OFFICIAL RULES
1.0 League Setup
1.1 The league will consist of the minimum of eight teams and a maximum of ten teams.
1.2 The league will consist of two divisions.
1.3 Each division will have the minimum of four teams and the maximum of five teams each.
1.4 The two divisions will be named "Heads" and "Tails"
1.5 On the first meeting of the 2000-2001 seasons, the eight teams will be put into the two divisions by way of a coin toss. This coin toss will be conducted by the Commissioner. The teams will remain in these divisions for the life of their franchise. Any expansion done in subsequent years will be assigned to a league in the same manner. Expansion will be allowed every two years.
1.6 Owners will not be allowed to change team names during a
Season. If an owner wishes to change his franchises name it
Must be done no later than the day of the draft.
1.7 Owners are allowed to only own one franchise in the M.S.F.F.L.
2.0 Draft
2.1 The player draft will be held on a weekend before opening day of the season. The commissioner will determine the time and day of the weekend and the location the draft will be held. All owners must be present at the pre-draft meeting as well as draft day. If an owner can not be present on pre-draft or draft day that owner may apply for representation. This will be under the board of director's discretion.
2.2 On draft day, any information brought into the draft room by an owner can not be shared with any other owner. Sharing of information verbally or visually will be subject to a $4 fine and possible forfeiture of a draft pick or position.
2.3 Draft position will be determined as follows. At the first meeting of the season (pre-draft), there will be a blind card draw. The number you draw will not be your draft pick. This number will be your number for the "lottery pick". A minimum of eight and a maximum of ten numbered balls, (depending on the number of teams in the league) will be put into the "lottery device" and drawn out at random. This number will be your draft pick. This process will be repeated every other round. In a non-expansion year the draft position will be determined as follows. In the first round only, draft order will be determined in reverse order by how teams finished after post season play (6th place-3rd pick, 5th place-4th pick, etc.). The eight and seventh place teams will get the first and second picks depending on their regular season records. The same will be done in a ten man league adjusting for 10th and 9th place. The second round picks will be opposite of the first round. The lottery will begin after the second round.
2.4 The draft will consist of 20 rounds. In a non-expansion year the draft will consist of 17 rounds. Owners may select a player for any position at any point during the draft. This includes kickers and team defense. See section 2.3 for the draft format.
2.5 Teams must have a minimum of the following:
QB-ONE
RB-TWO
WR-THREE
TE - ONE
KICKER-ONE
TEAM DEFENSE-ONE
2.6 Owners must name three franchise players. These
Players will remain with his team for two seasons. The Franchise tag is only used for retaining the player. On expansion years all franchise players are to be named one day prior to the NFL's first game. Once you have named a franchise player you have the right to trade a franchise player anytime before the trade dead line. Owners can rename a franchise player up until the week after the NFL DRAFT at 11:45 a.m. on Sunday. Once you have traded or dropped a franchise player, you must name another at that same time. The only way to do this is to remove the franchise tag and apply it to another player. This costs $2.00. This fee does not include the dropping or trading of that player. The money will go into the transaction pool. At the end of the two-season time frame, all franchise players will return to the draft pool. No one will be allowed to change a franchise player in order to keep him for a longer time period. In the event of a franchise player's retirement or trade for draft picks, the owner must pay to name a new franchise player.See sections 4.7 and 4.8 for hurt or retired franchise players. Owners are allowed to trade franchise players for regular players, draft picks, future draft picks, draft positioning and bidding money. See sections 4.7, 4.8 and 4.9 for times on trading and equability of draft picks, rosters and 7.2 for transaction fees.
2.7 All owners will have 15 minutes after the draft to make any trades with other owners. After time has expired, all rosters must remain inactive for one day after the draft and twenty four hours before opening day. No transactions will be allowed during these times. All transactions made during the fifteen minute trade period are free. See section 7.2 for transaction fees.
