placed in the Steve Division the following year. The two teams who lost in the wild card round and the two teams with the best records who didn’t make the playoff are placed in the Wayne division. The final four teams who brought shame upon their team, the league and their family name are relegated to the Heaney Division. This format was scientifically calculated by someone at NASA. It was a monkey, but he works for NASA. Although with the demise of the space program, he’ll probably be looking to join the league now. As cool as having a monkey in the league would be, Lago, stop promising monkeys they can be in the league.
1.02 Team names must be determined prior to the Draft. Teams have the option of keeping the same name as the previous year or changing their franchise name. If a name is not set prior to the draft, the franchise rescinds its naming rights and the commissioner will assume the responsibility. This is how names like Sincerely Sin and Lagolicious come about.
1.03 We currently use Real Fantasy Sports site (http://www.rtsports.com/) as our online software of choice. This comes after the Fanball era (2003-2010) and the original Terry Bradshaw Fantasy Football League (1996-2002). All login information should translate to the new site. Contact the commissioner for any other details.

Section II
The Draft
2.00 The Draft is generally held at the Masucci Compound, poolside, in Boxford. A time and date is set by the commissioner and completed disregarded. A four-man, hi-tech squad of engineers and members from the electricians' union are needed to completely wire the "draft area" for nation-wide conference calling to include franchises located outside of the Tri-Town area. They will wake up late and hold up the draft. Note: the above procedures can be replaced by simply holding the draft at Hooters.
2.01 Keepers must be declared before the draft. A deadline will be set by the commissioner. Once keepers are set, only keepers and draft picks can be traded. Rules and regulations involving Keepers will be set by the commissioner through the help of the Original Franchise Committee (OFC). As of right now, teams may keep up to 3 players, with no more than one player per position.
2.02 Prior to the draft, my mom will have 2-6 different jobs for me to accomplish on the morning of the draft, some which may include cleaning my room, uninstalling an air conditioner, moving safes, reupholstering sofas, weatherstripping the house and constructing a home entertainment center out of a ball of yarn, three milk cartons, a blender and leftover meatloaf. This can not be avoided and sometimes help will be required.
2.03 Draft order is determined by order of finish the previous season. The D-Cup champ drafts last, the runner-up drafts second to last. The two teams that lost in the Semi-Finals are sorted according to regular season record and draft third and fourth from last.. The two teams that lost in the Wild-Card games are sorted by regular season records and draft fifth and sixth from last. Picks 1-6 are determined by the Masco Cup and Loser Bowl. The winner of the Masco Cup drafts first, followed by the runner up and then 3rd place finisher. The Loser of the Loser Bowl drafts 6th, with the runner-up drafting 5th and the team with the most nuts in the Loser Bowl drafting 4th. This will continually be confusing, but we will keep doing it.
2.04 The draft is not "reverse-order". The draft order is the same for every round, with the exception of trades.
2.05 An agreed-upon cap will be set for rosters as well as each position prior to the draft. Once a team reaches the roster cap, he/she is finished with the draft and free to watch Patriots Pre-Season Football. The position cap limits the amount of players that can be drafted for one position. Currently, “Plus 1” roster rules are in effect for every position except WR: You may draft 4 QBS, 5 RBs, 6 WRs, 3 TEs, 3 Ks, and 3 DTs. You may not exceed 17 players, including your keepers, at the end of the draft. There is a lot of math involved here, but if you learned anything from Mr. Hussey- besides child pornography- then you should be ok. (NOTE: Roster size and reduction of Plus 1 for WRs was changed prior to the 2014 season. The roster size was reduced because people didn't like spending an inordinate amount of time drafting 2 extra players at Hooters. And I don't recall why the WR was eliminated from the Plus 1 rules. But this was all voted on. Trust me.)
2.06 If either the roster or position cap is violated. The players that caused a team t exceed the cap will be immediately dropped and available in the draft or free agency. For example, if you draft a 5th QB, he will be dropped from your team as soon as it is realized you have broken the cap. You will not get to pick up another player until your next draft pick comes up.
2.07 Players may be traded and/or dropped during the draft as long as the integrity of the roster and position caps are upheld.
2.08 Players are encouraged to draft in a quick fashion. Coaches are expected to know a reasonable amount of players that are available prior to the draft. An unexplainable length of time on the clock can result in a beating by fellow coaches, being tossed in the pool and if drastic enough, punishment by "butt-nugget".
2.09 No extra time for selecting a pick will be granted even if you state, "Oh, that was my next pick! You screwed me, now I don't know who to take."
2.10 It is not required by any coach to reveal the status of a player even if someone drafts a player that is out for the season with a torn ACL, even if that same coach then drafts another player who is also out for the season. As a matter of fact, if that person is Darnay Scott, who plays for the Bengals no less, and is drafted by the two old guys from Revere who share a team, then it is required that you make fun of a) their age b) that senility is finally setting in c) they are from Revere and/or d) that they just drafted a Bengal who is coincidentally out for the season.
2.11
If a coach can not make the draft or stay for the entire duration of the draft he/she must a) provide someone at the draft with a list of their picks b) have a replacement fill-in for them c) call in from wherever they are, making sure they make arrangements beforehand with the commissioner and call in on time d) wait to the draft is over, cry, and start picking up free agents like Cory Schlesinger. They can also set the their account to auto-draft. 

