1: Participants: To enter the Professional Fanatic Fantasy Football League an email must have been sent to the league commissioner expressing your interest in said league. By accepting an opening in the PFFFL, all participants involved, agree to abide by the official rules and regulations governing the PFFFL. Participants must also submit their league entrance fee prior to the start of the draft. All league fees’ are to be sent to the league treasurer, Richard Cook. The league treasurer will pay all league expenses incurred as well as league winnings, at the end of the season, to the appropriate league members that achieve certain goals. All matters pertaining to league winnings will be discussed later under prize disbursement.

a.) League Payments: All fees pertaining to the league (league fees, dues incurred by future trades, dues for bidding on an open franchise) must be paid in one of the two following ways.

i.) A cashiers check must be sent to the leagues treasurer: Richard Cook - 400 W. 8th St. Sheridan, IN 46069.

ii.) A payment in the form of PayPal must be sent to the league treasurer: Richard Cook @ fireman@lightbound.com or Venmo to @Richard-Cook-66

2. Refunds: All participants are entitled to a refund of their league dues up until one week prior to the start of that year’s draft under the following stipulations: if they haven't traded away any future draft picks for the current or future draft year or made any trades involving players from there current roster prior to two months before the start of the regular season. After said time, all league fee’s collected, are considered non refundable. If for some unforeseen reason the PFFL league is canceled, all parties involved are entitled to a full refund.

a. After 6/28/04, if the League Commissioner acts in a way that is viewed as an act of collusion or false representation of league rules or acts in a manor that is viewed as untrustworthy, then any franchise can ask for disbandment from the league and call for a majority vote by there fellow league members to grant a refund on the grounds he announces. If a majority vote by all League parties is obtained then said league participant is entitled to full refund of all dues current and future.

3. Number of Participants: The PFFFL will be limited to 24 principle participants.

4. Co-managers: Each party involved reserves the right to govern ownership of their principle franchise anyway they see fit as long as all parties involved abide by the rules and regulations governing the PFFFL League.

5. League Structure: Each initial PFFFL participant was assigned to one of two, 12-team conferences, broken down into Four divisions of three members. The selection of which division and conference each participant was assigned was determined by the order in which each principle participant sent in his or her respective emails of interest. In 2018, Divisions were realigned to spark more excitement. This realignment will take place every four years, with the 2027 season being the next year for a scheduled change. This realignment will be done by random drawing and conducted by the League Office. Going forward, in the event that a franchise owner declines to renew ownership of his franchise for the following season, a replacement will be found to take over that franchise. Duel team ownership was disallowed in 2017.

6. Draft: Each conference of 12 members will conduct their own draft starting at a designated date (2023 will start August 16th at 8:00 AM EST) chosen by the Commish unless another start date is agreed upon. Each conference will have it's own player pool to make selections from. The draft will be an ongoing draft, whereas each franchise will make their selections each round, in a timely manner. All availability issues are to be expressed to the league Commish

7. Following Years Draft: Each year, following the initial year’s draft, a draft will be conducted. This draft will be ten rounds in length and will be conducted in a serpentine draft format. (1-12, 12-1) Draft Date will be set by the Commissioner and emailed to League Owners.

8.) Draft Order:     The draft order for the following year’s draft is determined by the finishing order of each principle franchise. The team winning their respective conference championship receives the 12th pick in the following year's draft. The team losing the conference championship game will receive the 11th pick. Draft picks 7 through 10 will be determined by the ending regular season W/L record of the remaining teams making the league playoff's. (Tie breakers are: Head to Head results, Division record when it pertains to two teams in the same division and finally total points) The team with the best regular season record that does not make there respective Conference Championship game will receive the 10th pick and so on. Draft picks 1 through 6 are determined by the ending regular season W/L record of the six franchises that do not make it to the league playoffs. The team with the best ending regular season W/L record will receive the 6th pick. The #1 draft pick will go to the team with the worst ending regular season W/L record. (tie breakers are used when necessary)

9. League Management: The principle commissioner of the league will be Richard Cook. RTSports will be hired to provide the league’s web based service. All principle owners involved will determine all the particulars of the PFFFL with the league commissioner having the final say.

10. Scoring Discrepancies: If for any reason a scoring discrepancy or change in the official Stats is made by rtsports prior to the start of the following week's games, the league will then go back to the prior week scoring to make sure that any changes made hasn't effected the outcome of any said game. Please note that RTSports has the final say in all matters pertaining to player statistics and the Commissioner makes no adjustments to the official statistics provided by rtsports.