2.8 There is a time limit for each round of the draft. The times are as followed:
1st - 5th: 3 minutes
6th - 10th: 3 minutes
11th - 18th: 3 minutes
2.9 If time should happen to expire before an owner has selected their draft pick. The Commissioner will revoke that owner's draft pick, and will be given the 8th pick over all. All other franchise owners will now be moved up one spot in the draft that round. If an owner has drawn the 8th pick and time expires, the owner will still be allowed to pick. After the owner has selected their player, The Commissioner will revoke that owner's next round draft pick, and will be given the 8th pick. If an owner fails to select before time expires for a second time during the draft, that owner will forfeit that draft pick completely. All time violations will be subject to a fine. Any further time violations will result in draft pick
Forfeiture and fine. Multiple offenders will than have to pickup players during the 15 minutes after the draft to fill their void.
3.0 Rosters
3.1 Each franchise will have 16 roster spots and 2 IR spots.
3.2 Owners are responsible for calling in or updating their own line-ups on the M.S.F.F.L. website by a pre-determined time on Sunday. If the NFL has games scheduled earlier in the week (Thursday or Saturday) and you have players in those games it is your responsibility to let the Commissioner or Deputy Commissioner know before kickoff of that game that you want to start that player. If a owners player is playing in a early game and they put that player in or left him in from a previous week and the owner and did not call to let the Commissioner know that they did not want to start him, that player is locked in the line-up. It is up to the owners to update there line-ups on the website and to remove players if they do not want them to start. The Commissioner will not assume that you want to start a player because you started him the previous week, ever. This also includes kickers and defenses.
3.3 Starting line-up. A starting line-up must consist of one QB, two RB's, three WR's, one Tight end a kicker, and a team defense.
3.4 Owners will have two choices to choose from to set their line-up. Owners can call in their line-up or updated it on the M.S.F.F.L. website. If an owner fails to call in his line-up or update his line-up on the computer 3 times in one season the owner will be subject to forfeit all rights to his franchise, and will be suspended from the M.S.F.F.L. pending further review by the board of directors. Updated line-ups on the computer would consist of having no players on buys and no injured players in the line-up that is ruled out or doubtful. If an owner has not contacted one of the Board of Directors and the computer shows that an owner has not been in the website for that week this will also count as a no-call. The Commissioner will then take total control of that franchise for the remainder of the season. There will be no trades with this franchise only free agent pick-up. If on game day this team should happen to play the Commissioner's team, the Deputy Commissioner will be appointed to call in the line-up that day.
3.5 If an owner should happen to get suspended or banned from the M.S.F.F.L. for more than a season. A new owner will be appointed by the Board of Directors. If this should happen during the season the new owner will be awarded one free transaction move. This move will be of no charge.
If this should happen in the offseason the new owner will be allowed to change one franchise player. This move will be of no charge.
3.6 All owners will have two extra roster spots these will be called your practice squad. Owners will draft these spots as they feel fit. These two spots can consist of any position. These players will remain on you roster all year or until you remove them from the practice squad and add them to your active roster. In order to add a player to your active roster you must first drop a player or defense (while maintaining the minimum in section 2.5 and 3.3) from your active roster and then add a player from your practice squad. Once a player is removed from your practice squad this spot can not be refilled. Owners will be allowed to drop players from there practice squad and pick up free agents in there place. These two spots can also be used as I.R. spots through out the year. Owners are allowed to place a player on I.R. and fill those open roster spot with a player from their practice squad. Once the I.R. player returns the owner must drop the player they brought up or the player that was hurt. You do not lose the spot when using the I.R. Owners are allowed to trade practice squad players. If an owner trades a practice squad player for an active player, the active player will go to the new owners practice squad and the practice squad player will turn into the active player for the other owner's roster. All practice squad moves are considered transactions.
Once playoffs begin all practice squad players left on your roster will remain there for use of I.R. moves. You do not have to bid on your practice squad players each week. They are considered your players. (See section 4.5 for I.R. moves).
All practice squad moves are considered transactions. See sections 4.1 and 7.2 for trade deadline and transaction fees.
4.0 Trades
4.1 Owners will be allowed to trade their franchise players; regular players, draft picks, future draft picks and can give bidding money. A minimum of five dollars must be offered. See sections 4.7, 4.8 and 4.9 for trading times, equability of draft picks, future draft picks and section 7.2 for transaction fees. Both owners who want to trade a player must call the Commissioner or Deputy Commissioner to finalize the trade. Owners must maintain the minimums set up by section 2.5 and must adhere to the rules of trading franchise players in section 2.6. The deadline for transactions is the Sunday on Week 13 at 11:45 a.m.