2.12 Due to trading of draft picks, if a team does not have enough draft picks over the course of 14 rounds to complete their team, they will be placed in the supplemental draft. This will be comprised of each team who is short of a full roster. The draft order for the supplemental draft will mirror the same order as the regular draft. Each round of the supplemental draft will be repeated, eliminating teams who have a full roster, until all rosters are full.

2.13 No one under any circumstances should draft Tony Banks with the first overall pick. This rule can be broken but it is unadvised.
2.14 Before participating in the draft, a pre-determined league fee is required, payable to the commissioner in order to cover league costs and trophy engraving charges. Most people will ignore this fee, but be aware that the commissioner keeps a little black notebook with a list of names of people who have betrayed him in the past, and this may not ever matter, unless that one fateful day arrives where the commissioner is cut-off in traffic one too many times, or someone insults his family, or gives him a "flat tire" by intentionally stepping on the rear of his sneakers causing them to come off his feet, or he loses his keys, or gets someone else's mail delivered to his house by accident, or he gets Final Jeopardy wrong, or someone puts chocolate in his peanut butter, or he finds out they have discontinued the free Italian buffet. If that happens, well, you just may be in trouble, so just pay the fee ok.
2.15 Every four years, after neglecting to pay the yearly fee, owners will feel remorse and pay the fee.

Section III
Schedule
3.00 Since 2005 when a 3rd division was added, the RALFF schedule has been determined by a preset schedule based on finish the previous year. Each team will play their 3 division rivals 2 times. They will play 7 non-divisional games. Each team will have one team they do not play in the regular season.
3.01 The RALFF regular season will consist of NFL Weeks 1 though 13. The RALFF playoffs will be played Weeks 14-16, with the D-Cup Championships taking place during Week 16 of the NFL.
3.02 Division matches will be weeks 2, 5, 7, 9, 11 and 13, with week 13 being the last regular season game of the year. It always will feature the D-Cup championship matchup of the year before.
3.03 All coaches are responsible for knowing when there will be Thursday, Saturday or any other irregular scheduled games within the NFL. The commissioner will do due diligence to remind everyone. People will gripe either way.
3.04 They say a tie is like kissing your sister. I guess kissing your sister is encouraged in the RALFF. Ties are allowed in regular season RALFF play.