11. Disputes / Appeals Regarding League Rules: All disputes and appeals must be submitted to the league commissioner whereas he will utilize the rules and regulations governing the PFFFL to make all decisions. The league commissioner’s decisions are considered final but a call for an impartial vote by all league members can be called to decide an issue. Each perspective league owner can only do this once a year and the league vote is final.

12. Disbursement of Prize Money: The league commissioner will distribute 100% of all prize money, minus league expenses, to all principle participants upon the completion of each season.

13. Team Management Disclaimer: The PFFFL League commissioner is not responsible for any problem or technical malfunction, which impedes or interferes with the transmission or receipt of any team transaction, including but not limited to free agent moves, or starting lineup submissions. If for some reason there is a down time experienced with our web host, RTSports, all principle owners can submit an email to the league commissioner, reporting the lapse and submit any information pertaining to free agent moves, and starting lineup submissions. These emails are time stamped which eliminates collusion. Once the experienced down time has been repaired, the league commissioner will update all information pertaining to starting lineups and free agent acquisitions. Note, free agents will be awarded in the order the emails are received if it is after the prescribed waiver wire system implication period. The commissioner will also send an email to another fellow league member if these issues pertain to his franchise, to eliminate collusion on the part of the commissioner.

14. Collusion: Any participants, who collude in an effort to dishonestly try and gain an advantage over their fellow league members, will be disbanded from the league and will forfeit all winnings. If for any reason a team owner suspect’s collusion among fellow league members, it should be brought to the attention of the league commissioner. At that time an investigation will be conducted.

a. Conduct Unbecoming: Conduct unbecoming a League member is also grounds for expulsion. If at anytime a league member acts in a manor that is threatening and detrimental to the league and its fellow league members, the League Commissioner has the right to disband that franchise without reimbursement of League dues collected to that point. A vote of disbandment will be called by the league Commissioner

b. Gambling: Although friendly wagering is not condoned it should be conducted in private and not posted on the message board. The League Commissioner in no way condones private wagering.

15. Team Competitiveness: Participants are expected to run their franchises in a professional manner throughout the entirety of the Fantasy season. To keep all principal owners active throughout the entire length of the season, the Consolation Bowl was implemented.

a. Tanking of Starting Lineups: Tanking is viewed as submitting a starting lineup with a player or players, in a means to score less points than there opponent. In doing so, they lose a game on purpose in order to gain a higher draft pick in the following years' draft. Tanking is not acceptable and will not be tolerated at any time. The commissioner will determine if a league owner, who starts a player or players on a bye week or a player of lesser starting value over another, gained an advantage in doing so.

b. League Actions to Tanking:     If at anytime the League Commissioner suspects Tanking or an issue of Tanking is brought to his attention, the League Commissioner will conduct a formal interview of the accused franchise. If it is determined, in the eyes of the commissioner, that in fact an act of tanking as taken place, then steps will be taken to remedy the issue. There will be a three step punishment process ending in dismal. Your first offense will result in being  placed on the grey list for three years. A repeat offense, in any three year period, will move you to the red list. Once on the red list you will lose three draft positions in the 1st round of the following years draft. A third offense in any three year period will result in expulsion and loss of league fees. Once on the list, the Commissioner will not look on you favorable for repeat offenses and your franchise will be under the microscope. All Commissioner rulings are final and not up for debate.

Red List -

16. Replacement of League Openings: As of July 27th, 2009 any league opening that comes available, either by removal, disbandment or abandonment, is eligible to be bought out by any existing owner who has been a franchise owner within the League for a length of 1 full season. This rule is being added to the league rules to be fair to all league owners that have paid there dues over the years. This rule allows eligible owners first dibs on vacancies that come available over new comers to the league. The Commissioner is not eligible to take over any teams that come available.

