If NFL cancels season, money will be used the following year. 5 game rule will be waived. Draft order will be based on previous years overall standings.

The following have been voted on and ratified by the owners of the C.F.F.L. and will be recognized as the official rules governing this fantasy football league.

Changes and/or amendments to these rules can only be made by a joint meeting of all C.F.F.L. owners and any suggestions for new rules or rule changes must be voted for by majority of the owners.

 

SECTION 1 - YEARLY REGISTRATION

1.1 Registration Fee's

            Each year all existing (including the commissioner) and new owners will pay a non-refundable registration fee of $35.00, and any addition remuneration paid to a previous owner if necessary.  This will cover the cost of prize money and other miscellaneous expenses incurred during the fantasy football season.  Fees are to be paid on or before the preseason draft.

 

SECTION 2 - LEAGUE COMMISSIONER

2.1 Duties and Responsibilities

            The commissioner will be responsible for all statistical record keeping including:

                        1) Maintaining up-to-date team standings.

                        2) Maintaining current team roster information.

                        3) Be official and accurate score keeper for the league.

                        4) Maintain a log of trades and transactions.

            The commissioner is also responsible for all moneys received for the league during the season.  The commissioner will be held accountable for the distribution of all prize money at the end of the season.  Except for expenses incurred, all money taken in, must be given out.

            The commissioner will be the final arbitrator in any disputes involving team owners.  If the commissioner is involved in the dispute, the assistant commissioner will become the arbitrator of that dispute.

            If in a dispute, the commissioner and assistant commissioner are involved, the other owners will settle it with a majority vote.

2.2 Election of the Commissioner

            Each season, at the preseason draft, an assistant commissioner will be elected by a simple majority vote.  This person will serve as the commissioner the following year.

 

SECTION 3 - TEAM & LEAGUE MAKE UP

3.1 Number of Players on a Roster

            A team roster will consist of a maximum of fifteen players.  Roster positions can be filled by any player who is currently signed with any NFL team, including any offensive or defensive position.  There are no limits to the number of players from each position or NFL team that can be on a C.F.F.L. team roster.

3.2 Multiple Position Players

            If a player plays multiple positions in the NFL (wide receiver and running back for example), that player's position in this league will be voted on by the owners during the preseason draft.  The league will use the position as determined by the website.

3.3 Number of Players in a Game

            For each individual game, an owner may field no more than seven players, and one defensive team.  Broken down as follows:

                        A) One Quarterback

                        B) Two Running Backs

                        C) Two Wide Receivers

                        D) One Tight End

                        E) One Kicker

                        F) One NFL Defense/Special team

                        G) Flex (RB,WR, or TE)

3.4 Divisions

            In order to properly make the league work, the league must consist of an even number of teams.  The league should have at least eight teams and no more than sixteen (this is only by suggestion).

            In the event of eight teams in a league, there will be two divisions of four teams each.

            In the event of ten teams, there will be two divisions of five teams each.

            In the event of twelve teams, there will be three divisions of four teams each.

            In the event of fourteen teams, there will be three divisions.  Two divisions with five teams and one division with four teams.

            In the event of sixteen teams, there will be three divisions.  Two divisions with five teams and one division with six teams.

            Each team should play against their own division teams at least twice, and everyone else at least once.

            In order to determine which teams go into what division, the commissioner will randomly pull from "the hat," or if it is a new league, every odd owner is in one division and the rest are in the opposite division.

3.5 Odd Number of Owners

            According to section 3.4, the league must consist of an even number of teams.  If the league has an odd number of owners at preseason draft time, the league will impose a “ghost team.”  In order to create the "ghost team,” the commissioner will first create the season’s play schedule with the appropriate even number of teams (including the “ghost team” as one).  The commissioner will randomly pick a team in the league to represent the “ghost team” for each week, making sure no team plays against themselves.

            The team who is representing the “ghost team” for the week is using the exact same line up as their own, and is not affected by the “ghost team’s” win or loss.  Teams playing against the “ghost team” will be affected by the win or loss, and still must attempt to win.  Teams within the “ghost team’s” division will have division wins or losses versus the “ghost team.”

            The “ghost team” will not be used in any playoff spots or winners of any divisions.  Records shown on game/stat sheets for the “ghost team” should be shown for entertainment purposes only, not official records

 

SECTION 4 - NEW AND EXPANSION DRAFT 

4.1 New League Drafting

            When starting a new league, all owners must be present.  If an owner is not present, that owner must send a representative to draft for them.  No other owner may draft for another owner.

     The first round shall consist of each new team owner drawing a number out of “the hat” to determine the draft order for the first two rounds.  The owner with the first pick has five minutes to draft their first player.  Then it proceeds to the owner with the second pick , who also has only five minutes, and so forth until each owner has one player on their roster.  In the second draft round, the draft order is reversed of the first draft round.  I.E.. the owner who drafted first in the first round will draft last in the second round.  In the third draft round, each owner will choose from “the hat” again to determine the draft order for this round and the next, which will be the opposite order of the previous round. This format will continue until each owner has the maximum number of players on their roster.  After the new league draft has been completed, any owner may choose to drop any players they have second thoughts about and pick up any unsigned players that are available, with the approval of the other owners.