Section IV
Rosters
4.00 RALFF roster will consist of a pre-determined number of players. Currently it is 17 players.
4.01 Positional limits must also be kept intact. Currently, “Plus 1” rules are in effect except for WRs, meaning you can have 4 QBs, 5, RBs, 6 WRs, 3 TEs, 3 Ks, and 3 DTs on your team as long as your overall active roster size does not exceed 19 players. It is called Plus 1 because the limits were always one more than what you were able to draft, but now you can draft Plus 1, so it’s really confusing, and I’m sorry, but you voted for this. Except for WRs. In actuality, you don't need to even know what "Plus 1" is. You just have to make sure you don't exceed these limits: 4 QBs, 5, RBs, 6 WRs, 3 TEs, 3 Ks, and 3 DTs.
4.02 Teams may exceed the roster cap only if they have players who qualify to be placed on the Injured Reserve. Injured Reserve players must be listed as "Out" or “Doubtful” within the NFL-issued Injury Reports. Those players must be placed on the IR. Any discrepancy of a player’s status will be determined by the commissioner. Teams may request a status change by the commissioner but will need written proof of a players injury. Yes, a doctor’s note will suffice.
4.03 If a player is placed on the IR, and replaced with another player, and the player placed on the IR actually plays, than the player picked up is immediately dismissed from their roster and will receive no starting nuts for that week.
4.04 Team owners are responsible for removing players who return from injury in a timely manner. The commissioner may take action for you or request a roster move to keep your roster limits intact.

4.05 Players who have been suspended by the league are not eligible for IR positions. They have done bad in some way or another and you may not reap the benefits of this. (addendum: it is the belief of the commissioner that ridiculous suspensions like those based on "general awareness" of ball deflation should not be subject to these same rules. However we must vote on this. Stay tuned.)

4.06 Not unlike your itunes user agreement, the NFL injury report is constantly changing its rules so no one understands what the fudge muffins is going on. This results in a lot of the above being nearly impossible to police. The Commissioner will rely on deputy justice from all owners to watch each others rosters and then proceed to bitch and moan to the Commissioner until action is taken. This will usually occur only when roster infractions are made by that team's opponent of the week or if a player transaction will result in a benefit to said complaining owner. Otherwise, no one really gives a shit.

Section V
Transactions
5.00 Following the draft, no transactions can be made prior to the start of the season. This is the rule in the rule book. That is why you are reading it now. At the end of every draft, this will be questioned by everyone. In the end, this rule will probably be followed. Or an impromptu vote will be raised to change the rule. This will happen without fail every season. Once the season starts, transactions can be made on a weekly basis. The transaction period starts Tuesday morning through the waiver wire system.
5.01 On Wednesday, all roster moves are determined by record. If two people want the same person, the team with the worse record gets them. However, the last place team does not have dibs on every player. Once the last place team picks up a player, the second to last player now has priority. So if you wish to pick up more than one player it is best to rank them in order of preference. This has been determined by Fanball’s intensely convoluted system. We can only hope the new site’s system is easier to follow. (Note: it is automated, but not sure it's easier as people are often confused. This may not necessarily be a product of the software rather most likely the user.)
5.02 All free agent waiver requests will be blind, and automated by the site. All submission must be entered by Noon on Wednesday. Fanball announces the approved moves at Noon EST. All transactions will be frozen until 4pm EST when all remaining free agents are made available and can be picked up via the "first come, first served" method. The new site requires a 4-hour window between completion of waiver wire and free agent period.
5.02b The free agent period used to end at 1pm on Sunday. Free agency will now stay open until the kickoff of the last game of the week (generally Monday Night Football). However, only free agents who've games have not started and rostered players who's games have not started will be eligible to participate in the free agent transacations.
5.03 Regardless of a Thursday night scheduled game, the transaction schedule will remain the same. In the past we moved it up a day, but it has been this way since we moved to Fanball. It’s time to get used to it.
5.04 You may not pick up a player if they have played already in the week. For instance if a player has a Thursday game and scores 40 nuts and you think, "Hey that guy should be on my team," you will have to wait until the next waiver wire to pick him up. Likewise, if you start your QB on a Thursday night game and he puts up zero nuts and you want to send a message to your squad, you can not drop him until the end of the week. If a player has started, he stays on your roster until the end of the week. Non-started players may be dropped.
5.05 A player must be officially available in the RALFF in order to be picked up. Mike Tice is no longer eligible due to his superiority. O.J. Simpson, ALF, Queen Elizabeth II, Chad Howard, Howard the Duck and all members of Menudo are also ineligible for their own reasons. Check with the commissioner on players that may come into question. Players generally qualify for one position. Any intention to use a player outside his pre-determined position will need to be cleared through the commissioner’s office. This will come into play every other year when Nate tries to pick up a Pats LB and start him at TE.
5.06 Players can be placed on the Injured Reserve list to create roster space. See Section IV, 4.01 though 4.04 to see how players qualify for Injured Reserve. Prepare to be confused.
5.07 Trades are welcomed in the RALFF. In order for a trade to be officially completed all parties involved must report the trade to the commissioner. After all trades are said and done, all rosters of the parties involved must comply with the roster cap. This is when the rest of the league will bitch and moan about collusion and cheating towards one of the trade parties, with references to the final scene of The Accused being made.
5.08 The Trade Deadline in the RALFF is before the start of Week 9. Trades may occur up until the first kickoff of Week 9.