4.2 The Commissioner will contact the Deputy Commissioner for all his transactions, and the Deputy Commissioner will contact the Commissioner for his transactions. All requests are final once they have reached the Commissioner or Deputy Commissioner; this also includes their answering machines. Owners must maintain the minimums set by section 2.5, and 3.1. See section 4.3 for guidelines.
4.3 Each franchise will be given a budget for free agent pick-ups
Of $100. This is real money, only a budget used for free agent bidding. If an owner wishes to pick-up a free agent he must make a bid for him during the time frame specified.
The bid must be for a minimum of $1. The owner will call the commissioner or deputy commissioner and place a bid.
If a bid has already been made, it will not be made public to the next bidder. The amount of the bids and how many bids will not be told. Only one bid per week per player will be allowed. Once you are out of money, you will not be able to make any other free agent pick-ups only trades. So make your bids count. The commissioner will not be allowed to make the final bid since he knows the value of all the other bids. Please note if there are games early in the week (Thursday or Saturday) the time frame will be moved up accordingly. A tie in bids goes to the first bidder, this includes the commissioner. Once an owner places a bid the owner will not be able to withdraw his bid. The winning owner will be notified the same day of the first bid after 8 p.m. This process will end (bidding) when the trade deadline arrives. This is the process if there is no bidding on the internet.
4.4 There will be no transactions on game day. All transactions must be done at least one day prior to game day by 8:00 p.m. This is for all roster moves at anytime during the season. Please have respect for league official's hours of sleep.
4.5 Injured reserve. After the trade deadline has arrived each franchise will be given two injured reserve position. See section 4.1 for trade deadline. This can only be used if a player is determined out for a game by the NFL. You can place a player on injured reserve and pick up another player not on anyone's roster. Only position players are allowed to be put on the I.R. Owners will not be allowed to pick-up a player that is out or doubtful before the trade deadline, in hopes to use these players for I.R. moves. Owners can not roll over players that are out for the year, (unless it is a franchise player) in hopes to use them for I.R. moves. It will be under the of the Board of Directors discretion if an owner can roll over any hurt players. There is a $1 fee for each injured reserve move. When an owner puts a player on the I.R. that owner is allowed to pick up a different player for the injured player each week if the owner needs to. You do not have to start any players you pick up for the two injured players, unless a franchise does not have the minimum. If an owner uses their two injured reserve spots and still does not have the minimum players to start, it will be up to the commissioner to give that franchise more I.R. spots. If this is done that franchise must start all of the players they picked up for I.R. players. Once a player's injury is downgraded from out you will no longer be able to place him on injured reserve. Owners will not be allowed to retain a player picked up using the injured reserve from week to week. Owners are not allowed to put a player on the I.R. if they have already played that week, such as an early game. If the commissioner rejects an owner's proposal for an extra injured reserved spot, that owner will then have to play an injured player at that spot in their line-up on game day. This will be the only time that an owner's roster will not meet the starting line-up minimum. See section 2.5 and 3.3 for minimums and starting line-ups. All player pick-ups for the I.R. spots will be done in the same manner as the bidding process for free agents bidding. See section 4.3 for details on the bidding process. See section 3.4 for I.R moves.
4.6 The Board of Directors has the right to review and override any transactions made between two or more owners that have already been approved by the Commissioner or Deputy Commissioner that they see as unfit or unfair towards the M.S.F.F.L. or franchises of the M.S.F.F.L. All owners have the right to call one of the members of the Board of Directors if they feel that there is any unfair or unfit transactions going on between two or more owners. The Board of Directors will review and investigate all leads. Any owner that gives information or inquires about the transactions of other owners will remain anonymous. This information will be confidential. If any owners should be found guilty of this act, all owners involved will be suspended from the M.S.F.F.L. until further review by the Board of Directors. Any owners that know or knew about any unfair or unfit transactions going on and did not report it will also face the same penalties. All transactions will be logged by date and time by the Board of Directors. If you have any questions on any times or dates that trades or pick-ups were made please contact the Commissioner or Deputy Commissioner.
