The Monterey Fantasy Football League is composed of TEN franchises. Each franchise owner (Hereafter "Owner") shall pay a fee at the PRE-SEASON DRAFT of THREE HUNDRED DOLLARS ($300). League Fee must be paid before Week 8 in order to maintain control of your franchise. You WILL BE LOCKED OUT IF NOT PAID IN FULL.
COMMISSIONER
The Commissioner shall resolve any and all questions or disputes involving the interpretation of these rules or involving the amounts owing to or from any Owner. The decision of the Commissioner will be final in any matter in which he clearly has no compelling conflict of interest. However, any matter may be appealed to the three-man RULES COMMITTEE consisting of Team A, Team B, and Team C. Any or all of the aforementioned three may be replaced due to a conflict of interest by Team D, Team E or a designated representative selected by a majority of Owners if more than two are required (in the event of a tie, the Commissioner will cast a deciding vote).
RULES COMMITTEE
The RULES COMMITTEE is a three-person panel representing three separate teams, and all RULES COMMITTEE MEMBERS must read, understand, and follow the league rules. Each year the RULES COMMITTEE MEMBERS will rotate in a structured rolling manner. The annual rolling order of RULES COMMITTEE MEMBERS will be drawn from the following order (The league needs to draw an order to initialize this process, in which may continue in perpetuity):
Year 1, the RULES COMMITTEE will be composed of Teams A, B, and C.
Year 2, the RULES COMMITTEE will be composed of Teams D, E, and F.
Year 3, the RULES COMMITTEE will be composed of Teams G, H, and I.
Year 4, the RULES COMMITTEE will be composed of Teams J, A, and B.
Year 5, the RULES COMMITTEE will be composed of Teams C, D, and E.
Year 6, the RULED COMMITTEE will be composed of Teams F, G, and H.
Year 7…and so on.
Any or all of the aforementioned three RULES COMMITTEE MEMBERS may be replaced due to a conflict of interest by the next team following in this rolling order. For example, in Year 1, should the RULES COMMITTEE (composed of Teams A, B, and C) have a member with a conflict of interest (for argument’s sake, Team B), the next team in the rolling order shall replace Team B for that isolated matter. The RULES COMMITTEE will now be composed of Teams A, C, and D for that decision only. Afterwards, the original RULES COMMITTEE of Teams A, B, and C will resume for the remainder of the season.
(In the event of a conflict of interest for 2 or more teams on the RULES COMMITTEE, the same rolling order would be used. For example, should Team B and Team C on the RULES COMMITTEE both have conflicts, then the RULES COMMITTEE would be composed of Teams A, D, and E.)
PRE-SEASON DRAFT
The draft shall be conducted using the "snake method" and shall be in the order determined by lots drawn prior to commencing the draft. The drawing of the draft order must be done NO LESS THAN TWO (2) WEEKS before Opening Week 1 NFL Thursday. The order is determined by each Owner drawing one of ten playing cards, Ace-10 of the same suit, e.g., spades. The Owner that holds the Ace of spades selects which draft position they prefer, pick 1-10. The team that holds the 2 of spades is able to select any of the remaining 9 available positions. This continues until the team that selected the 10 of spades is given, by default, the last remaining picking order slot. Owners may trade pre-season draft positions of the current year only.
At the draft, each Owner shall have 90 SECONDS to make each of their TWENTY-ONE selections. Each Owner shall select a roster consisting of twenty-one "players" based on the following parameters:
NOTE: The above three positions are commonly referred to as "TEAM POSITIONS."
NOTE: The above four positions are commonly referred to as "INDIVIDUAL POSITIONS" and each player will be designated as one or the other position player before the selection begins. Player position eligibility is determined by the RTSports.com website.
LINE-UPS
Line-ups must be submitted on the website at: http://www.rtsports.com
For all games played in a week, each Owner's OFFICIAL ROSTER shall be determined prior to the first game in that week. If the first game is played on a Thursday, Friday, Saturday, or an early 6:30AM London game, the OFFICIAL ROSTERS shall be determined just prior to kick-off. However, your roster may be updated and your starting line-up revised up until the start of Sunday's full slate of games (usually at 10:00AM). You may not substitute for any player whom you entered in your starting lineup, for an early-week game (Thursday, Friday, Saturday, or a 6:30AM London game) after the start of that early-week game.
For each week of regular-season play, each Owner's STARTING LINE-UP shall consist of thirteen (13) starters:
2 QBs
3 RBs
4 WRs
1 TE
1 Kicker
1 Defense
1 Head Coach
This line-up will determine each Owner's "POINTS" for that week. Points will be calculated according to the Scoring Sections listed below for each Position in the submitted line-up for each Franchise.
Line-up submissions are to be entered on the website only, NOT left as a text message, email or voicemail on the commissioner's email or cell phone.
NOTE: There will be 3 IR (injured reserve) slots. If you wish to keep an individual player through their injury rehabilitation, you must place that player on IR. The player must have an official designated IR tag by the league in order to place a player on IR. Each Franchise may have only 3 player on IR.
