FREE AGENT ADDS &
DROPS
Any player not owned by
another team may be requested at any time by posting a request to the league
message board. If two or more owners request the same player, the owner who has
posted his request at the earliest time will be granted the player. (Players on
"waivers" are an exception-please see below.)
A valid roster must be
maintained at all times, so any request to pickup a player must be accompanied
by the simultaneous drop of another player at the same position. A request that
does not indicate the player to be dropped-or an attempt to drop a player at a
different position-will be considered invalid.
An owner who does not have
access to a computer may relay a free agent request to a Commissioner, who can
then post the request to the message board on the owner's behalf. The same
rules of first-come, first-served will apply.
PLAYERS ON WAIVERS
A player who is dropped from
a team will be considered to be "on waivers" for 24 hours from the time he is
dropped, as noted on the message board. Other owners may bid on this player,
and the lowest-ranked bidding owner within the 24-hour period will be granted
the player. If a bidding owner wishes to acquire the player before the 24-hour
period expires (such as when that player will be active in an NFL game before
the period expires), he may do so by verifying that all lower-ranked owners are
not interested in bidding on the player.
As with free agents, an owner
bidding on a player on waivers must indicate which other player at the same
position is to be dropped from his roster.
DROPPING & ADDING
PLAYERS DURING THE PLAYOFFS
Once the Mesman League's
playoffs have begun (defined as the end of the final NFL game of Week 14), an
owner who qualifies for the playoffs may only drop a player who appears on the
Official NFL Injury Report in any capacity (probable, questionable, doubtful,
or out).
TRADING PLAYERS
At any time until the
league's Trading Deadline (to be determined), two owners may make trades involving
players of identical positions. Multiple players may be involved in a trade
(such as an RB and a WR for an RB and a WR), but the positions must be
identical, such that a valid roster is maintained upon completion of the trade.
Trades must be for players only. Trades may not involve the next season's draft
picks, money, food, sexual relations, or anything else that can be considered
to have monetary value.
Once a trade is agreed upon
it will be posted to the message board. The league's other owners will then
have 24 hours to review the trade, and may vote to reject the trade within that
period. If a majority of owners vote to reject a trade, it will be disallowed.
Otherwise, the trade will be processed as agreed upon.
IN OTHER WORDS... a trade need
not be approved, but it may be rejected if a majority of owners-or the
Commissioner in the event of a tie-vote to do so. (Hopefully this will allow
owners the latitude to make whatever trades they agree upon, while only
preventing the most egregiously-lopsided of trades, as in the case where there
is collusion or the undisclosed transfer of assets.)
As is the case with
waiver-pickups, owners may complete their trades before the 24-hour period
expires by obtaining the approval of a majority of other owners.
INJURY REPLACEMENTS
When a player is listed as
"Out" on the Official NFL Injury Report an owner may pickup a replacement for
the injured player without having to drop that player. This report, released
every Friday, will serve as the ultimate and exclusive determination of a
player's injury status. (The NFL also issues a report on Wednesday for players
in Thursday games.)
Since there are times when a
player is clearly not going to play, in order to avoid making owners wait until
Friday we have developed the "reputable source rule". In the event a reputable
media source (such as ESPN, CBS Sports, etc.) reports that a player will not
play, an owner may select an injury-replacement prior to the Friday report. However,
if the player is not listed as Out on the Friday report, the pickup will be
reversed. Owners must reference the reputable source's comments on the league
message board when requesting an injury-replacement.
The "reputable source rule"
does not apply after the Official Report is issued on Friday. A player who is
not listed as "Out" cannot have an injury-replacement for that week's games.
While this may seem inconsistent (why use the rule on Tuesday but not on
Saturday?) it is not feasible for league Commissioners to have to scramble to
follow up on "So-and-so is a game-time scratch" or "Such-and-such was not on
the plane to Buffalo",
etc. Therefore, in the interests of efficiency and simplicity the Official
Friday report will be the final determinant of whether a replacement player may
be taken for that week.
When an injured player no
longer appears as Out on the Official Report, either the injured player or his
replacement must be dropped. If no decision is made by the owner by Saturday at
noon, the replacement player will be dropped from the roster and enter into
waivers. The league Commissioners, however, will not be held accountable for
policing any other owner's roster. If an owner's starting lineup includes a
player who should have been previously dropped-even if no Commissioner noticed
it-that player's fantasy production for the week will be disallowed.
RULE DISPUTES,
DISCREPANCIES, AND VAGUERIES
Any situations arising from
uncertainties or discrepancies in the above rules will be mediated by the
league Commissioners in as fair and equitable manner as possible.