4.2 Expansion Drafting

     The current existing league may choose to expand with new expansion teams.  In order to bring the new expansion team(s) in line, they must be allowed to have an expansion draft.  The new expansion team(s) will draft in the expansion draft before any of the existing owners have a chance to draft in the preseason draft.  This procedure will follow in the same manner as section 4.1.  In order for the expansion teams to get the full potential of players, the existing owners must release any players they choose not to keep signed on.  This is done prior to the preseason draft, on Draft Day.  The expansion draft continues until the expansion team(s) have five players.

4.3 Replacement Owner

     New Owners maybe brought into the league to replace a current owner. If the new owner comes into the league midseason, they will take over the management of the team for the owner being replaced. If the new owner comes into the league during the offseason, they will have the option of either taking over the existing team, or starting over with a new team. If the owner takes over an existing team, they will follow the same preseason rules in section 5. If they elect to start over as a new team, they will be treated as an expansion team and follow the rules under sections 4.2 and 5.3.

 

            SECTION 5 - PRESEASON DRAFT

5.1 Preseason Draft

            The preseason draft is to be called to order by the new commissioner before the first game of the regular NFL season.  Usually draft day will be held after the final NFL player cuts.

 

5.2 Player Retainment


For existing teams, the team owners must retain a minimum of five players on their team from the previous year's roster. Each team owner may protect any player from the previous year that has played in at least five regular season C.F.F.L. games; this includes a traded player played by another team. For each player that an owner retains over the four, they will lose a pick in the preseason draft. Example: If an owner retains five players, they will draft in the second round.

Team owners have the option to retain one player who has not played five regular season C.F.F.L. games. This is the injured reserve player.

The Super Bowl winner of the previous year will announce who they wish to retain first, and then the Super Bowl loser is next. This order will continue until the worst team from last year.

Team owners may only retain one quarterback.

Any players not protected are placed into the draft pool from which any team owner may draft from.

5.3 Draft Proceedings

First draft choice goes to the team that had the worst record the previous season.  Second choice goes to the team with the second worst record, and so on until the playoff  teams.  The wild card loser with the worst record chooses next and on up to the Super Bowl champion.  Any ties in the record will be broken in the same manner as listed under regular season play (section 10.2).   Expansion teams then proceed to draft in the same manner as section 4.1.  This draft order will not change (except for expansion teams which pick a new order every other round) unless trades for draft choices are involved.  For example the Super Bowl winner will always draft just before the expansion teams.  The preseason draft will continue until each team has reached the maximum number of players.


Teams may add/drop players the day after the draft. After this date, players can only be picked up during the supplemental drafts.

SECTION 6 - FREE AGENT DRAFT

6.1 Free Agent and Dates of Draft

            The term Free Agent applies to any NFL player who has not been signed by one of the C.F.F.L. teams.

            Free Agent drafts will be held before midnight the day preceding the first NFL game for that week.

                        Supplemental is every 3 weeks.

                              Free Agent drafts will be held before:

                              Week three, Week six, Week nine, and week twelve..

            The exact date, time and location will be determined by the commissioner no later than one week in advance.

6.2 Procedures for Free Agent Draft

Eligible players will be drafted by submitting bids in increments of one dollar, with a minimum of a one dollar bid.  Each owner will make their bid along with the name of the player they would like to draft, the bid amount, and the player to be dropped.  The highest bid for each player in that round gives the owner the right to sign that player.  For each new player signed, the owner must drop a player to keep their roster at the maximum level.

            If two owners bid the same amount for the same player in the same round, the following tie breaker rules will be applied:

1)Team with worst overall winning percentage
2)Team with lowest points scored in season
3)Team with worst division winning percentage

6.3 Free Agent Draft Pool Money Collection

            Any money received by the league for free agents is kept in a free agent money pool, which is used to cover all league expenses during the year.  Any unused money is to be split among the two Super Bowl participants.  The Super Bowl winner will receive 70% and the loser will receive 30%.

 SECTION 7 - TRADES

7.1 Limits on Trading

            Trading is to be unlimited except as noted below:

                        1) All trades must be approved by the commissioner.

                        2) Future draft choices given in exchange for players can only be for the immediately following year.  All league fees' for the following year must be paid by the two owners before approval of the trade.

                        3) Money is allowed to be exchanged between owners for trades, but no dollar limit is imposed.

                        4) Traded players between 2 teams in a season cannot be traded back during the same season.

                        5) Absolutely no trades after Week twelve of the C.F.F.L. regular season.

 

7.2 Trades Involving Draft Picks

            After a trade has been approved, the traded player is considered the property of the new team immediately, and will count as a retained player on the new team.  The team may choose to put the player back into free agency pool, or trade the player again prior to the preseason draft.

            A team that trades away draft picks must retain the appropriate  number of players for the round involved. For example, if a team trades their second round pick in the draft, they must retain a maximum of six players or retain five players and have their first round preseason pick to choose from.

