2023 League Constitution

The Franchise

Each owner will pay an annual franchise fee of $130.00.  Assuming the NFL season lasts beyond week 6, this amount will be due week 7.  The fee includes your cost for the league, the league website (rtsports) and the costs associated with the annual selection meeting.  In addition, each owner has selected a NFL team and will maintain exclusive rights to that team as long as they are in the league.  If you leave the league or select another team in following years, you have (in effect) forfeited the rights to the team you have selected.

The Draft

The draft is 14 rounds.  The draft order is determined on the previous year’s finish.  The worst team picks first and the CFL champion picks last unless there is a new owner/franchise.  In the event we have a new owner/franchise that team will pick last and all other teams will move up one spot.  The remaining rounds snake for the duration of the draft.    

Each owner can select any combination of players to fill a maximum 13-man roster.  However, keep in mind a complete starting lineup consists of 1 or 2 QB (starting QBs must play for the same NFL team if you play 2), 1 RB, 1 WR, 1 TE, 2 FLEX (RB or WR or TE), 1 K, 1 DB, 1 LB and 1 DL.  How many players an owner decides to keep at a given position on the roster is up to the owner’s discretion with the exception of QB and defensive players.  Only QBs from 2 different NFL teams can be on one roster.  You cannot have QBs from 3 different NFL teams at any time.  You must also have 4 individual defensive players (IDP) on your roster (this rule is meant to keep as many offensive players in the free agent pool as possible).  If any roster violation is discovered at any time (players locked or unlocked) the penalty is as follows - 

QB - zero at QB position

IDP - zero for highest scoring IDP in starting line up

Trades 

Trades are free (no charge to salary cap) and unlimited up to kickoff of the 1st game of week 11. The commissioner reserves the right to veto any trade if he suspects beyond a reasonable doubt an owner isn't conducting business in the best interest of his own franchise’s competitive success.  That said, “lopsided” trades are subjective and thus in and of themselves are not illegal.  

Player Additions and Subtractions

You will have $200 total (fake money) for the entire season.

There will be two different periods for adding and dropping of players during each week.  There will be a silent auction period and the first come first serve period. 

The silent auction period will run from after the Monday night game to Wednesday of each week at 8:00 PM.  This is where you will submit your bid directly to the website in silent auction fashion. Bids must be at least one dollar and must be in whole dollars.  If there is a tie the commissioner (or some other neutral party in the event the commissioner is involved in the tie) will administer the revised bids.

Right of first refusal: if at any time you place a bid of at least $1 on a QB that is on the same NFL team as one of your rostered QBs, you have the right to match any offer made on that player during the silent auction period.  You forfeit this right if you did not place a bid for that player during the silent auction period.  You have 24 hours to match the highest offer in the event you were outbid for that player.  Text or call the commissioner asap with your intentions (952.393.2420).

The first come first served period will run from 12:00AM Wednesday (after blind auction) until 5 minutes before kick off of the free agent’s game. The League website does not allow the first come first served period to begin any sooner than 4 hours after the designated start of waiver wire processing (8:00pm Wed). The player you are dropping must not have started his game either.  For example, if you want to add a player playing at 7pm on Sunday night you can only drop players that have not yet played.  Players added on a first come first serve basis cost a dollar. 

Preseason - Players may be added on a “first come first served basis” (no silent auction) in the preseason starting at a time specified at a later date by your commissioner.

Adds and Drops continue until the team is eliminated, provided the franchise still has cap space. Teams that do not qualify for the playoffs are not permitted to pick up any players, nor release any players, following the final week of the regular season. In the rare instance where the outcome of a playoff-qualifying final regular season week game, or a playoff game, is in limbo while awaiting mid-week stat corrections, teams with uncertain playoff status may still make waiver wire claims. However, if a team successfully acquires a player via the waiver wire and then learns it has been eliminated from the playoffs due to a stat correction, it must release that player(s) back to the player pool. 

A player that is dropped will be unavailable for 24 hours. 

The Regular Season

The regular season runs from Week 1-13. Each team will play every other team once, which means each team will have 3 doubleheaders.  There will be doubleheaders every week.  At different points during the year some teams will have played more games than others but in the end we will all play 16 games. The 17 teams are aligned into one conference or division since every team will now have the same schedule.

Ties in the regular season games are not broken. 