   a. The process of taking over an available team will be a blind bid process. Any eligible league owner can submit a blind bid, via email, to the League Commissioner but your current year's league fees must be paid in full before placing a bid. In doing so, the eligible franchise is bidding to take over an available team that has been vacated and it's current roster. The highest bid received wins the available franchise.  The winning bid amount is due upon being rewarded, said franchise and is in addition to there yearly league fees. The winning bid amount is to be put towards the vacated teams, League Fee's for that current year. Any amount bid above $75 will transfer to the winning bidders future League Fee's. Example (If you bid $100 for a team and your the highest bid placed, you pay the League $100 upon acceptance. The first $75 will be put towards the League fees of the team you are vacating to help secure ownership of the team you are leaving. The balance amount of $25 is then transferred to your team to be used towards your future League Fee balance. Your league fees from your previous team must be paid in full and current and they are transferred to your new team.)

   b. The time frame that bids will be accepted will be announced to all league members via an email and will be posted to the league message board.

   c. All bids are blind with only the Commissioner knowing the amount bid by any said franchise. At the conclusion of the bidding process, all bids received will be made public.

   d. The team that wins the available franchise will vacate there former team and it will be opened up for bid. If no bid is placed then the available team will be rewarded to an outsider.

   e. League fee balances are transferable,  No loss is incurred by transfer of ownership.

   f. A minimum bid of $25 must be bid.

Section II: Official Rules and Regulations of the Professional Fanatic Fantasy Football League

1. Overview: The Professional Fanatic Fantasy Football League will consist of 24 teams/managers, broken into two Conferences of 12 members each. The PFFFL regular season will extend from NFL week 1 through NFL week 12. The PFFFL playoffs will be conducted NFL week 13 through NFL week 16. The PFFFL Consolation Bowl will be conducted at the same time as the league playoffs. (see section 12 subsection B for further information)

2. The PFFFL is a keeper league and each year each principal franchise owner has the right to keep six players from the previous years squad. Those six players are determined by the following format:

1 QB

2 RB's

2 WR's

1 Other player either being your TE, K, or Defense.

a.) Prior to the start of the draft, a date and time will be posted to the league message board and also sent to each owner, announcing the official cut down date (Monday @ 9:00 PM EST prior to the draft) to have your rosters reduced to the above mentioned criteria. If after that set time and date, an owner has not reduced there roster to within legal roster limits, the Commissioner will make those roster cuts for them at his discretion. His cuts are final and cannot be changed after the fact. It is in each principal owners best interest to make there own cuts so that no problems arise from the Commissioners intervention on there behalf.

3. Draft: Each conference will be composed of 12 teams, and each draft will last 10 rounds, with each team selecting a player in each round in a serpentine fashion unless a particular draft pick was traded away or an additional draft picks acquired whereas more than one selection may be made per round.. Each conference of 12 members has it’s own player pool to draft from. There are no rules governing the number of players to be drafted at each position other than the QB position, where each franchise is only allowed a max of 3. It is up to the skill and draft strategy of each team owner to decide.

a. time limit per pick: Each franchise will be allotted 24 hours to make their perspective selections each round. If after that allotted time, a selection has not been made by the principle franchise in question, that franchise will be skipped. Whereas, the following franchise will then have the opportunity to make their perspective selection. After the following franchise has made their selection, the previous franchise will then be placed back on the clock for another 24-hour period. This pattern will be continued up until a franchise has been skipped three times in succession. Once a franchise has been skipped the third time, the draft will be halted and a replacement franchise will be found to take over the franchise. The previous owner will be disbanded from the league and forfeit their entrance fee.

b. trading of draft picks: The trading of draft picks will be allowed as long as the trade is not overly one-sided in an act to benefit just one principal franchise. A copy of all finalized trades must be sent to the league commissioner and results posted on the league message board. Any league member can call for a vote as to the fairness and legitimacy of a trade offer within three days of the completion of the trade but you must have due cause to do so. Each owner will be allowed to call a vote of complaint once throughout the season. Once a vote of complaint is called the league Commish will ask that grounds for said complaint be presented before the league via the message board. Then following that presentation of complaint, the League Commish will judge as to weather said complaint warrants a league vote of veto. Each principal party, bringing an issue of complaint before the league office, will lose his one right of complaint per year even if the issue is never taken before his piers.

c. trading of players: The trading of players among franchise owners is allowed as long as the trade is not overly one-sided in an act to benefit just one principal franchise. A copy of all finalized trades must be sent to the league commissioner and results posted on the league message board. Any league member can call for a vote as to the fairness and legitimacy of a trade offer accepted within three days of the trades final announcement. Each principal party, bringing an issue of complaint before the league office, will lose his one right of complaint per year even if the issue is never taken before his piers.

