How does this trade get vetoed????

I would love to know why the following trade was veto'd, and what the COMPLETE PROCESS is when determining whether or not to allow a trade. (Position value based off of total points in PPR format)

Saquon Barkley NY Giants RB #4
Kirk Cousins Minn Vikings QB #8
Josh Gordon NE Patriots WR #37

At this point in the season, we give a ton of weight to the standings of the teams involved. If it's a trade from a last place team to a team currently in the playoffs, it needs to be fair in every imaginable way and it cannot drastically alter the playoff team's roster or it's not fair to the rest of the league and we're not going to approve it. Barkley is a fairly significant upgrade as the #4RB @25pts/game over OBJ, the #8WR @19pts/game and future projections are similar, while the remaining players are roughly equivalent. There's over a dozen criteria looked at for every trade, but the importance of team's standings goes up every week and that's the biggest thing about this particular trade. A trade like this may have been approved a few weeks ago or it may even be approved between two 1st place teams or two last place teams in a different league.
