Yearly Entrance Fee: $250 Due at draft!
The AFC and NFC will be run as two separate leagues with regards to the draft, trades and free-agency. If there in only one conference for 2010, we will run the 8 team format.
Salary Cap: 60 Million. Must be under at all times.
Rosters: Each team must have 22 players. Player values imported from Budget Football and RotoSport.com, on a yearly basis. The Coaches will be adjusted by the Commissioner to mirror your Defense. This is the only way we can get the 5 points for a Defensive Win. In the event of a trade where players and draft picks are involved (a lopsided trade per say), any roster shortage must be filled at the next waiver period.
Each team must have a minimum of 2 QB's, 4 RB's, 5 WR's, 2 TE's, 2 Kickers, 2 Defense/Special Teams (2) coaches will mirror your Defenses.
5 utility players may be any position you want.
Player Contracts:
Whenever a player is drafted or picked-up through free agency, that player is considered to be in the first year of a three-year contract. This means you have the right to protect this player for up to 3 years. The player is kept at the salary he was originally signed @ for all three years. The purpose of the three-year contract is to limit how long a team may keep a player and to keep rosters turning over. Any player may be cut from a team's roster, at any time during the season, without penalty, regardless of contract year. At the end of the third contract year, all players (except currently franchised players) are sent back into the draft pool for the upcoming draft. The 3rd year players are eligible for trades, during the July 1 to August 1 open trade period. All 3rd year players not franchised on a roster after August 1, will be placed into the draft pool for the upcoming draft. No 3rd year players can be traded after this period or after you cut your roster down to the minimum 9 for draft day.
A third year player that is requested to be the franchise player by the GM will be given 1 year of continued eligibility on that team. They cannot be franchised again, until they are in the draft pool and have been redrafted. Regardless if a team traded for that player while he was franchised on another team. That player will have to go back into the draft pool prior to being eligible for future Franchising.
The Draft:
Each conference holds its own 8 - team draft. Draft order is determined by previous year record and how each team finished in the playoffs (See playoffs section for clarification). If at any point during the draft a team exceeds the salary cap, that team must cut the highest paid player on its roster, regardless of position or inferred importance, to make room for a full roster. The player(s) cut to make room on the roster for additional players will be placed into the free agent pool, after the draft, and will be available to the highest bidder during week 1 of the season.
In the event a redraft is done for all players in each, especially at the inception of a league or additional conference, a random draw for the 1st 4 rounds will be completed, setting the remaining draft at the 4th draw order. Prior to week 2 games, all teams will have to identify 5 = 2nd Year Players and 5 = 3rd year players to be posted on their rosters.
Injured Reserve:
There is no IR. Drafting depth is important at all positions!
Free Agency:
Free agency applies to those players undrafted at the beginning of the season or those players cut from rosters during the season. Free agency will be run separately between both conferences. Each team is allotted $100 to be used for blind bid purposes throughout the season. Once your funds are gone, you are locked out of free agency acquisitions. Spend wisely! Each week, you have the opportunity to submit a blind bid for free agents. The highest bid wins. In case of a tie, the team with the worst record wins. If both teams have equal records, the auto-commish setting will flip a coin (the auto commish only uses record as the primary tie breaker). Any player acquired via free agency is considered to be in the first year of a three-year contract. All available free-agents will be listed on Thursdays and are available to sealed bid until 6 PM EST the following Thursday. All bids are sorted on Thursday 6:PM EST and placed on rosters immediately for use. All players cut from rosters will be posted and available at the next bid period. Free-agency is open to all teams until the end of week 17. Teams may bid on players, even if they are out of the playoff's, if they have money to spend.
At no time, will the waiver wire, free agency pool, be allowed to interfere with the fair and impartial play of the Super Cool Tom Cruise Fantasy Football League. A team cannot drop a player into the pool and pick them up the following week to clear money, year of contract, or franchise tag status. The player dropped MUST effectively clear waivers, by sitting in the pool for the next draft period and not be claimed by the team that dropped the player. ANY OTHER team may claim the player in the first week, effectively NOT clearing waivers for the original owner, and have the new contract year, and amount applied. If the original owner picks the player up in the first week, the original contract year and cost will apply.