d. surrogates: Each principal participant may ask the league commissioner to make certain selections, in the up and coming draft, for them if they so choose. This is done in a manner to speed the draft selection process. This is a service provided by the commissioner to help with the speed of the draft as well as limit frustration on the part of all involved.

e. incorrect selections: In the event an incorrect selection has been made during the draft, it is in the owners best interest to post the mistake to the message board, chat room and an email to the commissioners. Once posted, we would ask out of respect for the league member that any said franchise on the clock not make a selection until it can be corrected. However, selections made during that time will not be changed. The commissioner, upon learning of the mistake, can pause the draft at any time to correct the previous incorrect selection with any remaining player still in the draft pool.

4.) Trades Made:     Trades made that involve current fiscal year draft picks are not considered future draft picks but all franchises must have there current years league dues paid in full before they are made official and accepted by the league Commissioner.

a. trading of future draft picks and players:     The trading of future draft picks, acquired by each principal franchise, is allowed under the following conditions;

   I. Future draft picks can be traded as long as the above mention guidelines of collusion and team competitiveness are observed.

II. Each franchise that trades away a future draft pick must pay their following year's league fees before the trade becomes official. If players are a part of a trade involving future draft picks, they are not allowed to be started until the league fees are paid and the trade becomes official. If payment is not made within a week of acceptance, then the trade is voided. No refund of future years' league fees will be granted that involve draft picks traded away for those futures, if a team decides to disband. The Commissioner may grant a refund in certain cases but is not required.

III. A future draft pick is described as a draft pick to be used in the following years draft. (Example) If you are competing in the 2009 season and trade away a 2010 draft pick. A future draft pick ceases to be a future draft pick on March 1st of each current league year. March 1st is the official start date of the new fiscal year. Any trades involving draft picks made prior to March 1st of the current league year, must abide by all rules pertaining to the trading of future draft picks.

IV. Each franchise that trades away a player from there current roster must pay their present year's dues before the trade becomes official. If payment is not made within a week, then the trade is voided. No refund of league fees for the current year will be granted if a player is traded from a franchises current roster within two months of the start of the regular season.

b. The fiscal year of each season runs from March 1st of the current year through the completion of the League Championship game.

4. Roster Requirements: A maximum of 16 players per franchise will be allowed at the start of the season. The official roster cut down date is the first Monday before the start of the regular NFL Season by 8:00 AM EST for those franchises that acquired additional draft picks and have rosters with more than 16 players. If you do not make your roster cuts by the deadline the Commissioner will reduce your roster for you. (2023 we cut down on Tuesday August 29th at 8:00 AM EST and opened up Free Agency the same day at 5:00 PM EST)

a. Your roster must be within legal roster limits before another player can be claimed via free agency. If trades are made involving franchise's receiving more players than they are trading away, then they must release players prior to accepting the trade so that their roster stays within the legal roster limit of 16 players before it will be allowed.

b. one additional roster spot will be reserved for each franchise to be added following the 1st week of the regular season. This will in turn, increase the legal roster limit to 17.

5. Lineups Requirements:

Starting lineups will consist of

1 QB

2 RB

2 WR

1 Flex Player either a RB, WR or TE

1 TE

1 PK

1 Team Defense/Special Teams

q. Lineup Submission: All lineups are to be submitted by 1:00 PM EST on Sunday. The only exceptions are for players involved in games earlier in the week or Monday Night. Those players must be submitted prior to kickoff. Once your starting lineups have been submitted and a player is involved in a game that has been played or is underway, the league site locks those players in and no changes can be made to those starting lineup players. As for Monday Night games, if you have multiply players on your roster and they are playing on Monday Night, you can wait up until kickoff to declare those players. Just remember if you have a player in your starting lineup and he has already played a game earlier in the week before Monday Night, he will be locked in and no changes can be made to your starting lineup.

b. League Site Access Problems: If for some reason the league web site were to go down, the league commissioner can be emailed starting lineups, as well as changes to your starting lineup. Free agency acquisitions can also be submitted to the league commissioner and will be awarded in the order they are received. All these transactions are time stamped, per your email provider, so there is no way for collusion.

6. Scoring: A player may score from any position on the field in the following manner with one exception. A player
returning a kickoff, unblocked field goal attempt, or punt for a TD will not be awarded an individual score. That
score will only count for the Defense/Special Teams.

a. Passing:

Yards passing divided by 10 (e.g. 215 passing yards = 21.5 fantasy points).