Section VI
Controversial Basketball Rules
6.00 Here are some basketball rules that always cause arguments and controversy.
6.01 Rule No. 8-Out-of-Bounds Section II-Ball
a. The ball is out-of-bounds when it touches a player who is out-of-bounds or any other person, the floor, or any object on, above or outside of a boundary or the supports or back of the backboard.
b. Any ball that rebounds or passes directly over the backboard, in either direction, from any point is considered out-of-bounds.
c. The ball is caused to go out-of-bounds by the last player to touch it before it goes out, provided it is out-of-bounds because of touching something other than a player. If the ball is out-of-bounds because of touching a player who is on or outside a boundary, such player caused it to go out.
d. If the ball goes out-of-bounds and was last touched simultaneously by two opponents, both of whom are inbounds or out-of-bounds, or if the official is in doubt as to who last touched the ball, or if the officials disagree, play shall be resumed by a jump ball between the two involved players in the nearest restraining circle.
6.03 The key point here is b. The ball can not travel over the backboard from either direction, however it does not make any statements about the top or sides of the backboard, meaning they are in play.
6.04 Basketball Section XIV-Traveling
a. A player who receives the ball while standing still may pivot, using either foot as the pivot foot.
b. A player who receives the ball while he is progressing or upon completion of a dribble, may use a two-count rhythm in coming to a stop, passing or shooting the ball. The first count occurs: (1) As he receives the ball, if either foot is touching the floor at the time he receives it. (2) As the foot touches the floor, or as both feet touch the floor simultaneously after he receives the ball, if both feet are off the floor when he receives it. The second occurs: (1) After the count of one when either foot touches the floor, or both feet touch the floor simultaneously. c. A player who comes to a stop on the count of one may pivot, using either foot as the pivot foot.
d. A player who comes to a stop on the count of two, with one foot in advance of the other, may pivot using only the rear foot as the pivot foot.
e. A player who comes to a stop on the count of two, with neither foot in advance of the other, may use either foot as the pivot foot.
f. In starting a dribble after (1) receiving the ball while standing still, or (2) coming to a legal stop, the ball must be out of the player's hand before the pivot foot is raised off the floor.
g. If a player, with the ball in his possession, raises his pivot foot off the floor, he must pass or shoot before his pivot foot returns to the floor. If he drops the ball while in the air, he may not be the first to touch the ball.
h. A player who falls to the floor while holding the ball, or while coming to a stop, may not gain an advantage by sliding.
i. A player who attempts a field goal may not be the first to touch the ball if it fails to touch the backboard, basket ring or another player.
PENALTY: Loss of ball. The ball is awarded to the opposing team at the sideline, nearest spot of the violation but no nearer the baseline than the foul line extended.
6.05 The key points here are distinguishing traveling calls, but more importantly section i. Section i clearly states that if someone shoots the ball and it doesn't touch the rim, backboard or another player, they can not grab the ball, regardless if it goes over the cylinder or anything else silly like that.