Trades:
Trades are not allowed between teams in different conferences. All proposed trades are subject to approval from the Commish. All trades cost $0 per player (effective 2007). If a team must add players to fill its roster after a trade, the normal rules and fees would apply to adding a free agent. All roster moves must be completed by 1PM EST on Sunday.
When a player is traded, his salary and contract year remain unchanged. The team acquiring the new player assumes all rights of the player.
NO TRADES ALLOWED AFTER SUNDAY, 12:00 PM EST, BEFORE THE WEEK 10 GAMES. ALL TRADES MUST BE POSTED TO THE COMMISSIONER E-MAIL PRIOR TO THE 12:00 PM DEADLINE. ANY TRADE DEEMED DETRIMENTAL TO THE LEAGUE, AS NOTED ABOVE, WILL BE REVOKED.
Each year, every team must reduce its roster to 9 players (no more than 4 RB's and 5 WR's may be kept - this limit includes a Franchise Tagged player) for the upcoming draft. Each team must have 9 protected players. If a team doesn't have 9 protected players, because they lost too many third year players to the draft pool, they will be fined $25. from their upcoming transaction allowance (total of $100), and will be assigned the necessary number of free agents by the Commish. The Franchise Player Tag assigned to one additional player, makes your Keeper roster 10 total when coming into the draft. Teams that do not Tag a Franchise Player will only have 9 at the draft.
Each year, every team may potentially lose several star players to the draft due to their contracts running out. Each team has the right to "franchise" ONE of these players. This means the team guarantees they will pay this player a salary equivalent to the highest paid player at his respective position, PLUS the $2M Franchise Fee.
IE: In 2010 the Highest paid QB is Drew Brees at $6.44M. If you are franchising a QB in 2010, your price tag for this QB is $8.44M. This Franchise Tag will last for the duration of the contract, if the player is tagged as a 3 the term is 1 year. If the player tagged is not already in their third year, the franchise price will remain with the player until they are dropped into the Free Agent Pool.
A team owner must use a calculator at all times, in order to keep your team under the $60M CAP at all times. There may be a case where one team does not have the room to franchise a QB or RB, as they tend to be the highest paid position players. There will be severe sanctions for exceeding the $60 million cap during the draft.
Penalties for Exceeding $60 Million Cap:
1. The Team will lose franchised player to the draft pool at the time they choose a player that puts their team over the CAP of $60M. The Commish will be watching. The next team in the draft order has an opportunity to grab that player at their current year price, no franchise fee associated.
2. The team will also lose its 2nd round pick the following year.
3. The team will also forfeit $25 of its free-agency money.
4. The team will also be locked out of free-agency for the first 2 weeks of the season.
A team may not leave a franchise player unprotected at years end only to pick them up with a first round pick. This would only be done as a cost cutting measure and will not be allowed. Any unprotected franchise player may be picked up, by the original team, in the second round of the subsequent draft.
League Timelines:
Free agency opens up Monday of week 1 and closes at 6PM EST on week 17.
No trades after 12:00 PM EST on Sundays. No trades AT ALL after The Sunday prior to week 10 Games.
All rosters are locked from Week 17, 6PM EST, Thursday until July 1st.
All Players and draft picks may be traded, between teams, until August 1st.
All rosters must be reduced to 9 protected players by August 1st.
All "franchise players" must be designated by August 1st. Only 1 player per team!
Draft Night: Discussed and Decided by the League, it will be towards the end of August

Determining Draft Order for following Year:
The team with the worst record, of the two teams which lost their divisional game, in the losers bracket, will get the first pick.
The team with the best record, of the two teams which lost their divisional game, in the losers bracket, will get the second pick.
The team which loses the "conference losership game" gets the 3rd pick..
The team which wins the "conference losership game" gets the 4th pick..
The team with the worst record, of the two teams which lost their divisional game, in the winners bracket, will get the 5th pick.
The team with the best record, of the two teams which lost their divisional game, in the winners bracket, will get the 6th pick.
The loser of the conference championship gets the 7th pick.
