Westbrook was a consistent factor in the Jaguars passing game last year, having at least three receptions 14 of 16 games. He had 66 receptions on 101 targets for 717 yard and five touchdowns. His numbers weren't off the charts (just one 100-yard game) but consistent. He should have a similar role this year, serving as the No. 2 or 3 receiver for the Jaguars. Westbrook is a big-play threat at the position. He has top speed and can turn a short catch into a big play. He also is a good deep threat because of his top speed. He isn't the biggest receiver, so staying healthy is a bit of a concern (played seven games his rookie year). He also has some issues with drops, but did improve in that area last year.
FANTASY OUTLOOK: Westbrook is not gong to be a fantasy monster but produce solid numbers across the boards. He should be considered a No. 3 fantasy receiver. He can get around 70 receptions for 900 yards with five or so scores.

Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) fully participated in practice Friday, Nov. 15, and is not on the injury report for Week 11.
Fantasy Spin: Westbrook will be working with Nick Foles again and could be a popular target for Foles in the passing game. He can be considered a flex option in fantasy leagues.
Jacksonville Jaguars wide receiver Dede Westbrook (neck, shoulder) is set to return in Week 11, but it'll be against a tough matchup. The Indianapolis Colts are one of the better teams against opposing wideouts, and they have allowed just one touchdown the last four games. Westbrook has just one of those on the season, but he has been solid in point-per-reception formats otherwise. Westbrook is a low-end WR3 or a flex consideration.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) fully participated in practice Thursday, Nov. 14.
Fantasy Spin: Westbrook likely will be one of the main targets for Nick Foles this week and should see plenty of targets. He can be considered at least a No. 3 receiver in fantasy leagues.
Jacksonville Jaguars wide receiver Dede Westbrook (neck, shoulder) was a full participant in practice on Wednesday and is on track to return in Week 11 against the Colts for the first time since Oct. 27 against the Jets. With quarterback Nick Foles (collarbone) also returning in Week 11, Westbrook has some real potential to return to fantasy relevance as a WR3 this weekend. He has 32 receptions on 55 targets for 383 yards and one touchdown in eight games in 2019. Westbrook's return will hurt Chris Conley the most.
Updating a previous report, Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) fully participated in practice Wednesday, Nov. 13.
Fantasy Spin: Westbrook has received two weeks off to recover from his injuries and appears to be on track for Week 11. He will have Nick Foles back in the lineup and can be at least a No. 3 receiver in fantasy leagues.
Jacksonville Jaguars WR Dede Westbrook (shoulder, neck) is expected to practice Monday, Nov. 11.
Fantasy Spin: Westbrook sat out Week 9 in London against the Houston Texans, but the bye apparently gave him all the time he needed to heal. He'll be returning to Nick Foles as the starting quarterback - a notable development considering the pair had great chemistry this summer. Assuming he and Foles can stay healthy, Westbrook stands a good chance of returning WR3 value down the stretch.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) is expected to return to practice following the Week 10 bye, according to head coach Doug Marrone.
Fantasy Spin: Westbrook has been good for a handful of catches and 50-plus yards when healthy, but his lone touchdown came in Week 1. His limited upside makes him a low-end flex candidate when he returns to the field.
Jacksonville Jaguars wide receiver Dede Westbrook (shoulder) is in active for Sunday's game against the Houston Texans. As it's the early London game, fantasy owners should make sure Westbrook is out of their lineups as soon as possible. D.J. Chark is a must-start option against Houston's porous secondary, while Chris Conley has flex appeal.
The Jacksonville Jaguars have declared CB D.J. Hayden, WR Dede Westbrook, OT Brandon Thomas, RB Tyler Ervin, DT Dontavius Russell, LB Leon Jacobs and LB Quincy Williams inactive for Week 9.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) is not active for Week 9's game against the Houston Texans.
Updating a previous report, Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) was limited during practice Friday, Nov. 1, and is listed as questionable for Week 9.
Fantasy Spin: The Jaguars play in London this week, so fantasy players may need to wake up early to see if he is able to play. He left last week because of the injuries but has targeted at least eight times in each of the previous three games. He can be a flex option in leagues if he is active.
Jacksonville Jaguars wide receiver Dede Westbrook (neck, shoulder) is listed as questionable for Week 9 against the Texans. This could come down to a game-time decision, but luckily for fantasy owners the Jaguars are playing an early morning game in London this Sunday. Because of the injury, Westbrook will be a shaky WR4/flex if he suits up, even though the Texans secondary is ripe for the picking. Either way, Chris Conley was a popular waiver wire pickup this week and would be an excellent plug and play in the event that Westbrook is inactive. Conley went for over 100 yards with Westbrook injured last week.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) is questionable for Week 9.
Fantasy Spin: Westbrook has shown some flashes, but he has a 32-383-1 line on the season. The Houston Texans provide a favorable matchup, but they're in London this week. So they'll have an early kickoff. You'll need to check the inactives if you're looking to use Westbrook as a flex option.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) was a limited participant in practice Thursday, Oct. 31.
Fantasy Spin: Westbrook has carved out a steady role in the Jacksonville passing game, but he will be tough to trust against Houston in Week 9 after his injuries forced an early exit last weekend. He was also limited to just one catch in the first meeting with the Texans.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) was limited during practice Wednesday, Oct. 30.
Fantasy Spin: Westbrook was not able to finish the game last week because of the injuries, so fantasy players should monitor the situation. He has posted solid numbers over the last month and can be at least a flex option in fantasy leagues if he plays.
Jacksonville Jaguars wide receiver Keelan Cole caught two passes for 12 yards and a touchdown in Sunday's win over the New York Jets. It was the second week in a row that Cole has scored, but his role has been so small this year that even touchdowns in consecutive weeks don't make him a fantasy relevant receiver. Maybe there's deep league appeal if Dede Westbrook (shoulder) misses time, but even then he's a huge risk.
Jacksonville Jaguars WR Dede Westbrook (neck, shoulder) suffered neck and shoulder injuries during the Week 8 game and will not return.
Fantasy Spin: Westbrook entered the game with a shoulder injury, so fantasy players will need to check on his practice participation next week. He is usually a No. 3 receiver or flex option when healthy.
Jacksonville Jaguars wide receiver Dede Westbrook (neck, shoulder) has been ruled out for the rest of the Week 8 game against the Jets after aggravating his injury in the first half. Westbrook played through a shoulder injury last week and was effective, but his multiple injuries became too much this Sunday. He'll go down as a huge disappointment this week in a good matchup with no catches on only one target. Chris Conley has benefited as a result, catching three passes for 97 yards and a touchdown. If Westbrook can't get cleared for next week, Conley will be a great plug-and-play receiver against a vulnerable Texans secondary in London.
Jacksonville Jaguars WR Dede Westbrook (shoulder) is officially active for the team's Week 8 game.
Fantasy Spin: Westbrook likely receive his normal workload this week and could have some success against the New York Jets. He can be a No. 3 receiver in fantasy leagues.
Jacksonville Jaguars wide receiver Dede Westbrook (neck, shoulder) is active in Week 8 against the Jets. Westbrook was also questionable last week before suiting up and going over 100 yards against a weak Bengals secondary. The Jets secondary is similarly generous, making Westbrook a solid WR3 play this week with WR2 upside if Gang Green devotes more attention to D.J. Chark. There's always the risk of an in-game setback for Westbrook, but his injuries never were serious enough to threaten his playing time this week.
