AMENDED FOR 2019 SEASON, I am updating some older rules, or outdated rules.

 I am Ron DeOrio, the Commissioner of the Allegheny County Fantasy Football League (ACFFL). I run this league as I see is in the best interest of THE LEAGUE. All of my rules, that I remembered to type here, are in writing below (realize that I am simply human and any errors will be corrected as discovered). Read and understand the rules as I will offer very little
leniency to newcomers and no leniency to experienced veterans of this league. I have a committee set up for any issues
that I request membership advice on. The 3 Committee members are Jordan O, Nick R, and Jason B.  One member from each division.
Nick sits in for me as “Assistant” Commissioner if I am involved in any trades or issues. I sit in for one of them if "he" is involved in any trade or other issues for which the Committee is called upon. IF needed, I would call in
another member of my choice to sit in on the topic if more than one of us four is involved. The Committee will be
called on by me and only me. The Committee decision will be offerred to me directly and it will be final.

The League is a KEEPER LEAGUE. As of 2010, we claim 3 Keepers prior to Draft Day, (usually 5-7 days prior).There is a limit to the number of RBs that can be saved. Of 3 Keepers, a maximum of 2 RB can be saved.

There is a $100 ANNUAL entry fee for every team (except Commissioner). Once
the fee is paid, usually requested by July 1st each Summer, it is 50% refundable if you "quit the league" PRIOR to your first trade OR July 30th, whichever occurs first. It is 0% or non-refundable after your first trade or after July
30th. If your full payment is late, you will NOT be permitted to make any trades until your entry fee is paid IN FULL.

Added 7/9/15 - As it has been mentioned to all league members in previous years, I'll need to enforce it in the rules beginning on 2016 Payment Due Date. That being, seeing as how I state that the season starts on X date a few months prior to that date. Then a reminder about 1 week prior to that date, I anticipate seeing the league dues being paid by that date. It has been done this way for about 20 years. Members are trusted to pay their dues and they always do. The pays come in all over the calendar.  Starting 2016, anyone with less than 50% paid by season start date, will lose a 12th Round Draft Pick, then for every week later, the draft pick moves up one Round. For example, a payment that is 3 weeks LATE, the owner will not have a 9th Round Draft Pick in the following Draft. Only ONE pick will be stripped, so it's not "no 12, 11, or 10th", just "no 10th", in that example.
Note: The entry fee or any winnings from the current season will be forfeited if any cheating, as decided by the Commissioner and/or the results of the "Committee" decision, is determined to be true.

A ONE-DAY Draft is held
on a date TBA in late Summer, prior to NFL season. Draft is always held on a Sunday late in August before Labor Day Weekend (please try to keep that last Sunday free). 12 team owners, including me, may show up to Draft in person or use the Live Draft Room (LDR) on the league website, to establish a roster.

Roster rules: 15 total players, using Team QB and Team Def. and Team Kicker. No Special Teams are used. Tight Ends are considered WRs. Position specifics can be seen under Rules.

Roster maximums - QB 2, RB 4, WR 6, Def 2, Kicker 2. Note, special RB/WR combination limit. No more than 10 players are allowed on active roster at the two positions, total, no more than 3 RB nor more than 4 WR can be
started, for a total of 6 starters at the RB/WR combo. You can now, as of Feb '07 vote, choose to start a 2RB/3WR/1Flex lineup. Exactly 9 starters are required each week.
Minimum starters - QB 1, RB 2, WR 3, Def 1, Kicker 1. Maximum starters - QB 1, RB 3, WR 4, Def 1, Kicker 1.

If you start Retired, Injured Reserve, or painfully obvious bad decision players, that will be in violation of the 9 starter requirement, and could be determined as cheating, and will be penalized in the "violation game" final score. There are Roster Violation Penalties. If you have TOO many players on roster, there will
be a -10 point penalty PLUS a -2 pt penalty per EACH player OVER the limit. All points will be deducted from the "violation game".

NEW FOR 2007 - If you START too FEW players, then you will also be penalized in the same
manner, -10 PLUS a -2 per each player shortage. This should hinder laziness/lack of effort. Added on 11/20/07: If it
is determined by Commissioner, either brought to my attention or decided on my own, that a member intentionally set his starting lineup to lose his/her week's game for whatever reason, such as helping another owner win a game or to enhance their own next waiver wire position OR draft position, then that owner, from this date forward, will be penalized. The penalty will be somewhat severe but not crippling . This falls under the "cheating" references in these rules.

The League does use a SALARY CAP system. All teams start each year with the same Cap Figure, which is announced no later than Draft Day. It has remained as $25,000 over the recent history. Commissioner determines the player Salary values in July (dependent on worthy magazine/website information distribution). Any players left off of the Salary Lists, will have a minimum wage "off the board" salary. Cap Limit “money” can be traded in the then-current season, in $1,000.00 increments. No future season Cap money can be traded.
**Important note on Cap money trades: the money does not carry over from season to season. Hence, an '08 trade of cap money will NOT have any effect on the '09 team salary cap limit. Each season starts new with all teams having the League set Salary Cap Limit
as thier starting figure**.
There, also, is a Salary Cap violation penalty. The penalty for exceeding YOUR Cap
Limit is a -10 point penalty PLUS a -1 pt penalty per each $1,000 overage. Under Roster Cap and Salary Cap Limits - Any player legally designated on Injured Reserve list will NOT count towards EITHER Cap
Limit. The IR player will be on the "inactive" roster for the owner. There is a limit of holding 3 IR players at one time.

Draft is 12 Rounds, serpentine style. Order is predetermined by prior season's final standings/rankings. 

