Amherst Fantasy Football League (AFFL) By-Laws



I. League Make-up



A. The league will consist of twelve teams divided into three equal divisions of four teams each.

B. Each team shall have a team name. Names may not be offensive in any way shape or form. Names must be approved by
league vote. Name changes must also be approved by league vote of no less than 8 current teams.

C. The league owners may vote to expand the current number of teams to 14 or 16 teams only. The league shall not exceed
16 teams for any reason.

D. Expansion of the league from 12 teams must be carried by a vote of no less than eight teams. The eight yeah votes must
consist of a majority of teams that have been in the league no less than four complete AFFL seasons.

1. In the event of expansion, the league commissioner shall determine the number of divisions and division setup.

E. In the event that a team should drop from the league, the commissioner shall contact any dual owners to inquire if
they would consider splitting. If they do not wish to split, owners will be allowed to make contact with outside parties. The
remaining team owners shall vote new teams in with a simple majority.

F. Each team shall receive one vote in any election. Regardless of the number of owners.


II. Schedule and Playoffs


A. The AFFL season shall coincide with the NFL schedule.

B. The league will play a 14 game regular season schedule in a Head to Head format.

C. The league schedule will be weighted to divisional opponents such that all teams play divisional foes at least twice
and all other teams once.

D. At the conclusion of the 14 game season, the three teams with the best Won/Loss record in each division shall be
deemed division champions.

E. The teams with the next five best records shall qualify as “Wildcards”

F. Playoff games shall be played during the 15th, 16th & 17th weeks of the current NFL schedule.

G. Teams shall be seeded 1-8.

H. The three division winners shall receive the top three seeds regardless of their Won/Loss record.

I. The remaining head to head match-ups in the playoff shall be based on the week 15 seeding. The remaining highest seed
shall be paired vs. the lowest remaining seed. The highest seed shall be considered the “home” team in all playoff rounds.

J. The winners of each playoff round shall be matched with the highest vs. lowest remaining team.

K. The 4 non-playoff teams shall enter a round-robin tournament playing each other once the last three weeks of the NFL
season. The team with the best W/L record shall have the first choice of draft position in the following year. The three other
teams shall select their draft position based on the outcome of the round-robin tournament. Ties shall be broken by W/L, ead
to Head, Total Points.


III. League Management and Assistance


A. The League shall be managed by the league “Commissioner”

B. The league commissioner must be an owner of an existing league franchise in the AFFL and must be a member of no less
the three complete AFFL seasons.

C. The current team owners must elect the commissioner by a vote of no less than 7 votes.

D. The commissioner shall retain the position until he resigns from position or the league.

E. The team owners may remove the current league commissioner by a minimum vote of no less than 8 votes.

F. The commissioner may appoint a “rules” committee consisting of one team owner from each division to assist in review
of all current league rules and bylaws.

G. Recommendation to change any rule or by-law shall be brought before the owners at least two weeks prior to the 1st
official league meeting (usually DRAFT NIGHT).

H. The commissioner shall be responsible for obtaining an Internet based league management service. The league management
service must be approved by at least 8 current team owners and may not be changed unless brought to the league by the rules
committee (see II.F.).

I. The commissioner may request assistance for any duties or responsibilities of his office without team owner approval.

J. The league commissioner shall be responsible for:

1. Website setup
2. Rule change notification
3. Draft night
4. Purchase of draft boards
5. Ruling on any potential team owner differences (unless the league owner is involved, in which case the rules
committee shall decide)
6. Establish trade deadlines
7. League schedule
8. Division alignment
9. Monetary collection, calculation and year end dispersion
10. Any other items, which may pertain to league operations, not previously named.

IV. Draft and Rosters


A. The league shall convene annually to conduct its league draft.

B. The draft shall be held on a day that can be attended by as many team owners as humanly possible.

C. Team owners must assign a proxy to conduct their annual draft. Under no circumstances will the team owners perform a
“league wide” draft for a missing owner. This rule shall be known as the Mark McNess Rule.

D. The draft shall consist of 16 rounds.

F. There will be a minimum roster size that consists of enough players to field a starting roster on week 1. There will
also be a league maximum at each position as determined by the commissioner to avoid hoarding yet still allow flexibility for
player activation in the event of bye weeks, suspensions or injuries.

G. Only players currently assigned to an NFL roster or players with prior NFL experience shall be eligible for the draft.

I. Draft order shall be determined as follows:

1. Round-Robin teams shall select their draft position as defined under "Schedule & Playoffs".
2. Playoff teams shall select their draft position based on reverse order of finish with the league chanpion
receiving the last available draft position.

J. The draft will be serpentine 1-12 for the first round and 12-1 for the second round. This shall continue until the
last selection of the 16th round of the annual draft.

K. Draft changes may be made prior to the current years 1st selection and only with at least 8 team owners agreeing to
the change.

L. Weekly rosters (Also defined as "The Starting Lineup") shall consist of a maximum:

1. One QB
2. Two RB’s
3. Two WR’s
4. One TE
5. One K
6. One D/ST
7. One Flex (RB/WR/TE)

M. Weekly rosters shall be set by individual team owners based on the parameters defined on the league website. If
possible, owners will be allowed to change active players until their current game begins.

N. RT Sports position designation shall be used to determine a players eligible NFL position.


V. Tie-Breakers

VI. Waivers and Trades



A. Teams may acquire free agents via a waiver wire process.

B. Teams may select designated eligible free agents from the league pool (as designated by the league commissioner).

C. The waiver period will begin and end for a specific designated period of time. This shall be determined prior to the
annual draft as agreed upon by league members.

D. Waiver order is defined by the league and managed by RT Sports settings.


E. After the weekly waiver wire has expired, team owners may acquire free agents any time within league transaction
times.

F. If an owner is unable to access the league website to execute a waiver transaction either during the waiver wire
period or during the transaction period, he may submit a request to the league commissioner via e-mail only to have his
request executed.

G. VI.F. should only be used as a last resort.

H. The league website will determine which owner receives which player during the waiver wire period based on parameters
established by the commissioner and league owners.

I. Owners may execute trades until the designated trade deadline. The trade deadline shall be Noon Sunday prior to the
commencement of Week 10 of the current NFL schedule.

K. All trades and waivers in excess of 20 shall have a $2.00 transaction fee or a flat fee as determined by the league
assessed. Each waiver transaction shall consist of one player. Trades may consist of multiple players and are considered one
transaction. For fee purposes, only successful waiver claims shall be charged to a team owner.



VII. Scoring


A. Scoring shall be based on a combination scoring/production format. The AFFL shall use a decimal scoring system.

B. Weekly scores shall be comprised of actual NFL games played during the current NFL season.

C. Weekly scores shall be from the period beginning with any NFL game played Thursday through Monday.

D. The NFL official league site will be conferred for scoring discrepancies. However, it shall be noted that the official
league scoring will be maintained by the official league designated website.

E. In the event that the league website is not in service, manual scoring shall be kept using the Monday, Tuesday and
Friday editions of the USA Today.

F. Manual scoring will be recorded by individual owners and reported to the league commissioner by both owners via
telephone. If there is a discrepancy in manual scoring, both teams must review all scoring. The league commissioner shall
review any disputed scores.

G. The League Scoring Formula will be maintained on the league website. Owners wishing to have a manual copy of the
League Scoring Formula must print their own copy prior to the commencement of the 1st regular season game.

H. Scoring changes must be approved by the league rules committee and majority approval of existing owners prior to the
commencement of the annual draft.