Section VII
Lineup Submission
7.00 Lineups must be submitted before game time for that week. It is strongly encouraged that lineups are submitted well in advance of kickoffs, however last second lineup changes are legal.
7.01 Lineups will consist of a predetermined number of players by position. Currently, rules stipulate you should start 1 QB, 2 RBs, 3 WRs, 1 TE, 1 K and 1 DT/ST. Not starting a DT/ST or starting a DT/ST on BYE will result in a -15 nut penalty.
7.02 The primary accepted lineup submission should occur through our online site—realtime fantasy sports (http://www.rtsports.com/). Lineups must submitted 5 minutes before kickoff of any game. If you want to include a player on a Thursday or Saturday night game, you would need to have them in your lineup at the start of those games. 7.02b You can now make roster changes for 4pm, Sunday night or Monday night games once the 1pm game start. You can only make roster changes to players who's games have not started yet. You may pick up free agents and drop players or change starters if those players' games have not started yet.
7.03 In the case of a last minute lineup change where you are not near your computer, your options are: exchanged lineups with a) your opponent for that week or b) the commissioner. No lineups will be accepted via a third party especially if it is Jon's answering machine. At the very least a lineup should be submitted via email or a phone message to the commissioner; something with a time stamp. If someone turns in a lineup that conflicts (ex. An email to the commissioner and a text to their opponent), the commissioner can determine that the previous week’s lineup should be used.
7.04 Under no circumstances will a lineup be accepted after a week has been completed. (ex. Tuesday morning) From now on, if the final stats are posted they will be considered final unless it is determined that the commissioner was at fault. You all drink liquor like big boys, act like big boys. Wow, I can't believe the first lecture didn't come in until section 7, that's pretty good.
7.05 If a lineup is not submitted, the previous week's lineup will be used. If a lineup is not submitted on week 1, then only the Keepers of a team will be started.
7.06 If you are playing the commissioner, please adhere to the rules. It's bad enough when I need to referee other people's arguments, I don't need to have the stress of being the commissioner and having a conflict-of-interest in deciding a lineup argument.
7.07 In related news, a general consensus will be used when controversies arise revolving lineups and the idiots that misuse them. However, the commissioner will ultimately make the final decision.

Section VIII
Nut Scoring System
8.00 The Nut Scoring system is established at the beginning of the season. It can be found posted on the RALFF.com website or on file at the commissioner's office.
8.01 Any suggestions for rule changes must be made prior to the season and brought before all owners for a vote. Some votes will require a majority vote, others will need 2/3 vote for approval. This will be dependent on the significance of the vote when the rule change is submitted. Commissioner will advise on level/significance of rule change voting but ultimately be open to league vote if there is a disagreement on majority vs 2/3 vote.
8.02 There is very little discretion interpreting the Nut Scoring Rules, however Abe Lincoln can always sway the results, if you know what I'm saying!

Section IX
Playoffs
9.00 The RALFF playoffs are held from Weeks 14 - 16 in the NFL.
9.01 Six teams make the playoffs. The three division winners each get automatic bids, with the two best records amongst them getting a bye in the 1st round of the playoffs (week 14). The other three teams are seeded according to best record.
9.02 After the first round, all remaining teams are re-seeded and play in the semi-finals. The two winners advance to the D-Cup Championships in Week 16.
9.03 All teams not making the playoffs are seeded according to record and entered into the Eliminator Round in week 14 to determine which teams will play in the Masco Cup and which will play in the Loser Bowl. The three highest scoring teams will play in the Masco Cup in weeks 15-16 while the three lowest scoring teams will be sent to the Loser Bowl.
9.04 After the Eliminator Round, the Masco Cup and Loser Bowl are both 2-week aggregate scoring competitions. In the Masco Cup, the team that has the highest 2-week score (weeks 15 & 16) will win the Masco Cup trophy and earn the #1 pick in the next year’s draft. Second place will win the #2 pick in the draft and third place will win the #3 pick in the draft. Likewise, in the Loser Bowl, the team that has the highest 2-week score (weeks 15 & 16) will earn the #4 pick, while the second-highest scoring team will earn the #5 pick in the following year’s draft. The team that comes in last will get the #6 pick and be named the Pete Carroll Award Loser, possibly the most humiliating award in all of sports.
9.05 In case three or more teams are tied for the playoff spots, the following tie-breaks are used:
a) Head to head (best winning % in games between teams)
b) Best Winning % in division games (if tie is in same division)
c) Best net starting nuts in division games (if tie is in same division)
d) Best bet starting nuts in all games
e) Best non-starting nuts in all games
f) If possible (in the same state) best-of-five Paper-Rock-Scissors with the Commissioner present otherwise a coin toss by the Commissioner.
9.06 Once teams are eliminated and there are only two teams remaining, the tie-breaks start over as if there are only two teams fighting for the final playoff spot. For example, if head to head does not eliminate any one because Team A beat Team B but Team B beat Team C and Team C beat Team A, then you would go to the next tie-break. Say Team A has a better division record as both B and C, but B and C have the same division record, then Team A goes to the playoffs. If there is another playoff spot available, then B and C would go back to head-to-head record, and in this case Team B beat Team C so Team B advances.