Worst to First rotation in first round, and serpentine rotation throughout the remaining rounds. The 6 playoff teams will
be drafting 7th thru 12th, while the 6 non-playoff teams will draft 1st thru 6th (again, worst goes first).

Trading - You may trade any of the following items: Players, Cap Money Allowance, and/or Draft Picks. You can mix the items in a trade, such as a pick FOR a player OR for cap money, or Player for both a Pick and Money, in 2 examples. The trade season opens at
payment-in-full date (July 1, if paid) and closes between Keeper Report Day and Draft Day. You can make Draft Day trades, as the trade season re-opens after the first overall Draft Pick in on the clock. It will remain open until the Week 12 games (changed 2022). No more trades are allowed until next Season opens.


Free Agents - Any player that is not on a roster is a Free Agent (F/A). F/A's are available for claims each week, after the 1st week of the season is completed. If a player is CUT from a team, then he is NOT AVAILABLE until the following week's waiver claim period (see waiver rules page). Each week, Waiver Rotation is a worst to first rotation, based on worst record - ties broken by fewest PF on the year, then broken by fewest PF last week, then by my coin toss. Each team will be able to claim ONE player per rotation, up to 3 rounds. On Fridays, the Open Wire kicks in and it is first come first served, and lasts until the deadline to turn in your weekly lineup (see Set Lineup Page). Owners CAN NOT CUT NOR TRADE A PLAYER IN THE SAME WEEK AS THE PLAYER WAS CLAIMED, as you must hold a claimed player for at least 1 week/game.

Added 9/25/13...  Know this - If you miss the Waiver Claim deadline, your next claim option is the next day Rotation.

Injured Reserve -
Your roster is considered an "active" roster. Any players that are listed in the NFL Injury Report that are noted as either IR (season), Out, or Doubtful on the Friday before a game (we MUST use the NFL INJURY REPORT as is used by the website we utilize), can be placed by the TEAM OWNER on IR via the website. Commissioner will NOT coach your team for you.

Note - Any player on IR in a week, then to have the NFL team on a bye the following week...the player will remain on IR thru the
bye, as no report will given by that NFL team in a bye week. Any IR listed player will be considered to be on your "INACTIVE" roster.

There is NO Injured Reserve prior to Week 1 games. Suspended players do NOT qualify as Injured.

There are 3 divisions, 4 teams in each, and one team will win the Division Title, in which
that team will win an automatic bid into the playoffs. 3 more teams will win bids to the playoffs as a Wild Card team, which will be determined by best overall records (see Tie Breaker Rules below). Of 6 teams in playoffs, known as the Winners Tour, top 2 seeds have a  bye in the first round, week 14. Then highest seeded team always plays lowest seeded team,
in each of the 3 rounds. There is one other postseason tournament. The teams seeded #7 thru #12 will be placed into the Best of the Rest Tournament, set up the same as the the Winners Tour.

In week 16, we have the Championship
Game, the BOR Title Game, AND WE ALSO play a Pro Bowl Game. Each division will "team-up" to create a normal 9 player starting lineup, comprised from the rosters of all 4 teams in each respective division. The division Champion will be the Pro Bowl Captain for his division. All owners are to VOTE on the POLL that asks if you are to participate in thePro Bowl decision making for your team. If you do NOT answer the POLL, it will be determined that you chose NOT to participate and will NOT receive any payout if your division wins the head to head to head matchup (I am looking for members that are active).

There are payouts for several categories. Such as: Team High Score of the Week, Season MVP's by position, and with playoff performance. Best of the Rest winner may receive a financial reward also. All payouts
are distributed after the season is fully completed. I, kindly, ask of owners planning to return the next season, to leave some, if not all, of thier winnings in a credit account for the next season, but it is NOT required (just makes
it easier for everyone, especially me - having to get ahold of 11 of you to collect).

TIE BREAKERS - RTSports.com
does not work with my system perfectly. I have unique rules...

Always break Inner-Divisional Ties
before Outer-Divisional Ties.
In case of TIE of Overall Winning Pct. :
A) Best Divisional Winning Pct. (If
teams are in same Division)
B) Best Head to Head Win Pct. IF 3 or more teams are tied at this point, break
Divisional Tie first, then break outer-divisional Tie.
IF all 3 teams (can only be 3 at this point) are in
different Divisions : If all teams have played the SAME number of games vs. each other, then 1) Best Win Pct. of teams
in TIE vs. each other. 2) Eliminate 1 team by removing the Least Points Scored team. 3) Use the Normal Tie Breaker
system from here.
C) Most Points Scored (after eliminating the Least Pts Scored team as noted in a 3 team Tie).
D) Most Pts Scored vs each other (teams in the Tie).
E) Coin Toss ( I will flip a coin in the presence of a member not involved in the tie. IF team owners in Tie can be present, that is fine. If MY team is involved in the Tie,
then Jeff will perform the coin toss.)

These Custom Tie Breaker Rules will be more used for Wild Card playoff seedings and for the Consolation Tourney. The Divisional Tie Breaker Rules are simple, as noted above in the Tie
Breaker section. In the POST SEASON, we can not use Tie Breakers based on records so we will use an Overtime Roster Lineup. Here is how it works. After you register your starters, you will then take the non-starting players on your
roster and list them one by one, in order of most to least favorite (to break the tie). Each player, one by one, will be compared to your opponent's OT lineup, until the Total Team Score of one team is higher than the other. Be sure not to mix this up - we do NOT use all the OT players as a combined score, we just use one, then a second if needed, and
so on ... until the tie is broken. IF niether OT lineup can break the Tie, or niether team submits an OT lineup, then
the Commissioner will have to use the last resort - a coin toss.