 

SECTION 8 - OWNERS RESPONSIBILITIES

8.1 Team Lineups

            Every week the owners will set their team lineup. Players will lock once their game begins.

8.2 Responsibilities of the Team

            An owner who, in the eyes of the commissioner, is attempting to lose a game on purpose can be forced to change their lineup or can have their trades nullified. (See Section 7 - Trades)

            All of the owners are responsible for playing their team to the best of the owner’s abilities throughout the season.

 

8.3 Voting

            In addition to the above responsibilities, the owners will be responsible for voting.  It must be a majority vote of all owners present to overturn a commissioner's decision or to accept a new or change an existing rule.

            In the case of a dispute between the commissioner and the assistant commissioner, a simple majority vote by the owners will suffice.

 

8.4 Ownership

            Although an owner does not have any limitation as to the number of leagues they may join, they may own only one team in this league.

 

SECTION 9 - SCORING

9.1 Scoring of Points

            A C.F.F.L. team scores one point for each point that a player (or defense/special team) that is in the owners starting lineup, is directly responsible for.  Additional points are awarded for yardage and field goal placement

EXAMPLE :   If a quarterback throws a touchdown pass to a receiver, the team that has the quarterback in their starting lineup that week scores the six points.  This also occurs for the team that has the receiver in their starting lineup.  If both the quarterback and the receiver are on the same C.F.F.L. team, that C.F.F.L. team will receive twelve points.

 

9.2 Ties in Games

            If at the end of a C.F.F.L. game, two opposing teams score the same number of points, the team with the most combined yards for the game will automatically receive three points for a "field goal" to win the game in overtime.  This will eliminate ties in records.

 

SECTION 10 - PLAYOFFS

 

10.1 Qualifying Teams for the Playoffs

            Each year anywhere from four to six teams will be admitted into the C.F.F.L. playoffs.  For the breakdown of playoff berths see below:

                        Eight team league - Two division winners and two wild card teams.  This league plays 15 regular season games, with weeks 16 and 17 for Playoffs and Super Bowl.

                        Ten team league - Two division winners and four wild card teams.  This league plays 14 regular season games, with weeks 15 and 16 for the Playoffs and week 17 for the Super Bowl.

                        Twelve to Sixteen team league - Three division winners and three wild card teams.  This league plays 14 regular season games, with weeks 15 and 16 for Playoffs and week 17 for the Super Bowl.

            The wild card teams will consist of the best records after the division winners, no matter which division they are in. 

Division winners will be removed in any wildcard tiebreaker calculations.

10.2 Ties in Records

            If two teams are tied in records, the following tie breaker rules will apply:

            1)  Record versus each other.

            2)  The better Division Record is next if #1 is equal.

            3)  Difference in total points versus each other.

            4)  Difference between the two teams overall total points.

            5)  If no winner can be chosen by the above criteria, a coin-flip will decide the winner, with the winner of  their first Head to Head game calling.

10.3 First Round of Playoffs

            For an eight team league (occurs in week 16), the wild card team with the worst record (wildcard #2)  will play the division winner with the best record (division #1).  The other two will play each other.  The two winners will advance to the Super Bowl (see section 10.5).

            For a ten team league (occurs in week 15), the wild card team with the worst record (wildcard #4) will play the wild card team with the best record (wildcard #1).  The other two wild card teams will play each other.  The two division winners will have a bye this round of the playoffs.  The two winners of this round will advance to the Semifinals (see section 10.4).

            For a twelve to sixteen team league (occurs in week 15), the wild card team with the worst record (wildcard #3) will play the division winner with the worst record (division #3).  The other two wild card teams will play each other.  The two division winners with the better records (division #1 and #2)  will have a bye this round of the playoffs.  The two winners of this round will advance to the Semifinals (see section 10.4).

10.4 Second Round (Semifinals Round)

            For a ten team league (occurs in week 16), the remaining wild card team with the worst record (wildcard #4 or #3) will play the division winner with the best record (division #1).  The other wild card team will play the remaining division winner (division #2).  The two winners of this round will advance to the Super Bowl (see 10.5).

            For a twelve to sixteen team league (occurs in week 16), the remaining wild card team with the worst record (wildcard #3, #2 or #1) will play the division winner with the best record (division #1).  The other remaining team (division #3, wilcard #1 or #2) will play the other division winner (division #2).  The two winners of this round will advance to the Super Bowl (see section 10.5).

10.5 Super Bowl

            The Super Bowl is to be held on the final week of the NFL regular season.  The game will be between the two winners of the Semifinals.  The winner will be the Super Bowl Champion.

 

10.6 Ties in the Playoffs

            If at the end of a C.F.F.L. playoff game, two opposing teams score the same number of points, the team with the most combined yards for the game will automatically receive three points for a "field goal" to win the game in overtime.  If there happens to be the same number of yards for both teams, the team whose defense allows the fewest yards will win the game.  If this happens to be the same, a coin toss will occur, with the team with the better overall record (see section 10.2) calling the toss.