INCOMPLETE LINE-UPS
An Owner's LINE-UP shall be regarded as "incomplete" in any week in which any of the following occur:
Any Owner having an incomplete LINE-UP will receive, in respect of each of the positions, which is unfilled, a score of zero points for each such position.
If an Owner fails to submit a complete lineup for any given week, then said owner's will be penalized FIFTY DOLLARS ($50) for that week. This fine must be PAID IN FULL to the league treasury BEFORE THE NEXT WAIVER CLAIM PERIOD. If said fine is not paid in the required time frame, the Owner will be locked out of the account and not be allowed to participate until said fine is recorded.
TRADING, ADDING, DROPPING, & WAIVER WIRE
Trading is encouraged! Any Owner may trade one or more players with any other Owner through the www.rtsports.com website. No approval required. Any suspect trades will be reviewed by the RULES COMMITTEE to assure fair competition.
No add/drop or trade may be made during the period from 10:00AM Sunday mornings to the conclusion of the waiver wire results, shortly after 6:00AM on Wednesdays.
Owners may ADD/DROP/TRADE players as allowed by the website and not incur any charges or fees for such transactions.
No trading of FUTURE DRAFT PICKS, draft picks in the pre-season draft for the following year.
Trade Deadline is the completion of Week 14. Dec. 11 @ 8:30pm ET
Waiver Wire
The waiver wire begins after the MNF game in Fantasy Week 2, and the deadline for waiver wire requests is each Wednesday at 5:59AM. Waiver wire priority is determined by the total scores from the week before. The order will be sorted from worst to first (10-1) each week and posted by the League Commissioner after the conclusion of the Monday Night Football game. Owners may acquire up to 20 players per waiver wire.
Free Agent Transactions
The FREE AGENT TRANSACTION PERIOD is open from 10:00AM Wednesdays to 9:59AM on Sundays. There are unlimited free agent acquisitions per fantasy week, and unlimited free agent acquisitions per year. Team owners may acquire free agents via the waiver wire process.
After the weekly waiver wire, team owners may acquire free agents anytime within league transaction times. Owners may not acquire a player once the player's game has started, regardless of transaction deadlines. Owners may not release a bench player once the player's game has started, regardless of transaction deadlines.
HEAD-TO-HEAD Competition
The schedule for the weekly head-to-head competition weeks ONE to EIGHTEEN (1-18) will be available on the website.
PLAYOFFS
At the conclusion of Week THIRTEEN (13), the league head-to-head standings will be used to determine the seeding for the fantasy league playoffs. The last four teams begin the playoffs, while the top 6 teams have a playoff BYE.
In Week FOURTEEN (14), the playoff match-ups will be the following:
7th Seed vs. 10th Seed (Playoff Game 1)
8th Seed vs. 9th Seed (Playoff Game 2)
In Week FIFTEEN (15), the match-ups will be the following:
Playoff Game 3: 1st Seed vs. (The lower-seed winner of Playoff Games 1 & 2)
Playoff Game 4: 2nd Seed vs. (The higher-seed winner of Playoff Games 1 & 2)
Playoff Game 5: 3rd Seed vs. 6th Seed
Playoff Game 6: 4th Seed vs. 5th Seed
In Week SIXTEEN (16), the match-ups will be the following:

In the event of a tie between two or more Owners, the tie will be broken in the following respective manners:
AWARDS
Awards are calculated at the conclusion of the season by the League commissioner.
LEAGUE LEADERSHIP SUCCESSION
“Uneasy lies the head that wears the crown” (Shakespeare)
The team that wins the league should be rewarded by kicking back and enjoying the following season.
The team that comes in second place should carry the burden of the crown, and will be the Commissioner for the following fantasy football season. The team that comes in third place will be the Treasurer for the following season.
Should a team not want to perform the function of either title, they must pay a fee of TWO HUNDRED AND FIFTY DOLLARS ($250) and the RULES COMMITTEE shall appoint a Commissioner and/or a Treasurer. The fee shall be placed in the general pool for the following season, and not to any replacement owner. The replacement owner will receive $150 for the trouble of being COMMISSIONER, but this will be given to the COMMISSIONER after the following season, and not subtracted from the pre-season team fees or up-front transaction fee.
LEAGUE TROPHY
The LEAGUE TROPHY will be held by the league champion for the entire year, until the conclusion of week 18 the following season. The LEAGUE TROPHY must be returned to the current COMMISSIONER, who is responsible to add a small plaque with the current year and the Team Name of that fantasy football season’s TOTAL POINTS CHAMPION. The league’s general pool will pay for purchase and mounting of the plaque, and courier charge to and from, if needed, should the OWNER live afar.
Season-Ending Party
The COMMISSIONER is responsible to organize a time and place for a season-ending party. Life is short fellas…no need to carry resentment into the next season, especially because so many of us are too damn competitive. Let’s share a cold one together…