6 points for every passing TD

2 points for every 2-point conversion

Minus three points (-3) for every interception thrown

5-point bonus awarded for every
300 yards passing

b. Rushing:

f. Rule in regards to Double Turnovers

*** A double-turnover is when the Offense turns the ball over to the opposing Defense, which subsequently turns the ball over back to the Offense. In this case, the Offense's ball recovery and any subsequent TD scoring on that particular play are scored as Defensive/Special Team scoring for that team.

7. Point Calculations: Team scoring will be carried out to the hundredth (e.g. a team may score 94.75 points).

8. Free Agents: Any player who is not on a team roster within your respective conference is considered a free
agent.

9. Free Agent Acquisitions: Prior to the start of the regular season and following the draft. Free agents will be
allowed to be claimed off of free agency on a first come first serve basis once the league Commish opens it up. Teams that have more than 16 players under contract must first cut down to 16 before being allowed to claim a player off the free agency wire. All teams at the legal roster limit of 16 must cut a player to claim a player.

The free agent system after the start of the regular season will be a "waiver wire system", followed by a free for
all. Each franchise interested in acquiring a free agent, after the start of week one of the regular season, must submit a wish list. All free agency moves, either via the waiver wire system or the free for all period, will end every week at 1:00 PM EST, Sunday. The waiver wire period will start every Tuesday morning, following the first week of the regular season, at 8:00 AM EST. It will end every Thursday at 8:00 AM EST. The free agency free for all period will then open up at 12:00 PM EST every Thursday afternoon. This will allow you time prior to the start of the Thursday night game to acquire a player via the free for all period, as well. Note: players that have already played in a early week game can not be claimed in the free for all period. The free for all period lasts until Sunday at 1:00 PM EST each week. After which time, all transaction privileges are forfeited until the start of the next waiver wire period. Free agents acquired through the waiver wire system are awarded by “Worst to First by Standings” with the ties decided by pts scored. (9/15/2020) In the event of a tie in Win/Loss record and total points scored, the tie breaker to award the Waiver Wire order will then go to Total points scored, YTD or your Bench Players. The team with the least amount of Bench points gets the better Waiver Wire Position. (9/17/22) Following the completion of the regular season, free agency will become a free for all period running through the 1:00 Sunday games each week. This until a league Champion is crowned in week 17. At the completion of week 17, all free agency is locked till after the draft of the following year.

10. Trading between Franchises: Trading among teams within the same conference is allowed as long as an act of collusion or roster dumping is not witnessed. Note: All trading among franchises of the same conference, ends following the start of week 11.

11. League Structure: Each team, within their designated conference, will play their divisional opponents twice for a total of four division games. An attempt will be made for each team to play every conference foe but due to scheduling conflicts this may not be possible. The regular season is 13 weeks long.

12. Playoff Schedule: Six teams per conference make it to the league playoffs. The remaining 6 franchises are entered into the league Consolation Bowl playoff round. League standings are based on the following tie breakers, head-to-head results, division record, conference record and finally, total points scored.

a. League Playoffs: Each franchise to win their respective division title will make the playoffs. The next two franchises with the best w/l record will make the league playoffs as Wildcard teams. Of the four division winners, the top two by w/l record, will receive a first round bye in the playoffs. They will also be seeded #1 and #2 based on there w/l record. The other two division winners will be seeded #3 and #4. The two wildcard teams will be seeded #5 and #6 as a result of their w/l record

The league playoffs will start week 14 with the #1 and #2 seeds receiving a 1st round bye. The #3 seed will play the #6 seed and the #4 seed will play the #5 seed. These two games are considered the Wildcard Round. Week 15 will be for the Division Championship with the #1 seed playing the lowest seed remaining and the #2 seed playing the highest seeded team remaining. Week 16 will be for the Conference Championship pitting the two Division Champions against one another to see who will represent their conference in the PFFFL Super Bowl week 17.

b. Consolation Bowl: The six teams that do not make it into the league playoffs will complete for the Consolation Bowl Championship. The winner of the Consolation Bowl receives a free entrance into the following years competition, free of charge.

c. Any playoff game tie will be determined by Total Points during the regular season.

