The league commissioners have the following responsibilities:
     - Make decisions regarding controversies that may arise
     - Communicate any clarifications or amendments to the rules
     - Validate all trades and transactions as being in good faith
     - Carry out and enforce the league rules

Rule Changes
In order for a rule change to be successful, at least 12 owners must vote in favor of the rule change.

Owners
As an owner of a team in this league, there are certain responsibilities that will help to keep the league running smoothly and keep the league respectable:
     - Maintain a competitive team regardless of team performance in order to make the league competitive and exciting
     - Pay all money owed in a reasonable, timely manner
     - All owners will need to create a user id and password on http://www.rtsports.com

League Composition
Teams
The league will be structured as such:
     - 20 teams, split evenly across 2 conferences (AFC and NFC)
     - Each conference will have 2 divisions containing 5 teams each
     - Each conference will draft from their own pool of players (Chris Johnson can be drafted in both the AFC and NFC)

Team Ownership
Teams can be owned by one, or more than one, persons. However, each team will:
     - Have only one vote when considering league rules, interpretations, etc.
     - Each team will have one person designated as the team spokesperson
     - Each team’s ownership is responsible for the monetary obligations of their respective team

League Fees
The following fees exist for this league:

Entry Fee
This fee grants a ownership of a team
     - $120 USD per team (subject to change contingent upon simple majority approval)
     - Due before the annual draft for that year


Transaction Fees
There are no transaction fees

Schedule
The league employs a head-to-head format for the creation of the schedule. The start of the schedule will coincide with the start of the NFL's regular season. Be sure to note what day the regular season begins. If the regular season starts on a Thursday, any players from that game will need to be started in order to accumulate points for that week.

The following provides more information about the schedule:
Regular Season
     - The Regular Season will last from Week 1 to Week 13 of the NFL season
     - During this time, each team will play their division opponents twice and each team in the other division in their conference once
     - The schedule will be automatically generated by the Real Time Sports web site
***Note: Any problems with the schedule should be brought to the attention of the league commissioner(s) as soon as possible***
     - The schedule will be created immediately following the draft

Post Season
     - The Post Season will last through Week 17 of the NFL season until teams are eliminated
     - The schedule will be manually created based upon standings
     - Teams will be scheduled into one, and only one, of two paths: Championship or Consolation (Toilet Bowl)
     - The championship game of each path will consist of one representative from each conference

Draft
The draft will occur before the first week of the season. Historically, the draft has been done in person. However, the draft can be completed via the live draft feature over the internet. The time, date, location and method will be determined for each conference prior to the start of the season.

Draft - Rules
     - Draft order will be determined by a random drawing which will be attended by the commissioner and AT LEAST one other owner
     - The order will be in reverse of the actual drawing (i.e. The first team drawn will receive the 10th pick)
     - The draft order will be a snake style draft in which the order reverses at the end of each round
     - Draft will consist of 16 rounds
     - Each team will have 2 minutes to make a selection per round which starts immediately after the previous selection has been made
     - If a team fails to make a selection in the time allocated, the next team will be allowed to make its selection with the missed pick being delayed until afterward
     - If any technical difficulties arise, let the commissioner know ASAP during the draft

Rosters
Rosters will be limited in terms of numbers, but the make-up of each team’s roster is not restricted aside from the requirement of being able to fill a valid starting lineup.
     - Roster must consist of a maximum of 16 players. If this is exceeded, the commissioner will remove any players which exceed the roster limit

The roster will be composed of players at the following positions:
     - Quarterback
     - Running Back
     - Wide Receiver (includes Tight End)
     - Kicker
     - Defense / Special Teams
     - Each player will be assigned to one, and only one, position

I/R Position

For 2023, there will be one I/R spots.  The I/R spots are as follows:
1. Injured players (1 spot) -  Players listed as Doubtful or worse on the injury report for the current week.  If the player was on the I/R from the previous week, they can remain on the team until the ensuing week's report comes out.

Starting Lineup
Each week, every team must select up to 8 players from its roster that it will start. Only players that are designated as starters will have their points count towards a team’s weekly point total.

A player’s starting disposition - starting or not - can be changed up until the start time of their game for the week

The minimum and maximum # of starters are detailed below:

Scoring
Scoring is detailed in the scoring sections beneath the bylaws. Below are some scoring considerations
     - All yards are rounded down. If a RB has 69 yards rushing, the player will receive 6 points for his rushing yards.
     - Touchdowns and yardage are not the only means of accumulating points. Various bonus points are available based upon performance milestones indicated in the scoring sections.
     - Special team touchdowns are attributed to both the individual and the D/SP Team
     - A forced fumble is worth 1 point and the recovery of a fumble is worth an additional point
     - Points against a defense only count if the defense/special team is on the field at the time of the score

Ties
     - If two teams have the exact score in a head-to-head competition during the regular season, the game will be ruled a tie
     - If two teams have the exact same score during the playoffs, refer to the tie-breaker rules in the playoff section

Free Agents
Players not on a roster after the draft are part of the free agent pool. Players waived during the course of the season also become part of this pool.

