IFFL FORMATION	The IFFL was founded by Tom Shaw in September 1986. The league expanded to 9 members in 1988, 10 in 1988, and 12 in 1998.

COMMISSIONER	There have been four commissioners in league history: Vic Sison, Doug Thompson, Mark Bachar, and currently, Matt Murrell
	Responsibilities include : keeping standings and stats, handling trades and waivers, collecting fees, awarding prize money,
	collecting weekly lineups, deciding disputes, implementing new rules and procedures, and other league monitoring.
	The commissioner receives a fee which is equal to the yearly league fee. The term of office is self-imposed by the Commissioner,
	OR until at least 60% of the owners vote to remove the Commissioner.


RULE CHANGE	Any new rules proposals will be voted on by all of the existing owners. A unanimous vote is required for immediate implementation
REQUIREMENTS	of a rule for the existing season (the "off season" is considered part of the immediate upcoming season). A majority vote is
	required for a change in, or adoption of, a rule to be implemented for the next season. New rules discussion always occur at the draft.

ROSTERS	The normal roster size is 23 players. This includes 11 required players at specific positions (a legal starting lineup). There are no
	minimum requirements at any position. However, a legal starting lineup must be maintained each week of the regular season.

DRAFT	Before the start of each season, the IFFL Draft is held. It is generally scheduled the weekend of the first
	NFL games. Before the Draft each owner will retain 5 players from their existing roster. A day is pre-
	determined by the commissioner as Cut Down Day, when each owner must report their 5 "keepers". This
	day is at least one week prior to the IFFL Draft. All owners are required to be present at the
	draft OR send a representative. If not, they will select their players after the Draft. The Draft order for the
	FIRST ROUND ONLY will be determined by a Draft Lottery. Teams that finished in 6th place through
	12th place will be eligible for the lottery with a differing number of chances. The lottery will consist of drawing
	a name for the 1st, 2nd, and 3rd pick of the next IFFL Draft. The 12th place team has their name "in the hat"
	7 times, 11th place 6 times, 10th place 5 times, 9th place 4 times, 8th place 3 times, 7th place 2 times, and
	6th place 1 time. The first pick of the upcoming IFFL Draft is drawn first. The second pick is drawn next,
	and then the third pick. The remainder of the first round of the IFFL Draft will be by reverse Total Points
	standings. The Draft Lottery will take place early in the off season, usually on the day of the NFL Super
	Bowl. At least three people must be present to conduct an official lottery; the commissioner, at least one