The Consolation Bowl playoffs will begin week 14, the same as the league playoffs. The format is entirely the same as that of the league playoffs with the exception that there are no division champions. All six teams will be seeded #1 through #6 based on their w/l record. The #1 and #2 seeds will receive a 1st round bye. The #3 seed will play the #6 seed and the #4 seed will play the #5 seed. Week 15 will be the #1 seed playing the lowest seed remaining and the #2 seed playing the highest seeded team remaining. Week 16 will be for the Consolation Bowl Conference Championship pitting the two remaining franchises against one another to see who will represent their conference in the PFFFL Consolation Bowl week 17.

Covid Clause for 2020

Should the NFL play a minimum of “8” games we will determine that a full season and payouts will be made based on overall win % (Team Record) with total points scored used as the tiebreaker when lack of notice to assemble a playoff bracket exists.

Payouts

Highest Win % Team = Conference Champ

Next Highest Win % Team = Conference Runner-up

Division Winners will be awarded to the highest win % team in each division with total points (YTD) used as the tie breaker. This will determine standings if a minimum of “8” games are played or less than “12” games, which would be a complete regular season and standings would be determined by normal regular season league rules.

Wildcard Winners would be determined by the highest two win % teams remaining after Division winners were determined with total points (YTD) set as the tie breaker.

Conference Champion and Runner-up will be determined by the highest points scored (YTD) of the “6” teams awarded Division and Wildcard winnings.

League Champion will be determined by total points scored (YTD) between the two Conference Champions.

***If the NFL does not play a minimum of “8” games, the season will be declared null and all current league fees collected will be applied to the following year and no payouts will be awarded. Not knowing what billing aspects will be applied by RTSports, it may be necessary to charge a small fee the following year to cover website host fees.

Playoffs

If enough notice is provided that the NFL season will be shortened and there is time to assemble a 4 week playoff, every effort will be made to determine a playoff bracket.

Seeding will be based on the above mentioned rules if less than “12” regular season games are played. If “12” regular season games are played normal league rules will determine seeding.

If Seeding is determined by above mentioned rules, highest seed will be known as the #1 seed and so on through 6 seeds.

Seeds 1 and 2 will have a bye.

1st week matchups will be 3 vs 6 and 4 vs 5

Brackets will be reseeded weekly with highest seed playing lowest seed alive.

No Toilet Bowl game will be played and the following year will award both Conference Consolation Bowl participants with having their following year’s league fees paid.

***Should circumstances prevent a 4 week playoff series to complete, the following will be addressed:

If play stops after playoff week 1

Teams earning bye weeks would become draft picks 1.12 and 1.11 (based on seeding prior to the playoffs)

Losing teams would receive draft picks 1.07 and 1.08

Team with the lower points scored that week =1.07 higher team = 1.08

Winning teams would receive draft picks 1.09 and 1.10

Team with the lower points scored = 1.09 higher team = 1.10

Draft picks 1.01 – 1.06 will be determined by total points scored and the conclusion of the regular season status.

If play stops after playoff week 2

Draft picks 1.07 and 1.08 are determined in W1 playoff scenario above

Losing teams would become rookie picks 1.09 and 1.10

Team with the lower points scored = 1.09 higher team = 1.10

Winning teams would receive draft picks 1.11 and 1.12

Team with the lower points scored = 1.11 higher team = 1.12

If play stops after playoff week 3

The League Title will be determined by total points scored (YTD)

Draft Order for 2021 in the Event a Full Season is Not Played (Less than “8” games)

(playoff brackets not used to determine standings)

If NFL plays 5-11 games (games do not have to be consecutive weeks)

  • If the NFL plays 5-11 games we will use total points scored as a tie breaker to determine the following years draft order. Highest total points scored = draft pick 1.12 Lowest total points scored = 1.01

If the NFL plays less than 5 games  (games do not have to be consecutive weeks)

  • The following years draft will be randomized by the league service provider just as the league schedule is constructed. Draft order will be determined by those results.

Added Covid-19 ruling in regards to IR usage for the 2020 season..

Effective at the start of the 2020 season, every team will be allowed to place up to 5 players on IR due to a positive Covid-19 testing situation.  You will then be free to acquire players from free agency to field a competitive roster. Only players effected by a Covid-19 related illness can be given this IR designation. Once the player is allowed to continue participation with the team, you must remove them from this IR designation and release a player from your roster to maintain a legal roster size of 17 players if the activation causes you to go over the legal roster limits imposed on every team.