PLAYOFF SEEDING TIEBREAKERS
9.07
RALFF playoff tiebreakers follow the same stringent guidelines as the NFL.
If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.

Two Clubs

  1. Head-to-head (best won-lost-tied percentage in games between the clubs).
  2. Best won-lost-tied percentage in games played within the division.
  3. Most starting nuts in division games.
  4. Most starting nuts in all games.
  5. If possible (in the same state) best-of-five Paper-Rock-Scissors with the Commissioner present otherwise a coin toss by the Commissioner.

Three or More Clubs

(Note: If two clubs remain tied after third or other clubs are eliminated during any step, tie breaker reverts to step 1 of the two-club format).

  1. Head-to-head (best won-lost-tied percentage in games among the clubs).
  2. Best won-lost-tied percentage in games played within the division.
  3. Most starting nuts in division games.
  4. Most starting nuts in all games.
  5. If possible (in the same state) best-of-five Paper-Rock-Scissors with the Commissioner present otherwise a coin toss by the Commissioner.

TO BREAK A TIE FOR THE WILD-CARD TEAM

If it is necessary to break ties to determine the two Wild-Card clubs from each conference, the following steps will be taken.

  1. If the tied clubs are from the same division, apply division tie breaker.
  2. If the tied clubs are from different divisions, apply the following steps.

Two Clubs

  1. Head-to-head, if applicable.
  2. Most starting nuts in all games.
  3. If possible (in the same state) best-of-five Paper-Rock-Scissors with the Commissioner present otherwise a coin toss by the Commissioner.

Three or More Clubs

(Note: If two clubs remain tied after third or other clubs are eliminated, tie breaker reverts to step 1 of applicable two-club format.)

  1. Apply division tie breaker to eliminate all but the highest ranked club in each division prior to proceeding to step 2. The original seeding within a division upon application of the division tie breaker remains the same for all subsequent applications of the procedure that are necessary to identify the two Wild-Card participants.
  2. Head-to-head sweep. (Applicable only if one club has defeated each of the others or if one club has lost to each of the others.)
  3. Head-to-head (best won-lost-tied percentage in games among the clubs).
  4. Most starting nuts in all games.
  5. If possible (in the same state) best-of-five Paper-Rock-Scissors with the Commissioner present otherwise a coin toss by the Commissioner.

When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tie breaker if the top-ranked team in that division qualifies for a Wild-Card berth.

OTHER TIE-BREAKING PROCEDURES

  1. Only one club advances to the playoffs in any tie-breaking step. Remaining tied clubs revert to the first step of the applicable division or Wild-Card tie breakers. As an example, if two clubs remain tied in any tie-breaker step after all other clubs have been eliminated, the procedure reverts to step one of the two-club format to determine the winner. When one club wins the tie breaker, all other clubs revert to step 1 of the applicable two-club or three-club format.

PLAYOFF GAME TIEBREAKERS

9.08 In the event of a playoff game tie the following will be used to determine which team will advance.

  1. Starting nuts
  2. Bench nuts
  3. Starting combined QB, RB & WR nuts
  4. Starting DT nuts
  5. Starting combined TE & K nuts
  6. Starting QB nuts
  7. Starting combined RB nuts
  8. Starting combined WR nuts
  9. regular season head-to-head
  10. regular season total nuts scored (in all games)

Season

Regular Season