Football League Rules
The league is made up of 12 teams divided equally into 3 divisions
The regular season will be weeks 1 through 14 with the playoffs being held
weeks 15, 16 and 17.
Teams qualifying for the playoffs will be the three division winners ( with the
top 2 getting a bye the first week of the playoffs) and the next three top
teams regardless of division.
In case of ties the following tiebreakers will be used:
3 or more teams tied 2 teams tied
First: If one of the tied teams has defeated Head to head
(no ties) all of the other teams he is tied with
in every meeting.
Second: Points scored Points scored
Third: Divisional win % Same
Fourth: Points against Same
Fifth: Coin Toss Same
Tiebreaker procedure will be as follows: If three teams are tied for two
positions, the first team to qualify will be determined following the steps
under the category 3 or more teams tied . Following this, the two
remaining teams competing for the remanding slot will be determined by the
2 teams tied tiebreaker rules.
Playoffs
The playoff format is as follows:
Week 15: Wildcard seed # 1 vs. Wildcard card seed # 2
Wildcard seed # 3 vs. Division winner seed # 3
Week 16: Division winner seed # 1 vs. lowest remaining seed from week # 15
Division winner seed # 2 vs. other week # 15 winner
Week 17: The two winning teams from week # 16 for 1st and 2nd place
The two losing teams from week # 16 for 3rd and 4th place
If a tie game occurs in the playoffs the following tiebreakers will be used.
Note tie games may occur during the regular season.
The first tiebreaker will be the score of the reserve players. If the game is
still tie the second tiebreaker will be comparing each teams starting lineup
position by position starting with QB, RB, WR, TE, K, D until one is higher
then the other. If the game is still tied the team with the better regular
season record gets the win. Finally a coin toss if all else fails.
Rosters
Every teams rosters will consist of the following:
2 quarterbacks, 4 runningbacks, 4 wide receivers, 2 tightends, 2 kickers, and 2
defenses
( which include special teams ).
Each week a lineup must be submitted no later then 5 minutes before the first
game of the day. Your lineup will consist of, 1 QB, 2 RB, 2 WR,1 TE, 1 K, and 1
D. In the event of Thursday and Saturday games, only players being played in
those games need be submitted not the entire lineup. If a lineup is not called
in, the previous weeks lineup will be used. However; if you fail to call in
a lineup and you have players playing in a Thursday or Saturday game that week
you will receive ZERO points from that position regardless of what the players
do. This means if you didnt call in a lineup for the week and you had a
running back play in a Thursday night game that week you will receive Zero
points for both your running back positions regardless of their performance.

Obtaining, trading, and injuries to players will be handled as follows:
At any time during the regular season you may drop and pick up any player not
on a roster keeping in mind you must maintain your valid roster. A transaction
fee of $3.00 will be charged per transaction. If you wish to drop a player from
your roster you must state your request for that player on the TQ message board.
This will insure everyone sees your request and knows exactly whats going
on. After your request is made you will then acquire the new player as soon as
the commissioner lists it on the board. If more then one request for the same
player is made the owner who gets his request on the board first will get that
player. The time is listed on the message board along with your post so it will
be easy to see whos request came first. If you do not have access to a
computer at any given time you may also call Kevin or Mark to make a request.
However any request on the message board within 5 minutes of the phone call
will go to the owner with the lower ranking as of that time. When you do drop a
player for a new player the player dropped goes into the free agent pool. From
the time the commissioner lists the transaction on the message board regarding
the dropped player there is a 24-hour period in which any owner may put in a
request for the dropped player. At the end of the 24-hour period the owner
requesting the player that has the lower ranking gets said player. The only way
to bypass the 24 hour period in case you want to pick up a player and play him
Sunday and its already Sunday morning is to personaly call each owner with a
lower ranking then yourself and have them tell you they are not interested in
said player. You then must pass that information onto the commissioner so that
then you may claim that player prior to the 24-hour period.
One restriction on dropping and picking up players has to do with the playoffs.
If you qualify for the playoffs, the roster you had for week 14 is the roster
you must keep going into the playoffs. The only exception to this is if one of
your players is listed on the injury report for those weeks games. He only
needs to be listed not as out but just listed, doubtful, probably, etc. If this
is the case you may then drop that player.
As far as injuries to players, when one of your players gets injured and is
listed as OUT on the weeks injury report as listed on the official NFL injury
report that comes out Thursday, you then will receive a free pick for that
player. As soon as the injured player is no longer listed as out, you as an
owner must notify the message board if you want to keep the player you picked
up as the injured players replacement. You have until the Friday after that
weeks injury report comes out at 8:00 pm to inform the commissioner you wish
to keep the replacement and drop the previously injured player. If you do not
make any notification your replacement player will automatically, at 8:01pm
Friday night go back into the free agent pool.
At any time during the season up until the trading deadline (to be set at draft
night, usually two-thirds through the season) you may make any trades involving
players or picks for the next years draft. No matter how many players you
trade in one trade you will only be charged one transaction fee of $3.00. So in
effect you could swap your whole roster with someone else for just $3.00.
Trades must be approved by Kevin and Mark. If Kevin or Mark split their ruling,
Tim will be the deciding vote. If Kevin or Mark are involved in the trade, it
will be decided by the one not involved and Tim. If those two split Harry will
be the tie-breaking vote. If Mark and Kevin are both involved Then Tim and
Harry will decide with Pat being the deciding vote.
Drafting of players
The drafting of players is determined by a preseason lottery with the drafting
order then being as follows:1st,2nd,3rd,4th,5th,6th,7th,8th,9th,10th,11th,12,12th,11th,10th,9th,8th,7th,6th,5th,4th,3rd,2nd,
1st,1st, 2nd, etc.
Fees & Prizes
This years league fee will be $150 plus, as stated earlier $3 per transaction.

Tying the old record does not count. If in any category 2 or more people tie
the prize money will be split equally between all those tied.
Finally; any disputes with the rules or questions concerning any unspecified
issue or problem, will be decided by the commissioner and co-commissioner in
the most equitable and fair manor possible.