4.7 All types of transactions will be allowed during the draft. Transactions will only be allowed while an owner is on the clock. Owners will be allowed to discuss possible trades with other owners at any time during the draft. All transactions (except franchise player moves) that are made during the draft are free transactions. All other trades can be made during the fifteen minute trade period. Refer to section 2.6 for franchise set-up. See section 7.2 for transaction fees. Free agent bidding will not be used during the fifteen minutes after the draft. This will be on first come basis. All off season trading may begin the week after the NFL pro bowl game. If your franchise player should get hurt in the offseason and be out for the year or retire in the offseason. You will be allowed to drop him during the offseason and rename someone from your old roster. All dropped players and defenses during the season will be put on a waiver wire. Owners must wait 24 hours before bidding on these free agents. The waiver wire is only during the regular season.
4.8 Any transactions made with draft picks must equal out. All owners' rosters must be full by the time the last round of the draft is over. See section 4.7 for trades accepted during the draft.
4.9 On a non-keepers (when the rosters reset) year owners can not trade players for picks. All other transactions are allowed until week six. After week six owners will only be allowed to trade player for player up until the trade deadline. See section 4.1 for trade deadline.
On a keepers (the year owners name franchise players) year all types of transactions will be allowed up until week six. After week six owners can only trade player for player or player for draft positioning, up until the trade dead line. After the season has ended for the M.S.F.F.L. all transactions are allowed, this includes players for picks. This will only be allowed on the keeper year. See section 4.7 and 4.8 for equability of draft picks, future draft picks and when trading may resume after the season.
5.0 Schedules
5.1 A Schedule will be given out on draft day. Next year's schedule will be determined after the end of each season. Your schedule may change depending on what position you finish the season in your division. See attached for the sample schedules.
5.2 Playoff schedule. A playoff schedule will be determined at The end of each regular season. Your position will be determined at the end of week 13. The schedule will be given out prior to week 13. See attached for the sample playoff schedules. In an eight or ten-team league, the top two teams in each division will be given a bye. The second place teams will play the third place teams coming out of each division.
6.0 Ties
6.1 Ties in regular season play will stand. There is no tie-breaker.
6.2 Ties going into the position week or going into the playoff week will be decided by the following:
1st - Head to head record
2nd - Head to Head points
3rd - Division record
4th - Total points for
5th - lowest total points against
6th - Coin toss
6.3 Ties in the playoffs will be determined by the following:
1st - Total yardage
2nd - The most TD's scored
3rd - The most field goals kicker
4th - The most sacks by D
5th - the most INT's by D
7.0 Fees, Fines and Suspensions
7.1 There is an annual franchise fee. This fee must be paid upon the Commissioners request. If an owner fails to pay the league fee before the player draft, his roster will be frozen until he has paid his fee in full. This owner will also be denied access to the league website and all league news including player transactions. If the league fee is not paid by the start of the season, this owner will not be allowed to enter a starting line-up for week one. This will result in a forfeit. Each owner will only be allowed to forfeit week one. If the owner has still not paid by game time in week two, the owner will forfeit all rights to his franchise. See section 3.4 for details on franchise forfeiture.
7.2 Transaction fees. There is a transaction fee of $1 for every roster move made except for trading draft picks for draft picks, these moves are free. Franchise player moves are $2. This fee must be paid upon by the first week of playoffs, if the fee is not paid on time, your team will not be eligible for post-season play until it is paid. If you do not make the playoffs and still have a balance to be paid, you are subject to fines and expulsion from the league. The Board of Directors will determine this. All money from these fees will be used to have an end of the season get together or the Draft.
7.3 Fines may be levied by the Board of Directors for infractions to any of the rules outlined in this manual. Fines will not exceed $5. All money from fines will go to the transaction pool. Fees and Fines are subject to change.
7.4 Any owner that should happen to get suspended from the M.S.F.F.L. will be under suspension until further review by the Board of Directors. Any owners suspended during the middle of the year are still responsible for all of their fees and fines.
8.0 Prizes
8.1 All money collected by the League from the annual franchise fees will be divided up by the Commissioner at seasons end. The division will be as follows:

Toilet Bowl champ $100
The $100 transaction bidding fees will be divided up between the top 4 teams.
1st 40%, 2nd 25%, 3rd 20% and 4th 15%....
$50 dollars will be taken off of the top of it to go towards the Toilet bowl champ. This is how it makes the winnings 100 and not 50.
This does not include the transaction pool.
8.2 Money will be awarded each week for high score and wins up until week 12.