The following rules detail the free agent acquisition process:
     - Free agents are acquired through a blind bidding process
     - Each team begins the season with $500 of waiver wire acquisition money that can be used throughout the season for free agent acquisitions
     - Free agent acquisitions are accessible through the Team -> Waiver Wire link
     - The minimum bid is $1 and must be incremented by $1
     - If multiple teams tie for the highest bid on a player, the team that submitted the bid first will be awarded the player
     - The roster limit of 16 players is enforced. If a team wishes to acquire a player and they are at the roster limit, a player must be released.
     - There is no limit on the number of players acquired each week
     - “If | Then | Else” bids are allowed
     - Once the Post Season begins, only teams in the Playoffs are eligible to acquire free agents

Waiver Wire Deadlines
     - The waiver wire will run Wednesday at 10:00 pm EST.
     - Starting Thursday at 10:00 am, free agents will be available to add/drop without requiring a waiver claim.
     - When an owner's team is eliminated from the playoffs, their waiver wire account will be zeroed out.
     - There will be no waiver wire transactions allowed before week 1 of the season, EXCEPT:
     - If a player is injured between the draft’s completion and the first week of the season, a replacement player can be acquired at no cost.

Trades
     - A player that is traded cannot be traded back to the team that traded him for a minimum of two weeks
     -Trade reversals are not permitted based upon new information discovered after the approval of a trade
     - If a trade is sought to be reversed, a new trade must be proposed and accepted
     - Trades can be denied by the commissioner if the trade is determined to provide a decided advantage to one team or if collusion is suspected
     - If collusion is discovered, both owners will be banned from the league
     - If a trade will cause a roster size violation, any players required to be released must be included in the Notes section of the trade
     - Trades may include waiver wire money
     - Trades may not include future draft picks or real money outside of the transaction fees

Trade Deadlines
     - Trades can be made through week 11 of the regular season. Trades are not permitted during the playoffs.
     - Trades must be completed before ANY player involved in the trade has played their game that week
     - Trades cannot be completed after 12:00 pm on Sundays

Results Tracking
The Real Time Fantasy Sports web site (http://www.rtsports.com) will track each team’s scores while the NFL games are in progress in real-time.
Some examples of the features of the site:
     - Real-time scoring for teams
     - Weekly results
     - Year-to-date results
     - Transactions (trades, waiver wire acquisitions)
     - Team financial statements
     - Player statistics
     - Note: Sometimes, the NFL will correct game statistics later in the ensuing week. Games may not be considered final until the following Thursday
     - If an owner feels that statistics have been incorrectly scored, contact RTSports

Playoffs (Championship)
The playoffs will consist of four teams from each conference for a total of eight teams. The playoffs will extend from Week 14 to Week 16 of the NFL Regular season and will be single elimination.

The teams included will be:
     - Two division winners per conference
     - Two wildcard two teams with the next best records in each conference

Tie-Breaker Rules for Determining Composition
The following tie-breaker rules will be applied to decide playoff teams and seeding when one or more teams are tired in the standings at the end of the regular season. These rules will be applied in the order they are listed:
     - Head-to-head record
     - Divisional record
     - Total Points scored in games
     - Points scored head-to-head
Seeding
Each playoff team will be given a seed prior to the first week of the playoffs.
     - #1 Seed - Division winner with the best record
     - #2 Seed - Division winner with the second best record
     - #3 Seed - Wildcard with the best record
     - #4 Seed - Wildcard with the second best record

Playoff Schedule
The following schedule exists for the playoffs in each conference:
Divisional Championship (NFL Week 14)
     - Quarterfinal 1 - AFC #1 Seed vs. AFC #4 Seed
     - Quarterfinal 2 - AFC #2 Seed vs. AFC #3 Seed
     - Quarterfinal 3 - NFC #1 Seed vs. NFC #4 Seed
     - Quarterfinal 4 - NFC #2 Seed vs. NFC #3 Seed

Conference Championship (NFL Week 15)
     - Semifinal Game 1 - Winner Quarterfinal 1 vs. Winner Quarterfinal 2
     - Semifinal Game 2 - Winner Quarterfinal 3 vs. Winner Quarterfinal 4

League Championship (NFL Week 16):
     - Championship Game - Winner of Semifinal 1 vs. Winner of Semifinal 2

Special Playoff Rules
     - Players on teams not eligible for the playoffs will not be eligible as free agents
     - Only playoff teams can bid on free agents
     - If a game ends in a tie, points for yards will be extended to the tenth of a point and the team with the highest score will be awarded the game
     - If the game is still tied, the game is awarded to the team with the most touchdowns from its starting roster
     - If the game is still tied, the team with the most points from its bench will be awarded the game
     - If the game is still tied, a coin flip will determine the winner. The coin flip will be witnessed by both of the commissioners.

Consolation (Toilet Bowl)
Upon completion of the Regular Season, all teams that are not eligible for the Playoffs will participate in the Toilet Bowl tournament. The Toilet Bowl is a post season tournament in which all non-playoff teams compete for a cash prize.
 
The Toilet Bowl extends from Week 14 to Week 17 of the NFL Regular season and will be single elimination.

The teams included will be:
     - Six teams from each conference

Seeding
Each Toilet Bowl team will be given a seed prior to the first week of the toilet bowl. The tie-breaker for seeding after overall record will be:
     - Head-to-head record
     - Divisional record
     - Total points scored in games
     - Total points scored against in games