In the event of a shortened season due to an extraordinary event - Because of the risk of the season being aborted early due to an extraordinary event (ie COVID), we have established the following cut-off for payouts. If at least 6 NFL weeks have been completed, we will pay out the pot in its entirety. If more than 6 weeks are played but less than the full season (including playoffs) is played, the pot will be paid out based on top 5 teams for average weekly points scored (excluding doubleheaders) in the following manner: 1st: 30%, 2nd: 25%, 3rd: 20%, 4th: 15%, 5th: 10%. If the season is aborted during our playoffs, we will take the top 5 regular season scoring teams (again, based on highest average weekly points scored) that have not yet been eliminated from the playoffs. If there are less than 5 teams remaining, we will fill from the losers of the previous playoff round. There will be no trophy awarded if we do not complete the playoffs.

Starting Lineups must be turned in directly to the website (www.rtsports.com).  If you have a player playing on Thursday you must submit that player before game time.  Otherwise, that player has the same status as prior week.  Starting lineups consist of 1 or 2 QB (see Emergency QB section), 1 RB, 1 WR, 1 TE, 2 FLEX (RB, WR, or TE), 1K, 1 DB, 1 LB, 1 DL.  You can not play a player out of position.  For example, a RB at WR. The position that the website designates for a player determines which position that player is eligible for. If for some reason you are unable to submit your lineup online, text me your starting lineup at 952.393.2420. 

Emergency QB - The league opposes team QB.  You can play 1 or 2 QBs.  If you elect to play 2 QBs in your starting lineup they both must play for the same NFL team.  You get the points for both.  If two QBs on different teams are started by mistake it’s considered a roster violation and you will take a zero at QB, assuming you can’t correct the lineup prior to the QBs locking.

Injured Reserve - Due to Covid, we have expanded the IR spots from 1 to 14. As was the case pre-Pandemic, you can only have 1 player in an IR spot who is injured and designated as “Out or Worse”. The player qualifies for the IR spot if they are ruled out for any reason, doesn’t have to be an injury (ie suspension).  Otherwise, the IR spots are intended for players that are on the NFL’s Covid list, or if a healthy player is on an NFL team which has a game postponed due to Covid. In order to be able to set up our IR spots this way, we had to do so with no restrictions, meaning you can technically put any player into an IR spot. Typically, players eligible for the 1 injury IR spot will have one of the following red letters next to his name (O: Out, X: injured reserve, C: Covid, N: non-football injury), however, there may be instances where a player is late scratch and won't have one of those designations on the site. Ultimately, the player needs to be officially ruled inactive in order to be eligible for the injury IR spot. If he simply doesn't play, but was officially active, this DOES NOT constitute IR spot eligibility. If you have a player(s) in an IR spot that does not comply with the above specifications after the player(s) in question lock, your roster will be in violation and you will take a zero at the highest scoring player of the corresponding position. For example, if you have a WR that is active sitting in the IR spot, and you have two wide receivers in your starting lineup, one that scores 15 points and one that scores 5 points, the one that scored 15 points will take the zero.

The Playoffs

The playoffs run from weeks 14 to 17. 12 of 17 teams qualify for the playoffs.  The top four seeds will receive a bye in the first round while the next 8 seeds (5 to 12) actually play in round 1.  The seeding is determined by the criteria listed below.  In the playoffs the worst seed plays best seed and so on.

The criteria for determining seeds for the Playoffs are as follows:

  1. Overall Record
  2. Total Points
  3. Head to Head Record
  4. Commissioner Conducted Coin Flip

Playoff TieBreakers -  In the event of a tie in a playoff game, unlike the regular season where ties are allowed, the game will be rescored using a decimal scoring system rounded to the nearest 10th of a point.  Decimal scoring will be applied to rushing, receiving and passing yardage, as well as field goal distance. It’s not possible to decimal score defensive players. If a tie still remains, the tie will be broken by adding up the points of the two highest scoring bench players.  If a tie still remains after that, we will observe the highest scoring top three, then top four and so on until the tie is broken. If the entire bench is exhausted it goes to a coin flip to be conducted by the league’s commissioner.

Award Money

If the full season, including playoffs, is played, award money will be distributed as follows:  

  • Website $90 (approx)
  • Draft Party Supplies $50 (approx)
  • Draft Board $130 (approx)
  • Biffy $120 (approx)
  • Top four seeds ($130 per) $520
  • Trophy (optional) $350
  • Bowl Runner Up $250
  • Bowl Champion $700 (remainder - approx.)

 The total pot contains is $2,210 ($130 * 17 teams).

Please note that offensive players get points for all of the above defensive categories too. Also, yardage points are calculated rounding down.  For example, if a player runs for 89 yards he receives 8 points. Special Teams Note - if a player scores on a kick or punt return for a touchdown, it does not count as points for that player. Zero points are rewarded.
